Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes China’s foreign technology acquisition activity and how this has helped its rapid rise to superpower status. Since 1949, China has operated a vast and unique system of foreign technology spotting and transfer aimed at accelerating civilian and military development, reducing the cost of basic research, and shoring up its power domestically and abroad—without running the political risks borne by liberal societies as a basis for their creative developments. While discounted in some circles as derivative and consigned to perpetual catch-up mode, China’s "hybrid" system of legal, illegal, and extralegal import of foreign technology, combined with its indigenous efforts, is, the authors believe, enormously effective and must be taken seriously. Accordingly, in this volume, 17 international specialists combine their scholarship to portray the system’s structure and functioning in heretofore unseen detail, using primary Chinese sources to demonstrate the perniciousness of the problem in a manner not likely to be controverted. The book concludes with a series of recommendations culled from the authors’ interactions with experts worldwide. This book will be of much interest to students of Chinese politics, US foreign policy, intelligence studies, science and technology studies, and International Relations in general.

Book excerpt: A frequent choice for market entry to China is the international joint venture (IJV) with a Chinese partner. This is regarded as an adequate market entry if complex technological knowledge is to be transferred to the new location. However, IJVs also represent an easy way for local partners to absorb technological knowledge without authorization. Michael Hoeck investigates the character and the degree of technology transfer into IJVs, using the example of German industrial firms in China. The two central questions that are investigated are „What factors influence the sophistication of the technological endowment that an IJV in China receives from its German parents?“ and „In what way do strategic considerations regarding inter-firm cooperation and knowledge sharing influence the foreign investor’s technology transfer behaviour?“. The study results – derived from theoretical and empirical analysis – presents novel insights to both researchers and practitioners.

In Germany, the concept of Industry 4.0 goes back to the high-tech strategy of the Federal Government and describes the interlocking of industrial production with the latest information and communication technology. In the intelligent factory, intelligent and networked machines will operate, decide and optimize largely autonomously in cooperation with humans. For China, the German concept Industry 4.0 is a strategic source of inspiration. Among other things, it was a model for the current Chinese innovation and industrial policy strategy Made in China 2025. This book is looking into different aspects of digitalization. Part 1 presents the concept of Industry 4.0, both, from the German and the Chinese perspective. Part 2 describes the Chinese innovation concept Made in China 2025 within different economic sectors in China and discusses to what extent Industry 4.0 might be considered its role model. Part 3 presents the opportunities and challenges of digitalization and big data from a regional perspective. Part 4 analyses the special aspect of the impacts of digitalization for the banking sector and international trade cooperation. Finally, Part 5 focuses on digitalization and innovation considering small and medium-sized companies in particular.

Available in PDF, EPUB and Kindle. Book excerpt: Examining the flow of technical knowledge between the US, Taiwan and Mainland China over the last sixty-five years, this book shows that the technical knowledge that has moved between these states is vast and varied. It includes the invention and production of industrial goods, as well as knowledge of the patterns of corporate organization and management. Indeed, this diversity is reflected in the process itself, which is driven both by returning expatriates with knowledge acquired overseas and by successful government intervention in acquiring technology from multinational firms. Technology Transfer Between the US, China and Taiwan engages with the evolving debates on the merits, importance and feasibility of technology transfer in the process of economic development globally, and uses the example of Taiwan to show that multinational corporations can indeed play a positive role in economic development. Further, it reveals the underlying tension between international cooperation and nationalism which inevitably accompanies international exchanges, as well as the delicate balancing act required between knowledge acquisition and dangerous levels of dependency, and the beneficial role of the US in East Asia’s technological development. With contributors from disciplines ranging from history, geography, urban planning, sociology, political science and electrical engineering, this multi-disciplinary book will be of great interest to students and scholars working across a broad range of subjects including Taiwan studies, Chinese studies, economics, business studies and development studies.

