Twenty-seven test runs were made to evaluate four oil-water separating devices and a combined unit consisting of three of the devices in series. The Heil parallel plate gravity separator was tested in a series of five runs using a seawater feed containing varying amounts of a mixed oil feed consisting of varying ratios of Navy Special Fuel Oil (NSFO) and Navy Slops. The Fram Coalescing Filter separator was tested in a series of seven runs using a seawater feed containing varying amounts of NSFO. The SRS separator was tested in a series of four runs using a seawater feed containing varying amounts of NSFO. A Carbon Column was tested in a series of seven runs using a seawater-oil emulsion containing varying amounts of NSFO and one of three surfactants. Four test runs were made on a combined unit consisting of the Heil separator, the SRS separator, and the Carbon Column in series. Feed was seawater, at 20 gpm, containing varying amounts of a mixed feed consisting of NSFO, slops, and surfactant. Performance in terms of oil and surfactant removal was satisfactory. (Author).

This report concludes that: The SRS, 50-GPM oil/water separator should be considered a candidate for further detailed testing to confirm its suitability as a first-generation oil/water separation system for shipboard use. Rigid qualification tests and quality conformance or acceptance tests and procedures should be established and followed by the procuring activities to insure that only usable elements are accepted from the manufacturers for issue to the users. Additional effort by Government and industry is required to develop the analytical techniques and equipment vitally needed for the accurate, reliable detection and measurement of oil in water. Book excerpt: Four oil/water separators were tested in 1992 in a project jointly sponsored by the U.S. Coast Guard R & D Center and the Marine Spill Response Corporation. The objective of the test program was to evaluate the performance of oil/water separators under a variety of conditions that replicated operating conditions expected during an offshore oil spill recovery operation. The separators tested were the Alfa-Laval OFPX 413 disk-stack centrifuge. Conoco Specialty Products' Vortoil Oilspill Separation System, International Separation Technology's Intr-Septor 250 and a simple gravity tank. Separation performance was documented for a range of influent oil/water ratios, using crude and a water-in-oil emulsion. Simulated sea motion, the addition of emulsion breaker, and debris in the influent were other variables included in the test program. Observations on separator operability, reliability, maintenance requirements, safety and transportability also were documented. Complete test results and analysis are included in the report. Recommended system improvements, based on manufacturers' input and performance analysis also are included. Test methods and parameters are fully documented in the report.

Book excerpt: A coalescing, plate-type, oil-water separator was evaluated. One series of tests involved separating Navy Special Fuel Oil from seawater. A permanent emulsion of seawater in NSFO formed in the closed loop experiment set-up, and required termination of these tests. Another series of tests involved separating contaminated Navy Distillate from seawater. These tests were successfully completed. Field experience indicated that the coalescing plate configuration could separate ND out of seawater, producing a water effluent containing approximately 200 ppm oil, and an oil effluent containing less than 5 percent water. However, the reliability of the separator's automatic mode was unsatisfactory. (Author).
