Book excerpt: Malaysia and Thailand's remarkable economic growth in recent decades has been widely attributed to rapid growth of their labor-intensive manufactured exports. This paper demonstrates the important role that resource-based products, especially simply processed goods, have played in their export growth. While exports have thus followed their dual static comparative advantage in abundant resources and unskilled labor, there has been limited movement into higher-end exports. A dual strategy of supporting forward linkages into higher value-added resource-based industries while continuing to encourage the development of backward linkages from the non-resource based manufactures is suggested. This paper examines the relationship between real exports and real GDP in Thailand using quarterly data from 1993 to 2008. The results from the bounds testing for cointegration in a multivariate framework show that there is evidence of the validity of the export-led growth hypothesis, even though some previous studies that used Thailand data reject it. There exists the long-run causation running from exports to GDP. The policy implication of the results from this study is that deliberate policy measures that can stimulate production for exports will be growth enhancing for Thailand.

To continue its rise, Thailand needs to move into the higher-value segments of economic activity and create high-quality jobs that are regionally broader based. This report identifies the major constraints to accomplishing these goals and analyzes the main challenges. Among them, the country must: enhance research and development and international technology transfers; elevate worker skills and their industrial relevance; address structural impediments to competition, notably in services; provide advanced transport and logistics infrastructure; and improve access to finance and technology for micro, small, and medium-sized enterprises.

The book makes a detailed study of the macroeconomic impact of capital inflows during recent years and during an earlier period when growth, and capital inflows, were high, in the late 1970s. It is shown that the results of the recent period are more sustainable than those of the earlier period, due to the differences in the nature of capital inflows, in external conditions, and in economic policies.
