Available in PDF, EPUB and Kindle. Book excerpt: Aid to developing countries started well before World War II, but was undertaken as an ad hoc activity or was delivered by private organizations. This changed after the War. In his Inaugural Address in 1949, the American President, Harry Truman, announced a “bold new programme for making the benefits of our scientific advances and industrial progress available for the improvement and growth of underdeveloped nations” (the so-called “Point IV” Plan). At that time it was thought that this support would be needed only for a limited number of years, comparable to the Marshall Plan assistance to Europe. But reality proved to be different: providing aid was a very long-term affair. Since the Fifties, the aid provided has changed at different occasions. In the beginning, aid concentrated on constructing infrastructure, such as roads, railways, dams, and harbours, in order to promote industrial development. In the Sixties, aid to agriculture was added, and in the Seventies aid to social sectors (Basic Needs) was also provided. The Eighties brought worldwide debt problems. Major donors applied structural adjustment policies; some called this the lost decade (década perdida). The Nineties saw the arrival of the first environmental considerations, and asked for attention for the role of women and good governance. The form of aid changed from projects to programmes and budget support. Describing the different aid forms of the last 65 years and analysing why aid changed from time to time are the subjects of this book. Professionals and students in the area of international cooperation will benefit from studying this history, as, at this moment, old concepts are reappearing or applied by new donors like China. Is the pendulum really swinging back, as Louis Emmerij at one point suggested?

Available in PDF, EPUB and Kindle. Book excerpt: Colonial Planning (1958) breaks new ground in its study of colonial development plans on a comparative basis. It starts with a summary of the statistical data for the 70 odd territories studied, including territorial incomes, capital accumulation, origin and size of planning finances and metropolitan contributions, both within and outside the plans. This section also discusses the validity and comparability of the data. The author then selects, with the help of the many contributions to the study of the problems of economic growth, those problems which seem especially relevant to administrative planning. After an outline of the historical developments which have led to the widespread acceptance of colonial planning in its then-current forms, he analyses the various types of planning machinery established both in the metropolitan centres and in the territories, traces their connections and attempts a classification of their organisational problems. Finally, he analyses and classifies the plans themselves, giving special attention to attempts at solving the problems of priorities. This work is based on administrative documents, and especially on the various colonial development plans put forward since the war: colonial development planning so far has been mainly an administrative exercise and its problems, methods, scope and aims can be best understood if studies within an administrative context.

Book excerpt: This book is a political history of the island of Malaita in the British Solomon Islands Protectorate from 1927, when the last violent resistance to colonial rule was crushed, to 1953 and the inauguration of the island’s first representative political body, the Malaita Council. At the book’s heart is a political movement known as Maasina Rule, which dominated political affairs in the southeastern Solomons for many years after World War II. The movement’s ideology, kastom, was grounded in the determination that only Malaitans themselves could properly chart their future through application of Malaitan sensibilities and methods, free from British interference. Kastom promoted a radical transformation of Malaitan lives by sweeping social engineering projects and alternative governing and legal structures. When the government tried to suppress Maasina Rule through force, its followers brought colonial administration on the island to a halt for several years through a labor strike and massive civil resistance actions that overflowed government prison camps. David Akin draws on extensive archival and field research to present a practice-based analysis of colonial officers’ interactions with Malaitans in the years leading up to and during Maasina Rule. A primary focus is the place of knowledge in the colonial administration. Many scholars have explored how various regimes deployed “colonial knowledge” of subject populations in Asia and Africa to reorder and rule them. The British imported to the Solomons models for “native administration” based on such an approach, particularly schemes of indirect rule developed in Africa. The concept of “custom” was basic to these schemes and to European understandings of Melanesians, and it was made the lynchpin of government policies that granted limited political roles to local ideas and practices. Officers knew very little about Malaitan cultures, however, and Malaitans seized the opportunity to transform custom into kastom, as the foundation for a new society. The book’s overarching topic is the dangerous road that colonial ignorance paved for policy makers, from young cadets in the field to high officials in distant Fiji and London. Today kastom remains a powerful concept on Malaita, but continued confusion regarding its origins, history, and meanings hampers understandings of contemporary Malaitan politics and of Malaitan people’s ongoing, problematic relations with the state.

Book excerpt: This book deconstructs the neopatrimonial paradigm that has dominated analysis of Nigerian and African development. It shows that by denying agency to Nigerian societies and devaluing indigenous culture and local realities, Eurocentric diffusionism played a significant role in the failure of development planning.
