Available in PDF, EPUB and Kindle. Book excerpt: This volume from The NASA History Series presents an overview of the science of hypersonics, the study of flight at speeds at which the physics of flows is dominated by aerodynamic heating. The survey begins during the years immediately following World War II, with the first steps in hypersonic research: the development of missile nose cones and the X-15; the earliest concepts of hypersonic propulsion; and the origin of the scramjet engine. Next, it addresses the re-entry problem, which came to the forefront during the mid-1950s, showing how work in this area supported the manned space program and contributed to the development of the orbital shuttle. Subsequent chapters explore the fading of scramjet studies and the rise of the National Aerospace Plane (NASP) program of 1985–95, which sought to lay groundwork for single-stage vehicles. The program's ultimate shortcomings — in terms of aerodynamics, propulsion, and materials — are discussed, and the book concludes with a look at hypersonics in the post-NASP era, including the development of the X-33 and X-34 launch vehicles, further uses for scramjets, and advances in fluid mechanics. Clearly, ongoing research in hypersonics has yet to reach its full potential, and readers with an interest in aeronautics and astronautics will find this book a fascinating exploration of the field's history and future.

Book excerpt: Since the creation of the National Cooperative Educational Statistics System in 1988, states have joined with the National Center for Education Statistics to produce and maintain comparable and uniform education statistics. Through the National Forum on Education Statistics, states have met to develop and propose a set of basic data elements for voluntary use. Using these data elements will provide more comparable and reliable education information for any educational system adopting the common terminology. The basic data elements will not meet every education information purpose, but a set of basic data elements should help answer the most frequently asked questions about the administration, status, quality, operation, and performance of schools and school systems. This report presents a process for selecting and including new data elements in an information system and the student and staff elements that can be used to create information for conducting the day-to-day administration of schools and school districts; completing federal and state reports, and creating indicators that address questions about the success and functioning of education systems. The basic data elements selected for student information systems are grouped into categories of: (1) personal information; (2) enrollment; (3) school participation and activities; (4) assessment; (5) transportation; (6) health conditions, special program participation, and student support services; and (7) discipline. Similar elements defined for staff information systems include personal information, educational background, qualification information, current employment, assignments, and information on career development and separation from employment. An appendix contains discussions of policy questions, indicators, and basic data elements. (SLD)

Book excerpt: Did the American Government and President Franklin Delano Roosevelt have advance information about Japan s attack on Pearl Harbor and was this fact later suppressed, either to conceal incompetence or because the President wanted an act of aggression to force America into war with the Axis Powers? For decades, professional and amateur historians alike have scrutinized the voluminous and sometimes contradictory trail of evidence surrounding this historic and tragic event to find an answer. One of the most written-about pieces of this historical puzzle is the so-called West Wind Execute message, Japan s code phrase to advise its diplomats abroad that an attack on America was imminent. In West Wind Clear: Cryptology and the Winds Message Controversy a Documentary History, the U.S. National Security Agency s Center for Cryptologic History has tackled the complex history of this message, when it was sent, and why its existence or non-existence has exercised the imaginations of academics, amateur historians, and conspiracy buffs since the 1940s. Crucially, this book includes many key documents, some never before published, dealing with the voluminous Japanese signals traffic leading up to the Pearl Harbor attack and the timing of signals interception and decoding. The authors state that the main source of continuing debate over the who knew and when question resulted from a number of contradictory statements by a well-respected American cryptographer, Captain Laurence Safford, USN, whose reliability as a witness was undermined during the hearings of the 1946 Joint Congressional Committee investigation of the Pearl Harbor debacle. Despite these findings, the West Wind controversy has persisted in popular accounts that lent credibility to the stories of Safford and Ralph Briggs, a radio operator who many years after the fact claimed to recollect a West Wind Execute message before the attack. West Wind Clear makes a strong and well-documented case against a suppressed warning of war, although perhaps no account of the run-up to the Pearl Harbor debacle may ever lay to rest the many conspiracy theories bruited about since 1941. For anyone interested in the continuing debate, this book is an indispensable research and reference work.

Book excerpt: Abortion is a legal medical procedure that has been provided to millions of American women. Since the Institute of Medicine first reviewed the health implications of national legalized abortion in 1975, there has been a plethora of related scientific research, including well-designed randomized clinical trials, systematic reviews, and epidemiological studies examining abortion care. This research has focused on examining the relative safety of abortion methods and the appropriateness of methods for different clinical circumstances. With this growing body of research, earlier abortion methods have been refined, discontinued, and new approaches have been developed. The Safety and Quality of Abortion Care in the United States offers a comprehensive review of the current state of the science related to the provision of safe, high-quality abortion services in the United States. This report considers 8 research questions and presents conclusions, including gaps in research.

Book excerpt: Long before the NASA was the throes of planning for the Apollo voyages to the Moon, many people had seen the need for a vehicle that could access space routinely. The idea of a reusable space shuttle dates at least to the theoretical rocketplane studies of the 1930s, but by the 1950s it had become an integral part of a master plan for space exploration. The goal of efficient access to space in a heavy-lift booster prompted NASA's commitment to the space shuttle as the vehicle to continue human space flight. By the mid-1960s, NASA engineers concluded that the necessary technology was within reach to enable the creation of a reusable winged space vehicle that could haul scientific and applications satellites of all types into orbit for all users. President Richard M. Nixon approved the effort to build the shuttle in 1972 and the first orbital flight took place in 1981. Although the development program was risky, a talented group of scientists and engineers worked to create this unique space vehicle and their efforts were largely successful. Since 1981, the various orbiters -Atlantis, Columbia, Discovery, Endeavour, and Challenger (lost in 1986 during the only Space Shuttle accident)- have made early 100 flights into space. Through 1998, the space shuttle has carried more than 800 major scientific and technological payloads into orbit and its astronaut crews have conducted more than 50 extravehicular activities, including repairing satellites and the initial building of the International Space Station. The shuttle remains the only vehicle in the world with the dual ability to deliver and return large payloads to and from orbit, and is also the world's most reliable launch system. The design, now almost three decades old, is still state-of-the-art in many areas, including computerized flight control, airframe design, electrical power systems, thermal protection system, and main engines. This significant new study of the decision to build the space shuttle explains the shuttle's origin and early development. In addition to internal NASA discussions, this work details the debates in the late 1960s and early 1970s among policymakers in Congress, the Air Force, and the Office of Management and Budget over the roles and technical designs of the shuttle. Examining the interplay of these organizations with sometimes conflicting goals, the author not only explains how the world's premier space launch vehicle came into being, but also how politics can interact with science, technology, national security, and economics in national government.
