Recent trade initiatives, such as the "African Growth Opportunity Act" and "Everything but Arms," along with low labor costs and improved integration into world markets, are giving further stimulus to the growth of the textile and apparel industry in Sub-Saharan African countries. Nicita and Razzaz explore the extent to which the poor are also beneficiaries of the export-led growth of particular economic sectors, or whether the poor are unable to reap any of the benefits and therefore fall further behind. They use a methodology that combines the matching methods literature (to identify individuals more likely to fill the new jobs of the expanding sector) with the industry wage premium literature (to quantify the gains of the individuals that move into the expanding sector). The results indicate that a sustained export-driven growth in Madagascar's textile and apparel industry will lead to a substantial increase in the income of poor households, with a consequent decrease in poverty. In a scenario simulating five years of expansion of the textile sector, the authors estimate that more than one million individuals will directly or indirectly receive some benefit. On average, households in which one or more members work in the textile sector get an increase in purchasing power of about 24 percent or US$14 a month. The results further show that benefits are unevenly distributed across male and female workers. Households in which a male member is employed in the textile and apparel industry increase their purchasing power by 36 percent or US$24.5 a month, compared with 22 percent or US$12.2 a month in the case of a female worker.

Systems providing financial security for the old are under increasing strain throughout the world. Changing demographics have led to an increased proportion of old people in the general population. Traditional means of support for the old, such as extended families, are weakening. Meanwhile, formal systems, such as government-backed pensions, have proven unstable. For these reasons economists, policymakers, and government officials are exploring ways to address such issues as: *How to ensure financial security for the old and the best ways of paying for such security *The roles of the public and private sectors when systems are used to enhance rather than detract from economic growth. This study, the first comprehensive and global examination of old age security, addresses such issues. It identifies three functions of old age financial security programs--redistribution, saving, and insurance. It evaluates the policy options for meeting these functions using two criteria: their impact on the aged and their impact on the economy as a whole. The study suggests that financial security for the old and economic growth would be better served if governments relied on three systems: 1) A publicly managed system with mandatory participation and the limited goal of reducing poverty among the old 2) A privately managed mandatory savings system 3) A voluntary savings system. These three systems would ensure against the many risks of old age. The study concludes that a combination of different income security policies is more effective than any single approach and that all countries should begin planning for their aging populations now. Book excerpt: The thesis is concerned with the problem of industrial adjustment with which the governments of developed countries have been grappling since the early 1970s. Under the ailing macro- economic environment, they have provided public assistance or import protection or both to their troubled industries, including textile industries. However, the experience of many developed countries have not been very satisfactory, and the prolonged government intervention seems to have caused the rent-seeking' attitude, which has further delayed much needed adjustment. Against this background, the aim of the thesis is to reappraise the adjustment mechanism of the Japanese textile industry during the period of 1970-85. How did it manage to adjust to slower economic growth and rising labour costs, and to the catching-up of its neighboring Asian economies under a liberal trade regime? What role did the government's adjustment policies play in this process? The thesis found that through the autonomous adjustment strategics such as product differentiation and technological sophistication, the Japanese textile industry increased the level of intra-industry trade with the East Asian textile exporters, and remained competitive in a certain range of products. At the same time, this process entailed a large-scale contraction of employment, as firms undertook rationalization and modernization measures. They did so by responding to developments in the labour market: large changes in domestic factor prices were the prime mover of resource allocation in the Japanese textile industry. Contrary to the conventional view, Japan's textile adjustment assistance policies since the mid-1970s seemed to have little influence on resource allocation of the industry, since market forces dictated the adjustment path of the textile industry. The thesis concludes that the liberal trade policies pursued by the Japanese government proved the best adjustment policies for its textile industry.
