Book excerpt: Using the National Longitudinal Survey of Youth (NLSY) and six proxies for industry rates of technological change, we study the impact of technological change on skill accumulation among young male workers in the manufacturing sector during the time period 1987 through 1992. Production workers in manufacturing industries with higher rates of technological change are more likely to receive formal company training, but not other types of training. An important finding is that, while more educated workers are more likely to receive formal company training, the training gap between the highly educated and the less educated narrows, on average, as the rate of technological change increases. The positive effect of technological change on hours of training is due largely to an increase in the incidence of training, not in the number of hours per training spell

Book excerpt: With the ongoing restructuring in Sudan, structural issues such as the need for skill development and interaction with technological change need an in-depth analysis that this book offers. The central themes of this book are- required skill formation, upskilling of the workers, and their interaction with technological change in lieu of a deficient educational system and its implications. An empirical investigation of the causes and consequences of low skill and technology indicators using a primary survey at macro and micro levels is undertaken. This is followed by an examination of the interaction between the low skill and technology indicators, the relationships between skill, upskilling and technology indicators, skills mismatch, the uses and impacts of ICT and differences at firm as well as industry level as well as knowledge transfer effects. A set of recommendations towards the need for implementation of consistent policies, increasing incentives and collaboration between public and private institutions completes the book.

Book excerpt: This book discusses skill formation, upskilling of workers, and their interaction with technological change in Gulf countries. Heavy dependence on oil, the 'Dutch Disease', and the high incidence of unskilled foreign workers have caused serious structural imbalances in the labour market in the Gulf. The author shows that success of economic development strategies to address such imbalances are all contingent upon the development of adequate and appropriate skills in the region. This book confirms the role and impact of the deficiencies in the educational system alongside the well established effects of the excessive use of uneducated foreign workers and lack of incentives in the labour market. A comprehensive investigation of the skill problem and an elaborate in-depth analysis to assess the causes, consequences and relationships between poor skills and technological performance are highlights of this book. This is an ideal resource for policy makers in the Gulf region and researchers of the topic.

Available in PDF, EPUB and Kindle. Book excerpt: Demand for less skilled workers decreased dramatically in the US and in other developed countries over the past two decades. We argue that pervasive skill-biased technological change rather than increased trade with the developing world is the principal culprit. The pervasiveness of this technological change is important for two reasons. First, it is an immediate and testable implication of technological change. Second, under standard assumptions, the more pervasive the skill-biased technological change the greater the increase in the embodied supply of less skilled workers and the greater the depressing effect on their relative wages through world goods prices. In contrast, in the Heckscher-Ohlin model with small open economies, the skill-bias of local technological changes does not affect wages. Thus, pervasiveness deals with a major criticism of skill-biased technological change as a cause. Testing the implications of pervasive, skill-biased technological change we find strong supporting evidence. First, across the OECD, most industries have increased the proportion of skilled workers employed despite rising or stable relative wages. Second, increases in demand for skills were concentrated in the same manufacturing industries in different developed countries.

Book excerpt: Technology, Growth, and the Labor Market brings together research by economists from academia and the Federal Reserve System. The first section of the volume includes discussions by monetary policymakers with firsthand experience in determining how technology affects productivity, inequality, and macroeconomic growth. Papers in the second section discuss the sources of the surge in labor productivity growth during the latter half of the 1990s and present forecasts of labor productivity growth rates during the next few years. In the third section, the papers focus on the role of technological advances in changes in earnings inequality in the labor market. The authors examine whether inequality should be viewed as a causal result of skill-biased technological change or whether there is a missing link - or perhaps no link - between changes in technology and changes in wage inequality. The final section explores the relationships between computer investment, worker skills, human resource practices, and productivity at the industry and firm levels.

The widespread diffusion of information and communication technologies (ICT) has had controversial, seemingly paradoxical consequences. ICT are viewed as driving growth and employment in the United States, while contributing to European unemployment and the so-called Eurosclerosis. At the same time, both the United States and Europe have seen increased wage inequalities between skilled and unskilled workers. This book explores the computer's puzzling effects on the economy, at both the micro and macro levels. The contributions include data from field work, small samples of firms, and national surveys of management practice; econometric studies; and macroeconomic theoretical analysis.
