The survey found a statistically significant relationship between awareness/identification of risk factors and identification of exploitation, and the respondent’s previous human trafficking training. This supports the literature which indicates trafficking specific training is necessary to identify trafficking and provide adequate services to survivors of trafficking. Further recommendations, limitations, and discussion are included.

Overall, the existence of numerous individual risk factors far outweighs the potential of protective factors buffering against subsequent substance use in the current study. The foster care system, although well-intentioned, potentially barricades individuals from successfully navigating through adolescence and early adulthood without engaging in risky behaviors such as substance use. Given the high prevalence of substance use among those placed in the care of the foster care system, prevention efforts for this population requires an improved understanding of psychosocial risk and protective factors.

Book excerpt: Foster care case managers are responsible for the wellbeing of foster youth in the foster care system. Teens (ages 13-17) in foster care are most vulnerable to serious risks, such as sex trafficking. Such risks have been heightened by the advent of internet-based technologies that connect foster youth with unsafe others at unprecedented frequency and speed. This thesis examines how case managers tackle the challenge of online safety as it relates to adolescents in the foster care system in the United States. I conducted 32 semi-structured interviews with case managers who worked with foster teens (ages 13-17) within the past 5 years. After each interview, I transcribed the recording and conducted qualitative data analysis to identify emerging themes. I found that foster teens face numerous online risks with sexual-related risks (e.g., sex trafficking) and contact-related risks (e.g., unsolicited contact) being most prominent. However, case workers may not be prepared to address all of these challenges because of lack of online safety training and support from foster parents. Also, case workers are overburdened with many responsibilities that make online safety a secondary priority. This thesis identifies the gaps in which case managers are trained and highlights the need for more support to handle online safety challenges. Therefore, this thesis recommends that the foster care system must place a higher priority in establishing support groups and collaborative training among foster parents, case workers, and foster children to fully manage foster youth online safety.

Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States examines commercial sexual exploitation and sex trafficking of U.S. citizens and lawful permanent residents of the United States under age 18. According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. In addition, such efforts need to confront demand and the individuals who commit and benefit from these crimes. The report recommends increased awareness and understanding, strengthening of the law's response, strengthening of research to advance understanding and to support the development of prevention and intervention strategies, support for multi-sector and interagency collaboration, and creation of a digital information-sharing platform. A nation that is unaware of these problems or disengaged from solutions unwittingly contributes to the ongoing abuse of minors. If acted upon in a coordinated and comprehensive manner, the recommendations of Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States can help advance and strengthen the nation's emerging efforts to prevent, identify, and respond to commercial sexual exploitation and sex trafficking of minors in the United States.

Book excerpt: Abstract: The purpose of this study was to identify possible factors that may contribute to the variations in effectiveness of foster care networks in a rural and an urban Ohio county. The effectiveness of the networks was assessed based on the success of the foster care networks to provide permanency for children who are placed in out-of-home care. For the purpose of this study the foster care network organizations in each county included the child welfare agencies, the juvenile courts, private foster care agencies and foster families. The child welfare agencies in each of Ohio counties operate independently, and their success in securing permanency for foster children varies for each county. This variation is particularly evident when comparing the Ohio's rural and urban counties. The available descriptive data indicates that the foster care networks in Ohio's smaller rural counties are on average more successful in securing permanency for children than the larger urban counties. The existence of such variations was confirmed through comparison of existing descriptive data for 40 counties (20 rural and 20 urban) for the child permanency indicators. Since this researcher could not find information in the existing literature to explain these variations, this study was designed to identify the possible factors that may be responsible for such variations through exploring the perceptions of individuals who are closely connected with the foster care networks. This study explored the perceptions of 30 foster care network stakeholders through in-depth field interviews. The individuals interviewed for this study (15 from each of the urban and rural counties selected for this study) included staff from the child welfare agencies, the juvenile courts, private foster care agencies, as well as the foster families. The staff members from various levels of each organization were interviewed, which included child welfare agency directors, juvenile court judges, private foster care agency directors, as well as supervisors and direct care staff from each organization. The data obtained from the in-depth field interviews were analyzed through the grounded theory research method. This research resulted in several new findings that may explain variations for the rural versus urban county foster care network effectiveness in securing permanency for children, as well as improving the overall effectiveness of foster care networks. This study also confirmed the results of prior network research, and found information that are suggestive of possible theories, which can be formulated and tested. Finally, this study provided key recommendations for practitioners that would enhance the success of foster care networks in securing permanency for children..

Book excerpt: The transition from adolescence to adulthood is a crucial period in a young person’s life. Youth aging out of foster care normally face multiple disadvantages in terms of educational attainment, employment outcomes, housing, financial stability, and life skills compared with their peers in the general population. To overcome these challenges, the John H. Chafee Foster Care Independence Program (CFCIP) was established; it assists youth in making the transition from foster care to self-sufficiency by providing funding to states. This study aims to examine the risk and protective factors contributing to independent living outcomes using a national sample of youth aging out of the foster care system. By merging the National Youth in Transition Database (NYTD) and the Adoption and Foster Care Analysis and Reporting System (AFCARS) datasets, this study provides an overview of independent living outcomes of youth aging out of foster care. By utilizing a growth curve modeling method, this study suggests there is a high prevalence of negative outcomes among this population as they transition from adolescence to adulthood. It shows that several risk factors are associated with key domains of independent living outcomes, including placement stability, current placement setting, and previous adverse experience. Having a connection between 17 and 21 with an adult and remaining in foster care after 18 are both substantial protective factors of successful life outcomes. The findings of this study also have implications for policy and practice. Policymakers and practitioners should work together to develop evidence-based, trauma-informed interventions that better help this vulnerable population, with an emphasis on achieving relational permanency. Future Independent Living Programs should be tailored to meet the specific needs of youth in foster care, and child welfare workers should be aware of the risks and protective factors that impact youth development

