Book excerpt: The IISS Strategic Dossier China’s Belt and Road Initiative provides a geopolitical and geo-economic assessment of President Xi Jinping’s flagship foreign-policy initiative. The dossier explores the Belt and Road Initiative’s role in China’s domestic industrial strategy and in the country’s growing influence around the world. It studies how Beijing’s ambitions, management and financing of the initiative have evolved since its launch in 2013. In addition, the volume reflects on the future of China’s initiative following the COVID-19 pandemic. The dossier is organised around a region by region assessment of what Beijing has sought to achieve in different countries and how the Belt and Road Initiative has played out over time. The volume examines recipient countries’ responses to the Belt and Road Initiative and how these have affected it. It also looks at responses from other global and regional powers to China’s economic activities around the world and offers thoughts on ways the West might better contend with Beijing’s geo-economic influence.

Book excerpt: This book evaluates China’s relations with sub-regional Southeast Asia through its Belt and Road Initiative (BRI) and the Lancang-Mekong Cooperation framework. The book looks at domestic drivers and regional receptivity of China’s Belt and Road Initiative and also delves into the challenges of China’s engagement in the Greater Mekong Sub-region. The book examines how China’s BRI will contribute to the development of these countries, to regional economic integration and cooperation processes within a political-economic context. It addresses the BRI process within the GMS on three levels: regional, individual recipient countries and the Chinese perspective. The case studies in the book will help to provide insights on China’s growing economic influence in sub-regional Southeast Asia and its Belt and Road Initiative. This book will appeal to researchers interested in the BRI, China's relations with Southeast Asia and China’s neighbourhood policy and how domestic considerations are influencing China’s policy making.

Book excerpt: Global advances in medicine, food, water, energy, microelectronics, communications, defense, and other important sectors of the economy are increasingly driven by discoveries in nanoscience and the development of nanotechnologies. Engaging the nanoscience and technology community in the crafting of national priorities, developing novel approaches for translating fundamental discovery to a technology readiness level appropriate for venture/industry funding, increasing domestic student interest in nanoscience to expand the workforce pipeline, and exploring new ways of coordinating the work of the National Nanotechnology Initiative (NNI) are all imperatives if the United States is to fully reap the societal benefits of nanotechnology. A Quadrennial Review of the National Nanotechnology Initiative provides a framework for a redesign of the NNI and its coordination with the goal of achieving a U.S. resurgence in nanotechnology. This report makes recommendations to improve the value of the NNI's research and development strategy and portfolio to the economic prosperity and national security of the United States.

Book excerpt: This book examines the implementation of the Belt and Road Initiative (BRI) in East Africa. The BRI is considered China's central geopolitical and geo-economic project in the era of President Xi Jinping. Through this work, the author aims to contribute to filling some research gaps, such as the lack of depth in studies of individual BRI projects and the underconsideration of processing narratives in participating countries. The guiding question is the extent to which the BRI is a political or hegemonic project of the CCP-directed state-civil society complex in East Africa. To answer these questions, databases of international organizations and policy documents are analyzed. In addition, the author conducts a qualitative content analysis of newspaper articles from local media houses in the countries of Ethiopia, Kenya, and Tanzania to examine three infrastructure projects. The work illustrates that the BRI contributes to increasing connectivity in East Africa. At the same time, the compression of economic relations and the implementation of infrastructure projects in East Africa lead to numerous consequences and contour a hegemonic project.

