Book excerpt: La acción promocional y la investigación del tiempo libre, el ocio y la recreación en un país en vías de desarrollo son tareas sumamente complejas que tienen ante sí no solamente urgencias sociales, económicas y culturales, sino también dificultades de tipo teórico referidas, básicamente, a la orientación teórica que se debe adoptar en el problema crucial de la definición de los conceptos fundamentales que deben guiar la promoción y la investigación, en particular los propios conceptos de tiempo libre y ocio, de los cuales se derivan las actividades, los énfasis sociales e institucionales y las prioridades económico-financieras. El trabajo teórico se convierte así no sólo en un escalón indispensable de toda acción o investigación, sino en su prerrequisito: la dirección de esfuerzos y recursos sin suficiente información o sin información adecuada, o la obtención de datos no enlazados y seleccionados a la luz de un enfoque teórico consecuente con los propósitos institucionales, que se sustenten en una visión científica integradora, se convierte en una dilapidación de recursos y en una posible fuente de error social. Pero para poder sustentar un plan de acción o investigación en una plataforma teórica que abra camino a la obtención de resultados adecuados, deben estar suficientemente aclaradas las fuentes principales que han nutrido el acumulado de ideas, reflexiones y conceptos más importantes. Un conjunto importante de estas fuentes sobre el tiempo libre se ha elaborado en dos zonas geográficas: Europa Occidental y Estados Unidos de América, a lo largo de un plazo temporal suficientemente largo como para poder realizar generalizaciones que revelen sus tendencias más significativas, sus logros y sus limitaciones, en un continuo teórico que se renueva incesantemente y que requiere una constante actualización. En este sentido, este estudio monográfico pretende, en primer término, analizar un conjunto significativo de corrientes teóricas dedicadas a la definición de los conceptos de ocio y tiempo libre en el pensamiento eurooccidental y norteamericano. En estas corrientes se incluyen diversas escuelas y tendencias que abarcan desde el empirismo, el behaviorismo social, el enfoque funcional, posiciones aparentemente "marxistas" e incluso la interpretación clásica de Marx sobre el fenómeno de la enajenación y su aplicación al tiempo libre. No se analizan las más actuales teorizaciones sobre la materia en la intersección de los campos disciplinarios de la psicología, la antropología cultural y la información con el campo del ocio, limitándose este estudio a las fuentes clásicas del siglo XX que sentaron las bases para los más recientes enfoques. Se propone un modelo teórico sobre el ocio que sistematiza los conceptos de ocio, tiempo libre y recreación en un enfoque integral que permite su aplicación al campo de las políticas y programas sociales. Se analizan las funciones y características fundamentales que deben tener las políticas sociales en el campo de la recreación en el contexto de países en vías de desarrollo. Y se expone un estudio de caso: los campamentos formativo-recreativos.