Book excerpt: New policy efforts to support transition-aged foster youth (TAY) were implemented through the 2008 Federal Fostering Connections to Success Act in response to studies showing a) that foster youth who exit the child welfare system at 18 struggle in multiple domains during the transition to adulthood, and b) extended foster care supports through age 21 are associated with improved adaptation. However, there remains a need to clarify factors that influence policy uptake by TAY. Youths' and workers' satisfaction with the foster care service provision process may influence youths' decision making regarding whether or not to opt out of extended care and the quality of social workers' service provision, respectively. This study examined communication characteristics between TAY and their social workers as related to youth- and worker-reported satisfaction and relationship quality. Youth-worker dyads (N = 51; M=18.69 years, SD = .44; 56.9% female) were audio-recorded during a routine monthly meeting. Instrumental and affective communication features were rated in 5-minute samples of full speech, verbal content (i.e., transcripts), and non-verbal tone (i.e., content filtered speech). Principle Component Analyses (PCA) identified primary communication factors of TAY and social workers. Bivariate analyses revealed significant correlations among communication factors within and across channels, as well as with youths' and workers' reported satisfaction and perceived relationship quality. Youth expressed their true feelings about their workers and foster care in their full speech, and, relatedly, workers were most attuned to features of youth communication present in full speech. In contrast, workers expressed their true feelings about the youth in the content of their speech, and relatedly, youth were most attuned to features of worker communication present in the transcribed content of workers' speech. At the dyadic level, planned contrasts evaluated the importance of communicative congruence between workers and youth. Workers were responsive to congruence in positivity, whereas youth were more responsive to congruence in negativity. These findings highlight the relevance of communication-based research and training for applied efforts to support TAY in and beyond the child welfare system.

Many of them have experienced the trauma of abuse, neglect, disrupted family relationships, and multiple foster care placements. The past two decades have seen increased funding and services in a society-wide attempt to mitigate the effects of such childhood adversity, but a consistent pattern of loss and broken attachments adds up. Development and education are severely compromised. A quarter of youth experience homelessness after exiting care; 25-50% will not complete high school, and only 3-6% will graduate college. Book excerpt: Parental substance use is a major risk factor for a child’s entrance into foster care and, in the context of the opioid epidemic, has contributed to an increasing proportion of foster care entrances. However, parental substance use exists on a spectrum of severity and risk to a child’s safety and well-being. Whether or not a child with substance-using parent(s) is removed to foster care and returns to their parents’ home following foster care depends on the extent to which professionals, caseworkers, judges, and other authorities perceive parental substance use as maltreatment and whether it can be reconciled with a child’s safety and wellbeing. Decision-making in the child welfare system largely depends on the personal judgments of caseworkers, judges, and other child welfare workers, which are in turn influenced by external factors varying over time and place. Regarding time, the primary narrative regarding substance abuse has shifted dramatically from one emphasizing criminality and the need for punishment during the 1980s crack cocaine epidemic to one emphasizing public health and the need for treatment during the current opioid crisis. How this new narrative is reflected in child welfare decision-making, however, has not been adequately explored. Regarding place, the policies, availability of services, and more general sociodemographic and health environment of counties and states are known factors in child welfare decision-making, but have yet to be applied specifically to cases involving parental substance use. This dissertation links data from the Adoption and Foster Care Analysis and Reporting System with various county- and state-level data sources to address these gaps in the literature. The first study shows how sociodemographic variation in substance use-associated foster care entry rates over time reveal changes in where and for whom the child welfare system allocates resources. The second study demonstrates how county-level policy, health, and sociodemographic characteristics explain geographic variation in these rates. In the third study, I show how Medicaid expansion and program generosity interact in nuanced ways to predict reunification among children removed from the home due to parental substance use. All three studies illustrate the ongoing connections between the opioid epidemic and child welfare

Book excerpt: Teenage girls in foster care are estimated to have pregnancy rates that are roughly 20% higher than the national average. However, most research on the sexual health of foster youth has used small, non-representative samples of foster youth. This study examined both sexual activity and pregnancy among maltreated youth referred to child welfare systems using data from the National Survey on Child and Adolescent Well-being, the first nationally representative sample of youth who come into contact with the child welfare system. Three separate analyses were conducted to answer the overall question, 'how does foster care impact sexual activity and pregnancy for maltreated youth?' Descriptive statistics, multinomial regression and hierarchal generalized linear modeling were used to address separate research aims to understand foster care's impact on sexual activity and pregnancy. Results suggest that there are few differences between maltreated youth who enter foster care and those who do not enter foster care. Additionally, foster care does not appear to impact rates of sexual activity or pregnancy for maltreated youth. Rather, problems in the family of origin and maltreatment the child had experienced appear to influence both sexual activity and pregnancy.

It is the authors0́9 hope that by attending this workshop, teachers will learn how to identify and gain information about students in foster care, and develop an understanding and awareness about current California Education Code law. The workshop is also intended to present teachers with the risk factors associated with the foster care population, and a variety of support services that can be implemented at the classroom or school site level. The workshop is intended to be three hours of training for teachers and/or school staff. The workshop includes a presenter0́9s manual, PowerPoint slides, and presenter0́9s notes. A supplementary Foster Care Resource Packet (FCRP) is available for those who attend the training. The FCRP provides teachers with handouts, resources, and templates about California Education Code, risk factors, and support services. Any credentialed mental health professional or teacher may present this workshop to an audience of teachers.
