Book excerpt: This dissertation analyzes the historical process that culminated in the 1972 nationalization of the Iraq Petroleum Company (IPC) -- a consortium that included four of the world's largest and most powerful corporations. I draw on IPC archives, recently declassified U.S. Government documents, and the Arab press to trace the impact of Iraq's 1958 "Free Officers' Revolution" on IPC interests in Iraq. I show that the Revolution set in motion a process of institutional development that resulted in the complete nationalization of the Iraqi oil industry at a relatively early date, and I emphasize the agency of a particular group of Western-trained Iraqi technical experts in producing this outcome. Moreover, I examine U.S and IPC efforts to counter Iraq's radical movements and offer an original interpretation of the relationship between the American government and the international oil industry. I show that the Iraqi challenge to the IPC undermined the stability of an implicit "corporatist bargain" between the U.S. State Department and the major American oil companies, and that the breakdown of this relationship was part of a larger crisis of American hegemony in the early 1970s. In so doing, I reveal powerful underlying factors that continue to drive the historical encounter between the U.S. and the Middle East.

The reign of the last Shah of Iran, Mohammad Reza Pahlavi (1941–79), marked the high point of Iran’s global interconnectedness. Never before had Iranians felt the impact of global political, social, economic, and cultural forces so intimately in their national and daily lives, nor had Iranian actors played such an important global role – on battlefields, barricades, and in board rooms far beyond Iran’s borders. Iranian intellectuals, technocrats, politicians, workers, artists, and students alike were influenced by the global ideas, movements, markets, and conflicts that they also helped to shape. From the launch of the Shah’s White Revolution in 1963 to his overthrow in the popular revolution of 1978–79, Iran saw the longest period of sustained economic growth that the country had ever experienced. An entire generation took its cue from the shift from oil consumption to oil production to dream of, and aspire to, a modernized Iran, and the history of Iran in this period has tended to be presented as a prologue to the revolution. Those histories usually locate the political, social, and cultural origins of the revolution firmly within a national context, into which global actors intruded as Iranian actors retreated. While engaging with that national narrative, this volume is concerned with Iran’s place in the global history of the 1960s and ’70s. The stated goal of this initiative was to establish a cultural foundation for the official relationship and to provide Shah Mohammad Reza Pahlavi with educated elites to administer an ambitious program of socioeconomic development. Despite these goals, Shannon locates the incubation of at least one possible version of the Iranian Revolution on American college campuses, which provided a space for a large and vocal community of dissident Iranian students to organize against the Pahlavi regime and earn the support of empathetic Americans. Together they rejected the Shah’s authoritarian model of development and called for civil and political rights in Iran, giving unwitting support to the rise of the Islamic Republic of Iran.
