Book excerpt: Technology, the University and the Community: A Study of the Regional Role of Engineering Colleges focuses on the regional role of engineering colleges and suggests some mechanisms for increasing the interaction between the universities, or their colleges of engineering, and the local region. The study examines the problem of not effectively tapping the potential of state universities to bring applied science to the service of state governments. Comprised of four chapters, this book begins with an overview of the engineering college and its environments, together with its two main resources: human beings and information. Traditional views on the roles of engineering colleges are considered, and their impacts on regional development are examined. The next chapter deals with dimensions and models for the various roles of the engineering college and how the activities of the people of the college, including faculty and students, constitute the main areas of impact upon the region. The obstacles that must be overcome to increase the regional involvement of engineering colleges are then discussed by thinking of the university in terms of human and information resources. The final chapter describes some mechanisms for increasing the regional involvement of engineering colleges. This monograph will be of interest to university administrators, local government officials, and educational policymakers.

Yet fewer than 40 percent of entrants complete an undergraduate degree within six years. This fact has put pressure on community colleges to improve academic outcomes for their students. Redesigning America’s Community Colleges is a concise, evidence-based guide for educational leaders whose institutions typically receive short shrift in academic and policy discussions. It makes a compelling case that two-year colleges can substantially increase their rates of student success, if they are willing to rethink the ways in which they organize programs of study, support services, and instruction. Community colleges were originally designed to expand college enrollments at low cost, not to maximize completion of high-quality programs of study. The result was a cafeteria-style model in which students pick courses from a bewildering array of choices, with little guidance. The authors urge administrators and faculty to reject this traditional model in favor of “guided pathways”—clearer, more educationally coherent programs of study that simplify students’ choices without limiting their options and that enable them to complete credentials and advance to further education and the labor market more quickly and at less cost. It reviews the first seven years of the Advanced Technological Education (ATE) program by showcasing activities, partners, and achievements at 13 colleges. When Congress enacted legislation in 1993 establishing the ATE program, America's community colleges became the focus of a NSF effort to improve the nation's technological workforce. NSF's Division of Undergraduate Education and Division of Elementary, Secondary, and Informal Education jointly manage the ATE program. The aims of the ATE program are to improve advanced technology education, create models for other institutions, ensure that students gain strong backgrounds in mathematics and science, and generate educational products that can be applied nationwide. From its inception through the end of fiscal year 1999, the ATE program supported more than 250 individual projects and 12 national centers of excellence. The centers focus on specific technologies and serve as national resources that provide wide-ranging support to all institutions that are concerned about improvement in those specific technologies. Some of the programs described in this report achieved the following outcomes: new courses in telecommunications; new associate of arts and sciences degree and certificate program in environmental technology; and faculty development in geographical information systems, image processing, and remote sensing. Appendices contain ATE Centers of Excellence, ATE Funded Institutions, and Advisory Committee. (Contains 35 references.) (JA)

How do we make the field and laboratory coherent? How do we link models and data? How do we use statistics to help experimentation? How do we integrate modeling and statistics? How do we confront multiple hypotheses with data and assign degrees of belief to different hypotheses? How do we deal with time series (in which data are linked from one measurement to the next) or put multiple sources of data into one inferential framework? These are the kinds of questions asked and answered by The Ecological Detective. Ray Hilborn and Marc Mangel investigate ecological data much as a detective would investigate a crime scene by trying different hypotheses until a coherent picture emerges. The book is not a set of pat statistical procedures but rather an approach. The Ecological Detective makes liberal use of computer programming for the generation of hypotheses, exploration of data, and the comparison of different models. The authors' attitude is one of exploration, both statistical and graphical. The background required is minimal, so that students with an undergraduate course in statistics and ecology can profitably add this work to their tool-kit for solving ecological problems.
