Book excerpt: This report presents technical recommendations for individual monitoring of workers for occupational intakes of radionuclides. It aims at providing guidance on those aspects of the implementation of the provisions of the Euratom Basic Safety Standards Directive related to individual monitoring of internal exposures, and to encourage harmonisation and the eventual mutual recognition of services. It presents a complete account of the principles of individual monitoring and internal dosimetry, and develops comprehensive guidance and recommendations on best practice. The recommendations cover: (i) roles and duties of dosimetry services; (ii) monitoring programmes; (iii) monitoring methods; (iv) assessment of internal doses from monitoring measurements; (v) accuracy requirements and uncertainty analysis; (vi) quality assurance, and criteria for approval and accreditation; and (vii) radon measurement and dosimetry for workers. Annexes provide supporting information. Topics addressed in the annexes include biokinetic and dosimetric models, monitoring and dosimetry for first responders after a major accident, and the application of internal dosimetry to assessments of risks to health. Finally, there is a set of examples that demonstrate key features of the technical recommendations.

Available in PDF, EPUB and Kindle. Book excerpt: This document provides the Commission's recommendations for the design of individual monitoring programmes and the interpretation of results of measurements of intakes of radionuclides by radiation workers. It follows the Commission's general principles of monitoring for radiation protection of workers (ICRP, 1977a) and should be used in conjunction with those principles. The main objective of the document is to give specific guidance on the design of monitoring programmes, the calculation of derived reference levels and the interpretation of monitoring results. Since models are required to provide a link between the measured quantity and the appropriate limits or reference levels, the document also gives general guidance on the models used. Finally, specific values of derived reference levels are given for radionuclides chosen for their potential importance in occupational exposure; these levels have been calculated for intake by inhalation only since this is the most likely route of intake. The Commission wishes to emphasis that the parameters used and the reference levels calculated in this document are appropriate for occupationally exposed adults only and that they are not intended to be used to evaluate exposure for members of the general public.

Available in PDF, EPUB and Kindle. Book excerpt: ICRP Publication 78 replaces the previous ICRP Publication 54 on individual monitoring programmes and the interpretation of results of measurements for intakes of radionuclides by workers. The updating was considered necessary because ICRP published new dose coefficients for intakes of radionuclides by workers in 1994 (ICRP Publication 68). Those new dose coefficients were based on the most recent general recommendations of the Commission (ICRP Publication 60). The present report uses this new information and takes account of the new principles for the radiological protection of workers provided in ICRP Publication 75. Thus, the report uses the revised models and the new dose coefficients to give guidance on monitoring programmes and interpretation of results for selected radionuclides of importance in occupational exposure.

The edition is co-sponsored by seven other international organizations European Commission (EC/Euratom), FAO, ILO, OECD/NEA, PAHO, UNEP and WHO. It replaces the interim edition that was published in November 2011 and the previous edition of the International Basic Safety Standards which was published in 1996. It has been extensively revised and updated to take account of the latest finding of the United Nations Scientific Committee on the Effects of Atomic Radiation, and the latest recommendations of the International Commission on Radiological Protection. The publication details the requirements for the protection of people and the environment from harmful effects of ionizing radiation and for the safety of radiation sources. All circumstances of radiation exposure are considered.

Book excerpt: This publication provides guidance and recommendations on arrangements to be made at the preparedness stage, as part of overall emergency preparedness, for the termination of a nuclear or radiological emergency and the subsequent transition from the emergency exposure situation to either a planned exposure situation or an existing exposure situation. It elaborates the prerequisites that need to be fulfilled so that responsible authorities can declare the nuclear or radiological emergency ended and it gives detailed guidance on adapting and lifting protective actions. This publication, jointly sponsored by 10 international organizations (FAO, IAEA, ICAO, ILO, IMO, INTERPOL, OECD/NEA, UN OCHA, WHO and WMO) is intended to assist Member States in the application of IAEA Safety Standards Series Nos GSR Part 3 and GSR Part 7.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.
