Book excerpt: The consensus of the Food and Drug Administration (FDA), the World Health Organization, and other major health agencies is that the research to date does not show radiofrequency energy emitted from mobile phones has harmful health effects, but there is not yet enough information to conclude that they pose no risk. Although most of the epidemiological and laboratory studies done on this issue have found no adverse health effects, the findings of some studies have raised questions about cancer and other health problems that require further study. The Cellular Telecommunication & Internet Association (CTIA) and FDA will jointly conduct research on mobile phone health affects. Although the initiative is funded solely by CTIA, FDA's active role in setting the research agenda and providing scientific oversight should help alleviate concerns about the objectivity of the report. The media has widely reported on the debate over whether mobile phones can cause health problems. Thus, the federal government's role in providing the public with clear information on this issue is particularly important. FDA has a consumer information update on mobile phone health issues but has not revised that data since October 1999. Consequently FDA does not discuss the significance of major, recently published research studies that have been reported in the press. FDA said that it has not revised the update because the scientific picture has not changed significantly.

A number of problems in the current application of the precautionary principle are identified and discussed. For example, it is shown that a firm reliance on a wide and open-ended precautionary principle may lead to problems with the consistency, foreseeability, effectiveness and efficiency of measures intended to reduce environmental or health risks. It is suggested that the precautionary principle indeed may be an important tool, but that in order to be acceptable it must be coupled with strong requirements on the performance of risk assessments, cost/benefit analyses and risk trade-off analyses.

Book excerpt: PAVE PAWS is a phased-array warning system designed to detect and track sea-launched and intercontinental ballistic missiles operated on Cape Cod since 1979 by the U.S. Air Force Space Command. In 1979, the National Research Council issued two reports to address concerns from Cape Cod residents about the safety and possible health effects of the radiofrequency energy from the radar. Following up on the1979 report, the new report finds no evidence of adverse health effects to Cape Cod residents from long-term exposure to the PAVE PAWS radar. The report specifically investigated whether the PAVE PAWS radar might be responsible in part for the reported higher rates of certain cancers in the area, but concludes there is no increase in the total number of cancers or in specific cancers of the prostate, breast, lung, or colon due to radiation exposure from PAVE PAWS. The report did find in the scientific literature a few biological responses to radiofrequency exposures that were statistically significant. Such responses do not necessarily result in adverse health effects, but the report recommends additional studies to better discern the significance, if any, of those findings.

Book excerpt: In December 1999, the Institute of Medicine shocked the nation by reporting that as many as 98,000 Americans died each year from mistakes in hospitals--twice the number killed in auto accidents. Instead of strict rules and harsh penalties to reduce those risks, the Institute called for a system of standardized disclosure of medical errors. If it worked, it would create economic and political pressures for hospitals to improve their practices. Since the mid-1980s, Congress and state legislatures have approved scores of new disclosure laws to fight racial discrimination, reduce corruption, and improve services. The most ambitious systems aim to reduce risks in everyday life--risks from toxic pollution, contaminants in drinking water, nutrients in packaged foods, lead paint, workplace hazards, and SUV rollovers. Unlike traditional government warnings, they require corporations and other organizations to produce standardized factual information at regular intervals about risks they create. Legislated transparency has become a mainstream instrument of social policy. Mary Graham argues that these requirements represent a remarkable policy innovation. Enhanced by computers and the Internet, they are creating a new techno-populism--an optimistic conviction that information itself can improve the lives of ordinary citizens and encourage hospitals, manufacturers, food processors, banks, airlines, and other organizations to further public priorities.
