Available in PDF, EPUB and Kindle. Book excerpt: Penelope Anthias’s Limits to Decolonization addresses one of the most important issues in contemporary indigenous politics: struggles for territory. Based on the experience of thirty-six Guaraní communities in the Bolivian Chaco, Anthias reveals how two decades of indigenous mapping and land titling have failed to reverse a historical trajectory of indigenous dispossession in the Bolivian lowlands. Through an ethnographic account of the "limits" the Guaraní have encountered over the course of their territorial claim—from state boundaries to landowner opposition to hydrocarbon development—Anthias raises critical questions about the role of maps and land titles in indigenous struggles for self-determination. Anthias argues that these unresolved territorial claims are shaping the contours of an era of "post-neoliberal" politics in Bolivia. Limits to Decolonization reveals the surprising ways in which indigenous peoples are reframing their territorial projects in the context of this hydrocarbon state and drawing on their experiences of the limits of state recognition. The tensions of Bolivia’s "process of change" are revealed, as Limits to Decolonization rethinks current debates on cultural rights, resource politics, and Latin American leftist states. In sum, Anthias reveals the creative and pragmatic ways in which indigenous peoples contest and work within the limits of postcolonial rule in pursuit of their own visions of territorial autonomy.

Available in PDF, EPUB and Kindle. Book excerpt: Published in 1999. Despite the attempts of a number of Latin American republics to redistribute land resources and carry out agrarian reform programmes, ’the land question’ remains a vital political issue throughout the region. This book focuses on Bolivia, where government proposals to replace a radical agrarian reform law of 1953 with a neo-liberal Ley INRA provoked heated public debate and violent campesino clashes with the police (witnessed by the author) in September/October 1996. The first five chapters are largely concerned with theoretical aspects and a review of Bolivia’s agrarian reform legislation: the remaining six chapters are devoted to an analysis, from the viewpoints of participant campesinos and the researcher, of agricultural change in Aymara communities beside Lake Titicaca, where the author has conducted research over nearly 30 years. Currently lakeside farming is under severe threat as a result of land degradation, limited cash resources, rural-urban migration, tourism and commuterisation.

Available in PDF, EPUB and Kindle. Book excerpt: Indigenous people in Latin America have mobilized in unprecedented ways - demanding recognition, equal protection, and subnational autonomy. These are remarkable developments in a region where ethnic cleavages were once universally described as weak. Recently, however, indigenous activists and elected officials have increasingly shaped national political deliberations. Deborah Yashar explains the contemporary and uneven emergence of Latin American indigenous movements - addressing both why indigenous identities have become politically salient in the contemporary period and why they have translated into significant political organizations in some places and not others. She argues that ethnic politics can best be explained through a comparative historical approach that analyzes three factors: changing citizenship regimes, social networks, and political associational space. Her argument provides insight into the fragility and unevenness of Latin America's third wave democracies and has broader implications for the ways in which we theorize the relationship between citizenship, states, identity, and social action.

Available in PDF, EPUB and Kindle. Book excerpt: "In the face of new extraction, communities in Latin America's hydrocarbon and mining regions use participatory institutions powerfully. In some cases, communities act within the formal participatory spaces, while in others, they organized "around" or "in reaction to" the institutions, using participatory procedures as focal points for escalating conflict. Communities select their strategies in response to the participatory challenges they confront. Those challenges are associated with contestation over the boundaries that determine access to participatory institutions. Contestation over the line between subnational authority vis-à-vis central-state jurisdictions heightens communities' challenge of initiating a participatory process. Disagreement over the territorial delineation of communities impacted by planned extraction creates for formally non-impacted communities the challenge of gaining inclusion in participatory events. Finally, disputes over the boundary that sets representatives of an affected community apart from the community at large intensify the community's challenge of conveying a position on extraction. This analysis of thirty major extractive conflicts in Bolivia, Colombia, and Peru in the 2000s and 2010s examines community uses of public hearings built into environmental licensing, state-led prior consultations with native communities, and local popular consultations, or referenda"--

Book excerpt: The Regional Seminar on Local Governments and Indigenous Peoples was organized because of the common interest and joint effort by the United Nations Development Programme (UNDP) Mexico, the UNDP Democratic Governance Practice Area of the Regional Bureau for Latin America and the Caribbean, the UNDP Regional Service Centre in Panama and UNDP's Bureau for Development Policies (BDP/DGG). The objective was to make better known the various initiatives in the region on issues concerning local governments and indigenous peoples. The seminar offered an opportunity to know, share and systematize lessons learned, progress made, obstacles encountered, and initiatives proposed in the region. In Latin America reflection about democracy and local governance has a central place. This is a key reason to strengthen channels for reflection and provide spaces where different local realities can be discussed. Doing so will give more elements to tackle the region's historic challenges in national settings that are marked by a distancing between citizens and politics and its actors. It will also enable us to confront the emergence or intensification of social phenomena that impede human development due to marginalization, inequality, discrimination, insecurity and increasing violence.
