Book excerpt: After the completion of the National Research Council (NRC) report, Maintaining U.S. Leadership in Aeronautics: Scenario-Based Strategic Planning for NASA's Aeronautics Enterprise (1997), the National Aeronautics and Space Administration (NASA) Office of Aeronautics and Space Transportation Technology requested that the NRC remain involved in its strategic planning process by conducting a study to identify a short list of revolutionary or breakthrough technologies that could be critical to the 20 to 25 year future of aeronautics and space transportation. These technologies were to address the areas of need and opportunity identified in the above mentioned NRC report, which have been characterized by NASA's 10 goals (see Box ES-1) in "Aeronautics & Space Transportation Technology: Three Pillars for Success" (NASA, 1997). The present study would also examine the 10 goals to determine if they are likely to be achievable, either through evolutionary steps in technology or through the identification and application of breakthrough ideas, concepts, and technologies.

What's more, this development also ensures that NASA Chief Engineers and Lead Systems Engineers proficiently serve as leaders of their own technical teams, and that's what this book is all about. These technical leaders are critical to successfully implementing the three safety tenets we inherited from the Apollo program. These include the following: Strong in-line checks and balances. This means that engineers check their fellow engineers, and that no one checks their own homework. 1. Healthy tension between responsible organizations. In NASA today that is the programs and the three Technical Authorities (Engineering, Safety, and Health and Medical). Each organization has to be on equal footing with separate but equal chains of command to allow issues to be raised independently and provide the healthy tension to create organizational checks and balances. 2. "Value-added" independent assessment. "Value-added" means you bring in outside technical experts to peer review critical issues. Having a fresh set of eyes on a problem can provide a different perspective, leverage different experiences and result in more robust solutions. 3. NASA arrived at these three tenets through considerable blood, sweat, and loss, and our commitment to them is now inscribed in our Agency governance. As Chief Engineers and Lead Systems Engineers, your role in this is paramount, and achieving excellence in this is an expectation of your job. Serving in this role is not an easy task, but it is a tremendously reward¬ing one. You are the leaders of your technical teams, owners of the technical baseline, standard bearers of engineering best practices, decision makers, risk mitigators and problem solvers. You are Chief Engineers and Lead Systems Engineers, the title of which should say it all.

It must be available through lunar nights that last for 14 days, through long periods of dark and cold at the higher latitudes on Mars, and in high-radiation fields such as those around Jupiter. Radioisotope power systems (RPSs) are the only available power source that can operate unconstrained in these environments for the long periods of time needed to accomplish many missions, and plutonium-238 (238Pu) is the only practical isotope for fueling them. Plutonium-238 does not occur in nature. The committee does not believe that there is any additional 238Pu (or any operational 238Pu production facilities) available anywhere in the world.The total amount of 238Pu available for NASA is fixed, and essentially all of it is already dedicated to support several pending missions-the Mars Science Laboratory, Discovery 12, the Outer Planets Flagship 1 (OPF 1), and (perhaps) a small number of additional missions with a very small demand for 238Pu. If the status quo persists, the United States will not be able to provide RPSs for any subsequent missions.

The significance of space politics for the study of transatlantic relations receives surprisingly little scholarly attention. As a theatre of interaction, transatlantic space politics reflects the vicissitudes of European and US power in the international system. An understanding of space politics is therefore vital in understanding the status and prospect of the transatlantic order. Using established IR theories, the author investigates transatlantic space politics and proposes a theoretical explanation, which is distinct from the conventional wisdom of the transatlantic security community. More specifically, he distinguishes between the constitutive and regulatory effects of the transatlantic security community, an approach rarely employed in other research in the field. Overall, this book suggests not only that the transatlantic institutional pillar requires repair, but also that the ideational factors need to be revitalised in order to consolidate the transatlantic alliance. This book will be of much interest to students of space power, transatlantic politics, strategic studies, foreign policy and IR/security studies in general.
