As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence. Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.

Book excerpt: The emergence of new hybrid (state and nonstate) transnational criminal/terrorist franchises in Latin America operating under broad state protection now pose a tier-one security threat for the United States. Similar hybrid franchise models are developing in other parts of the world, making understanding the new dynamics an important factor in a broader national security context. This threat goes well beyond the traditional nonstate theory of constraints activity such as drug trafficking, money laundering, and human trafficking into the potential for trafficking related to weapons of mass destruction by designated terrorist organizations and their sponsors. These activities are carried out with the support of regional and extra regional states actors whose leadership is deeply enmeshed in criminal activity, which yields billions of dollars in illicit revenues every year. These same leaders have a publicly articulated, common doctrine of asymmetrical warfare against the United States and its allies that explicitly endorses as legitimate the use of weapons of mass destruction. The central binding element in this alliance is a hatred for the West, particularly the United States, and deep anti-Semitism, based on a shared view that the 1979 Iranian Revolution was a transformative historical event. For Islamists, it is evidence of divine favor; and for Bolivarians, a model of a successful asymmetrical strategy to defeat the "Empire." The primary architect of this theology/ideology that merges radical Islam and radical, anti-Western populism and revolutionary zeal is the convicted terrorist Ilich Sánchez Ramirez, better known as "Carlos the Jackal," whom Chávez has called a true visionary.

The first essay, "Latin America's Lawless Areas and Failed States," builds upon the concepts of failed states and borderless regions to suggest how criminals and perhaps terrorists can find refuge and support in localities outside the control of states. The second essay, "Security Implications of Poor Economic Performance in Latin America," provides a solid introduction to the interconnection of economic behavior and the national security threats facing both Latin American governments and the United States. Book excerpt: Since the September 2001 terrorist attacks on New York and Washington, U.S. attention to terrorism in Latin America has intensified, with an increase in bilateral and regional cooperation. In its April 2009 Country Reports on Terrorism, the State Department maintained that terrorism in the region was primarily perpetrated by terrorist organizations in Colombia and by the remnants of radical leftist Andean groups. Overall, however, the report maintained that the threat of a transnational terrorist attack remained low for most countries in the hemisphere. Cuba has remained on the State Department's list of state sponsors of terrorism since 1982 pursuant to Section 6(j) of the Export Administration Act, which triggers a number of economic sanctions. Both Cuba and Venezuela are on the State Department's annual list of countries determined to be not cooperating fully with U.S. antiterrorism efforts pursuant to Section 40A of the Arms Export Control Act. U.S. officials have expressed concerns over the past several years about Venezuela's lack of cooperation on antiterrorism efforts, its relations with Iran, and President Hugo Chavez's sympathetic statements for Colombian terrorist groups. The State Department terrorism report noted, however, that President Chavez publicly changed course in June 2008 and called on the FARC to unconditionally release all hostages, declaring that armed struggle is "out of place" in modern Latin America.

This research paper will not answer every question about Islamic fundamentalism, but will build on the existing body of research. The author has relied primarily on unclassified open source material and his own experience in Latin America for source material. The goal of this paper is to determine whether U.S. national security interests should be more concerned about radical Islamic influence and support in Latin America and the Caribbean. The findings point to a mild level of concern, but perhaps not to the heightened threat that some have suggested. There are two fundamental reasons: demographically, there are simply not very many Muslims in Latin America, and secondly, there is minimal history of Islamic terrorist attacks in the region. Within certain lawless areas of Latin America known for illicit activities and Arab immigration, Islamic fundamentalists have a foothold. However, research points to Shiite terrorist groups like Hezbollah as the perpetrators rather than Sunni-based al Qaeda. Although more can be done, the extra surveillance and increased attention since 9/11 by the U.S. in cooperation with Latin American partners has helped control and monitor the problem.

The initial question of this study concerns the debate between those who believe in a general Islamic threat, as defined most eloquently by Samuel P. Huntington in The Clash of Civilizations and the Remaking of World Order, and others who see a small band of religious fanatics who have hijacked Islam from the moderate majority. This question about the source of terrorism has importance to the major Islamic nations as it does for Latin American countries, where Muslims are a largely undistinguishable minority. The preliminary answer for Latin America is that the United States should not be alarmed at the potential for Islamic fundamentalism, but sufficiently concerned to keep a watchful eye on future developments. In fact Connell suggests that the demographics do not favor the growth of an effective radical movement. If there are too few Muslims in Latin America to birth radicalism, there is on the other hand, a very active and extensive native, non-Islamic terrorism. The author connects these dots because he sees a latent connection to Muslims in the areas where terrorist organizations and drug traffickers proliferate. It is a potentially easy step for incipient Muslim radicals to get caught up and find beneficial purpose with these criminals. For example, the US dependence on imported petroleum and natural gas and a vulnerable transportation system provide an attractive target for Islamic terrorists, one they have used in the past.