Book excerpt: The book discusses climate technology transfer under the UNFCCC framework, and China’s relevant legislation and practices. It first explores theoretical basis of climate change-related technology transfer, with a particular focus on the differences between climate technology transfer and business-as-usual performance. The book then reviews practices of both technology supplier and user, in order to generally identify potential legal barriers and obstacles. Finally, it sheds light on China, providing a comprehensive assessment on barriers that hinder the trans-boundary transfers of low carbon technologies and need to be overcome in future. The issues concerned involve two of the most dynamic areas in current China’s lawmaking progress: environment laws and Intellectual Property laws. The book provides an in-depth analysis on China’s legislation and practices in this regard. At international level, the legal framework of climate technology transfer is examined in a systematic, prudent and constructive manner. On this basis, the book highlights potential commons, consistency and possible coordination between the UNFCCC and the WTO regime. This book is accessible to both Chinese and international environmental law specialists. It appeals to a broad readership, including environmental scientists, economists concerned with China’s intellectual property law, foreign investment law and anyone interested in the topic: how to green intellectual property rights regime for climate technology transfer in the China context.

Book excerpt: Access to science and technology worldwide is achieved by active participation in open international scientific research, as well as through technological capability that is decisive in catching up with world developments in science and technology. In other words, it is the "national system of innovation" which determines a country's assimilation capacity. The universities, research institutions, the technological infrastructure, industrial training schemes, information networks and technical institutions in general provide the foundation for a solid, steady development. Therefore policies directed toward strengthening the national system of innovation are essential for a catching-up strategy. But even more important is the presence of skilled and experienced people with the necessary connections to the scientific and technological infrastructure of the world at large. this applies to China in particular. Whether or not the technological potential will be developed, depends on the technological and industrial strategies promoted by the Chinese leadership. In addition, the costs and benefits of technological development are affected by the prevalent evolutionary stage of a country's political framework and fiscal regime. There must be a strong coordination between overall economic policies and technology policy. A sucessful management of technology is only possible through a "technological package" including management, financial and marketing skills.

This book was released on 2009-08-02 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: China’s extraordinary economic growth is inspiring research from a wide spectrum of fields to explain the phenomenon: What are the primary drivers of China’s economic growth? Can it be sustained? Can the Chinese business model be emulated by other countries? What long-term effects will China’s economic growth have on the global economy? In this volume, Chun Liao explores these issues in the context of firms’ governance structures, arguing that China’s dual business system of state-owned enterprises and private enterprises is uniquely suited to the challenges of economic development in the twenty-first century. On the one hand, China’s state-owned enterprises are characterized by state coordination, bank financing, insulation from the stock market fluctuations, and incremental productivity-enhancing innovations, which are similar to the firms in the business systems of coordinated market economies (like Germany and Japan). On the other hand, China’s private enterprises are characterized by private (often family) ownership, hard budget constraints, profit maximization, and more risky radical innovation, which are similar to the firms in the business systems of liberal market economies (like the US and the UK). Based on the state controlling shareholding in the state sector, the boundary between the state sector business system and private sector business system is clear. This dual type system is contrasted with those in liberal market economies and those in coordinated market economies, where only one type system dominates. Drawing from empirical data and industry analysis over the past 15 years, Liao provides unparalleled access to the dynamics of the Chinese economy, including ownership structure, management design, labor-management relations, business infrastructure, capitalization (including role of banks and financial institutions, private investment, and FDI) in both the public and private sectors. In the process, she analyzes both opportunities and challenges that result from China’s dual business system, particularly in regard to innovation, core competitiveness, and sustainable growth in both state strategic technology-based industries and private high technology industries . The result is an approach that sheds new light on China’s economic performance and its rise as a player on the international stage.

Available in PDF, EPUB and Kindle. Book excerpt: As Europe finds itself once again caught between two superpowers – the USA and a rising China – little has been written about a relationship that will have a profound influence on the international order: the relationship between the People's Republic of China and Germany. In Germany and China, leading international relations expert Andreas Fulda looks critically at the increasingly interdependent relationship between the two countries. Drawing on examples from politics, industry, development aid and technology sectors and academia, the book explores how successive governments from Helmut Kohl to Angela Merkel have pursued ever-closer ties to China in the interests of short term economic gain. Fulda explores the danger of this increasing entanglement not just for Germany, but for Europe and the international world order.
