Book excerpt: The Committee's report examines issues relating to the 2006 EC Budget and seeks to scrutinise the UK Government's position before the European Commission's preliminary draft budget is considered at the Budget Council on 15 July 2005. The Government has highlighted four priorities for the 2006 Budget, to ensure overall budget discipline; to make realistic forecasts for Common Agricultural Policy and Structural Fund payments; to scrutinise the financing of external actions (such as external relations, development assistance to non-EU countries and humanitarian aid); and to achieve administration costs savings. The report also considers issues regarding the Financial Perspective and the UK rebate. Conclusions drawn include support for the UK position that unless there is real reform of the CAP, the UK rebate should remain.

Book Synopsis Social Policy and EU Polity-building Through Crises and Beyond by : Anna Kyriazi

This book was released on 2024-10-28 with total page 213 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume sets out to explain the conditions that have favoured the expansion of the European social dimension during the turbulent decade of 2010–20, when Europe was confronting strong countervailing pressures, including the euro crisis, the refugee crisis and the COVID-19 pandemic. The study begins by diagnosing a widespread, although slow-burning, crisis across the European Union (EU) resulting from the cumulation of social problems and the systemic tension between EU market integration on the one hand and nationally bounded welfare states and the other. Eight in-depth case studies analyse the political dynamics behind a variety of EU social initiatives aimed at addressing the consequences of free movement of workers, youth unemployment, poverty, eroding wages, environment and climate change, and the COVID-19 pandemic. To identify the specific drivers of EU social policymaking empirically, the authors have reconstructed the struggles over concrete policy proposals as they unfolded in the European multilevel setting. The volume introduces a novel analytical framework for interpreting the transformation of the EU social dimension in times of crisis, when some degree of social co-ordination becomes crucial to bond deeply different (welfare) states together. This in-depth study offers an invaluable analysis for researchers, academics and professionals interested in the functioning of the European polity.
Book Synopsis Reform Options for the EU Own Resources System by : Friedrich Heinemann
Download or read book Reform Options for the EU Own Resources System written by Friedrich Heinemann and published by Springer Science & Business Media. This book was released on 2008-06-10 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: The general review of the European Union’s budget scheduled for the years 2008 and 2009 offers a unique opportunity for reflections. Explicitly this review is “without taboos” so that also substantive changes can and should be debated. Without doubt much better budgetary systems can be imagined compared to the status quo of the EU budget which is the outcome of a path-dependent process and where many details are only understandable by taking account of the historical context of past decisions. However, even if much better systems could be designed in theory, each reform suggestion, in the end, must pass the reality check of fi- ing unanimous support from all 27 member countries. This restriction heavily l- its the universe of available reform options. Faced with that difficulty the ZEW project team embarked on the adventure to think about possible reform options for the future EU own resource system. This volume documents the conclusions. At first sight our reform suggestion may - pear to be of a rather piecemeal nature since we recommend a reform model with strong ties to the status quo. Nevertheless, we are convinced that our seemingly minor changes will set the budget on a path towards a more rational European budget which, in the end, will create leeway for financing European policies with a true European value added. We gratefully acknowledge financial support from the German Federal Min- try of Finance in conducting this study.

This book was released on 2007-11-28 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report reproduces the oral evidence the Committee received from the Parliamentary Under-Secretary of State for Trade and Consumer Affairs, Gareth Thomas MP. Key topics in the evidence are: Parliamentary scrutiny of trade negotiating mandates in the House of Lords; the WTO Doha Round; food miles; the impacts of trade agreements on developing countries; the Common Agricultural Policy; trade in services; bilateral trade agreements; UK influence on European trade policy; trade defence instruments, and trade relations with China. The Committee also announces an inquiry which will look beyond the Doha Round to the future of multilateral trade agreements. The Committee is concerned that there has been scant progress towards a conclusion of the Doha Round. It notes the increasing number of bilateral agreements that are being negotiated by the EU and the USA, and is concerned that these might be replacing the multilateral approach.

Book Synopsis National Space Legislation in Europe by : Frans G. von der Dunk
Download or read book National Space Legislation in Europe written by Frans G. von der Dunk and published by BRILL. This book was released on 2011-09-09 with total page 413 pages. Available in PDF, EPUB and Kindle. Book excerpt: The increasing involvement of private enterprise in the conduct of space activities raises key issues with respect to international space law which has left it to national law to implement relevant rules vis-à-vis private enterprise. Almost unavoidably, such national implementation regimes differ largely across individual states. This is also true in Europe, where the issue is further compounded by the fundamental – but fundamentally different – roles of ESA and the European Union. Focusing on Europe, the present book thus represents the first comprehensive effort to discuss national authorisation schemes not country by country but theme by theme, so as to allow for a real comparison of the lack of harmonisation or even coordination, and the possible problems which may result.

Available in PDF, EPUB and Kindle. Book excerpt: A clear guide to current EU institutions, practices, and policies, this is also an informed insider's account of how they have emerged in their present form, with clues on future change. The mixture of analysis and history, description and prescription, works well, because the author has had a ringside seat, but retains a cool Nordic non-partisan detachment. The hints he offers to those, for example in Asia, considering following a similar path to regional integration, represent the distilled wisdom of a career in balancing economic benefits and national sensitivities. As his story shows, it can be done. - Lord Kerr, Former Head of the UK Diplomatic Service, now Chairman of Imperial College, London and Deputy Chairman of Royal Dutch Shell.
Book Synopsis The Great European Rip-off by : David Craig
Download or read book The Great European Rip-off written by David Craig and published by Random House. This book was released on 2009-03-05 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this EU referendum year, it's time for people across Europe to look at what really goes on in Brussels in our name. It has been estimated that the EU costs us around £1,000 billion a year - an incredible £2000 for every man, woman and child in Europe. So what do we get for our money? Politicians and administrators selflessly working to bring us efficient government? Well-targeted regulations that promote economic prosperity? A safe and free society? A well-protected environment? Help for people in poorer countries? Or is our money being squandered by a self-serving euro-elite of unaccountable politicians and incompetent bureaucrats, or else devoured in a feeding frenzy of fraud and corruption where a few lucky insiders become unimaginably rich at our expense? And is the tsunami of regulation pouring out of Brussels in reality strangling industry, destroying jobs, restricting personal freedom, desecrating the environment and further impoverishing the developing world? Using their extensive network of insider sources, David Craig and Matthew Elliott smash through the secrecy and disinformation that are the Brussels hallmark to reveal what our European rulers are really getting up to. The result is a horrifying story of bureaucracy, hypocrisy and kleptocracy - and how we are all suffering as a result.