This book was released on 2020-05-07 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper presents results of a data partnership framework for strengthening evidence-based planning and implementation that was initiated in 2019 in five selected African countries (Kenya, Malawi, Mozambique, Senegal, and Togo) during the second round of the CAADP biennial review (BR) process. It analyzes the effect of the activities conducted on the data reporting rate and the quality of data reported in the five pilot countries, compared with what was achieved in like-pilot countries. The like-pilot countries are non-pilot countries that have characteristics like the pilot countries at the baseline which affect selection into the pilot or the data reporting and quality outcomes. Different methods (standard deviations, propensity score matching, and two-stage weighted regression) are used to identify the like-pilot countries, and a difference-in-difference method is used to estimate the effect of the pilot activities on the outcomes. The capacity-strengthening activities focused on working with the country Biennial Review (BR) team to: assess the inaugural or 2018 BR process and identify the data gaps; constitute and train members of data clusters to compile and check the data for the 2020 BR; and then validate and submit the data. The findings show that the activities helped the pilot countries to improve their performance in the data reporting rate and the quality of data reported in the 2020 BR. The largest improvement is observed in Togo and Senegal, followed by Kenya and Malawi, and then Mozambique. The average increase in the data reporting rate between 2018 and 2020 BRs for the pilot countries is greater than the average progress made in the like-pilot countries by about 6 to 9 % pts. This derives mostly from improvements in the data reporting rate for the indicators under theme 3 on ending hunger. Regarding the quality of data reported (measured as the percent of the data reported that have issues) too, the pilot countries on average performed better than the like-pilot countries, especially with respect to the data reported under themes 2 on investment in agriculture and 3 on ending hunger. But most of the estimated differences have low or no statistical significance. Implications for sustaining the progress made in the pilot countries, as well as for extending the activities to other countries, for the next rounds of the BR are discussed.

Book excerpt: This volume analyses New Delhi’s reaction to China’s Belt and Road Initiative (BRI) and the rise of politics of connectivity and infrastructure building which has heightened Sino-Indian rivalry in South Asia and the Indian Ocean Region (IOR). It can be evidenced that the BRI has transformed the Sino-Indian dynamics from a ‘managed rivalry’ to an intense geo-political competition. It is contended that competition is inevitable when two powers rise in the same neighbourhood. The Indian government has opposed the BRI since its inception noting that the ‘BRI violates India’s sovereignty and territorial integrity’ because one of the flagship BRI projects - the China-Pakistan Economic Corridor (CPEC) - runs through (Pakistan-controlled) Kashmir which India claims to be its own territory. It has consistently maintained that China’s ‘connectivity initiatives must be based on universally recognized international norms, good governance, rule of law, openness, transparency and equality, and must be pursued in a manner that respects sovereignty and territorial integrity’ of other states. Beyond those stated reservations, New Delhi is concerned about the BRI infrastructure and connectivity projects in the smaller South Asian countries and the Indian Ocean littoral states. India has traditionally viewed South Asia and the IOR as its backyard over which it has historically maintained a position of influence. It is apprehensive that the BRI projects will enhance Beijing’s stature and undermine India’s influence in the region. In eleven chapters including Introduction and Conclusion, this book explores the dimensions of the rivalry and analyses the causes, dynamics and implications of an accelerated Sino-Indian competition.

The BRI is promoted as a way for win-win cooperation that promotes common development and prosperity. Since the introduction of BRI, China organised the inaugural One Belt One Road Summit and the Second Belt and Road Forum to spur the implementation of the Initiative.President Xi emphasised that the Belt and Road projects should uphold the principles of shared benefits and joint contributions to realise the vision of a high-quality, open, green and clean BRI. Host countries can possibly gain from China's greenfield manufacturing investments to expand the BRI markets.Contributed by academics and business professionals from Asia, Europe and Africa, the chapters discuss the contemporary people, business, civil society and government developments related to the BRI and explore Health, Environment and Security (HES) challenges that confront the Initiative. This volume shows how a host country can leverage on China's investment without losing the nation's interest.

It analyses the evolution of the role of local governments in Chinese foreign policy since the opening of China’s economy in 1978, showing how the provinces initially competed with each other, and how the central government was forced to react, developing more centralised policies. Unlike other books on the Belt and Road Initiative, which focus on the international aspects of the initiative, this book demonstrates the importance of the Belt and Road in reinforcing China’s unitary status and for managing and coordinating development at the local level as well as centre-province relations and province to province relations inside China.
