Book excerpt: The Islamic State (IS, aka the Islamic State of Iraq and the Levant, ISIL/ISIS, or the Arabic acronym Da'esh) is a transnational Sunni Islamist insurgent and terrorist group that controlled large areas of Iraq and Syria from 2014 through 2017. The group attracted a network of global supporters and its leader, Abu Bakr al Baghdadi, received pledges of affiliation from groups in several other countries. A series of terrorist attacks attributed to the group or to individuals it has inspired have claimed hundreds of lives on four continents since November 2015, including in the United States. While U.S. and allied forces in 2017 and 2018 successfully liberated most of the territory formerly held by the group in Syria and Iraq, IS leadership remains at large and IS fighters appear to be evolving into an insurgent force. The group's international affiliates continue to operate, and individuals inspired by the group continue to attempt attacks in Europe and elsewhere. The stabilization of areas recovered from the group in Iraq and Syria remains an ongoing challenge, and a U.S. military spokesperson for the counter-IS campaign warned in August 2018 that, "We cannot emphasize enough that the threat of losing the gains we have made is real, especially if we are not able to give the people a viable alternative to the ISIS problem." Members of Congress, executive branch officials, and their international counterparts continue to debate a range of proposals for consolidating battlefield gains made to date and preventing the Islamic State from succeeding in its stated objectives of remaining and expanding. President Obama's goals for U.S. strategy were to degrade and ultimately defeat the Islamic State through U.S. direct military action and support for local partner forces. President Donald Trump directed his Administration to develop a comprehensive plan to defeat the group and has accelerated U.S. military operations while augmenting U.S. contributions to stabilization in liberated areas. The U.S. military continues to conduct operations against the group in Iraq, Syria, and Afghanistan, while monitoring and occasionally striking its affiliates and personnel elsewhere. Parallel U.S. assistance efforts support stabilization in areas once held by the group, and diplomatic efforts have promoted political reconciliation among local factions in countries where Islamic State supporters are active. The United States also provides security assistance to partner governments in support of operations against Islamic State affiliates and to strengthen the ability of partners to deter and respond to Islamic State attacks. Evolving counterterrorism cooperation and intelligence sharing efforts among a wider network of concerned governments seek to further limit the ability of IS supporters to carry out transnational terrorist attacks. Interrelated conflicts and political crises in Iraq, Syria, and other countries where the Islamic State operates complicate efforts to address and durably eliminate the threats posed by the group. Military operations may reduce the numbers of IS fighters and liberate IS-held territory, but the underlying political disputes and development challenges that the Islamic State has exploited may create ongoing openings for the group if governance and reconstruction needs go unmet. Governments may continue to face difficult decisions about the potential risks and rewards of various military, law enforcement, surveillance, intelligence sharing, financial, border security, refugee admission, and consular countermeasures. This report provides background on the Islamic State organization, discusses its goals, operations, and affiliates, reviews U.S. legislative and policy debates, and reviews relevant legislation from the 114th and 115th Congresses.

Your unity would also send an unmistakable message to the leaders of Daesh. They have to understand they cannot divide us. Do not let them. They cannot intimidate us, and they have no hope of defeating us. The resolution that we have proposed would give the President a clear mandate to prosecute the armed component of this conflict against Daesh and associated persons or forces which we believe is carefully delineated and defined. And while the proposal contains certain limitations that are appropriate in light of the nature of this mission, it provides the flexibility that the President needs to direct a successful military campaign. And that is why the administration did propose a limitation on the use of enduring offensive ground combat operations. ISIL is distinctive, however, because it holds territory and will continue-if not stopped-to seize more; because of its financial resources; because of the destabilizing impact of its activities on the broader Middle East; because of its pretentions to worldwide leadership; and because it has already been culpable in the violent death of Americans. The crisis has raised several questions for U.S. policy because it represents the apparent unraveling of a seemingly stable and secure Iraq that was in place when U.S. combat troops departed Iraq at the end of 2011. Asserting that ISIL should not be allowed to prevail in Iraq, President Obama on June 19 announced several steps to help the Iraqi government protect Baghdad and reduce the threat to U.S. interests posed by ISIL. The President says additional options are under consideration, but might not be implemented -- or be effective if implemented -- unless Iraqi leaders can build a political consensus among Iraq's major communities. An aspect of the U.S. response could potentially involve working with Iran to reform the Iraqi political structure and to try to roll back the ISIL gains. Doing so would raise the potential of linkage between possible U.S.-Iran cooperation on Iraq and the ongoing international diplomacy on Iran's nuclear program. Many Sunnis in Iraq and elsewhere in the region view any U.S. engagement with Iran with suspicion and hostility, raising the stakes of such potential coordination considerably. U.S. officials have generally dismissed prospects for direct military cooperation with Iran. The crisis has raised additional concerns about the safety of the more than 5,000 U.S. personnel in Iraq and about the international response to the humanitarian effects of the fighting.

Book excerpt: Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014-2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia. Yet several factors indicate that such an ominous foreign fighter return may not materialize. Among these factors are that a majority of Central Asians fighting for ISIL and the al-Nusra Front in Syria and Iraq are recruited while working abroad in Russia, often from low-wage jobs under poor conditions making the recruits ripe for radicalization. In addition, many of those heading for jihad in Syria and the Levant expect that they are on a "one way journey," some to martyrdom but most for a completely new life, and do not plan a return. Most Central Asian states face their greatest risk of domestic instability and violent extremism as a reaction to political repression and counterterrorism (CT) policies that counterproductively conflate political opposition and the open practice of Islam with a domestic jihadist threat. If improperly calibrated, greater U.S. CT assistance to address foreign fighter returns may strengthen illiberal regime short-term focus on political power consolidation, overplay the limited risks of foreign fighter returns, and increase the risks of domestic unrest and future instability. The United States has few means to pressure Central Asian regimes into policies that address the main drivers of domestic radicalization, such as political inclusion and religious freedom. Although an imperfect instrument, U.S. security assistance-and the specific subset of CT assistance-is a significant lever. U.S. CT assistance for Central Asia should eschew additional general lethal assistance and instead scope security attention toward border security intelligence and physical capacity enhancements. This CT aid should be paired with important, complementary socioeconomic programs that help with countering violent extremism, including greater religious and political openness along with support for the Central Asian diaspora.
