Book excerpt: The importance of international technology diffusion (ITD) for economic development can hardly be overstated. Both the acquisition of technology and its diffusion foster productivity growth. Developing countries have long sought to use both national policies and international agreements to stimulate ITD. The 'correct' policy intervention, if any, depends critically upon the channels through which technology diffuses internationally and the quantitative effects of the various diffusion processes on efficiency and productivity growth. Neither is well understood. New technologies may be embodied in goods and transferred through imports of new varieties of differentiated products or capital goods and equipment, they may be obtained through exposure to foreign buyers or foreign investors or they may be acquired through arms-length trade in intellectual property, e.g., licensing contracts. 'Global Integration and Technology Transfer' uses cross-country and firm level panel data sets to analyze how specific activities exporting, importing, FDI, joint ventures impact on productivity performance.

Book excerpt: For many years it was assumed that technology transfer would prove an unqualified answer for the problems of the developing nations, vastly simplifying and accelerating their rate of economic development. The papers in this volume question these assumptions demonstrating how technology transfer can be very costly and that success is contingent upon a variety of factors including, the direction of indigienous technology and the political setting of the recipient country.

Book excerpt: Technology transfer has expanded rapidly over the past 20 years in Western Europe, North America and the Pacific Rim. It has been estimated that some 50% of new products and processes will originate outside the primary developer; academic and other research institutions are obvious sources of much of this new technology. In the NATO Co-operating countries, however, technology transfer is in its infancy; it is crucial for wealth creation and improvement in the quality of life that this mechanism is developed. The papers selected for inclusion in this book discuss issues related to the development of technology transfer in NATO Co-operating countries. The book identifies crucial research issues for science and technology policy researchers and, as a conclusion, offers some policy recommendations. The authors are drawn from NATO and Co-operating partner countries, from other parts of the world, and from international organisations. The focus of the book is on the institutional framework of knowledge and technology transfer; intellectual property rights as sources of information and tools for co-operation; international, national and regional aspects of knowledge and technology dissemination and diffusion; and networking. Audience: Academic institutions, research institutes, intellectual property practitioners, science and technology policy makers, technology transfer managers, high-tech industries.

Available in PDF, EPUB and Kindle. Book excerpt: January 1995 A developing country's economic growth rate increases as foreign technology imports increase. In developing countries, increases in productivity depend not on innovation but on importing foreign plants and equipment and on borrowing foreign technology. Zhang and Zou investigate the relationship between foreign technology imports and economic growth in developing countries. They develop an intertemporal endogenous growth model that explicitly accepts foreign technology imports as a factor of production. The model establishes a link between the growth rate of productivity in a developing country and the country's intensity of learning to use foreign technologies. They hypothesize that a developing country's economic growth rate increases as foreign technology imports increase. They run regressions with data for about 50 developing countries, using different econometric methods and time spans. These empirical tests confirm the hypothesis that foreign technology transfers boost income growth rates. Moreover, economic developing in developing countries differs from that in industrial countries. In developing countries, increases in productivity depend not on innovation but on importing foreign plants and equipment and on borrowing foreign technology. This paper -- a product of the Public Economics Division, Policy Research Department -- is part of a larger effort in the department to understand economic growth and foreign trade. Book excerpt: Research shows that international trade is an important channel for the transfer of technology. Building on this evidence, this paper examines the effects of inter- and intraindustry trade on technology transfer. The paper develops and tests the hypothesis that intraindustry trade stimulates more technology transfer than interindustry trade because countries are likely to absorb foreign technologies more easily when their imports are from the same sectors as their production and export sectors. The results of empirical tests for 87 countries during 1970–93 support this hypothesis.

Book excerpt: Technological revolutions have increased the world’s wealth unevenly and in ways that have accelerated climate change. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

Book excerpt: The book is the culmination of a research effort which spanned all continents and involved a large number of research teams from both the industrialised and developing countries. The book addresses a number of key issues related to technology transfer by small and medium-sized enterprises most especially whether such companies are more effective transferors than larger transnational corporations. A key aspect of the research was the fact that firms in source and host countries were matched to assure a degree of consistency in the firm coverage and their responses.

Book excerpt: We study international technology transfer through R&D spillovers in sixteen countries' manufacturing industries since the early 1970s. The analysis shows that the productivity impact of international technology transfer often exceeds that of domestic technological change, more so in high-technology industries. Moreover, technology transfer is found to be strongly varying across country-pairs and tends to decline in geographic distance, pointing to goods trade as the transfer channel. We directly evaluate this hypothesis, and results suggest that trade is crucial for technology transfer from Germany, France, and the UK, while for the US, Japan, and Canada non-trade channels are more important.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985, in the deteriorating climate of East-West relations technology transfer became vitally important. The Eastern bloc desperately needed Western technology to assist in the development of the socialist economies, but a proposed US ban on the export of Western technology to the Siberian pipeline project led to increasing tension within the Western alliance abot the nature and scale of high technology that could be safely exported to the East. This book reviews the state of technology transfer to the East in the 1980s and considers the place of Western technology in the Eastern economies. It also discusses the strategic goals of Western technology embargoes. Many of the issues discussed remain pertinent today.
