Book excerpt: International trade has been the main driving factor for the rapid growth of the bivalve mollusc production industry during the last six decades, growing from nearly one million tonnes in 1950 to 16.1 million tonnes in 2015. In recognition of the extensive trade of this commodity the Codex Alimentarius Commission has developed a Standard for Live and Raw Bivalve Molluscs as well as guidance in the Codex Code of Practice for Fish and Fishery Products on the steps needed to be taken at all stages of food chain in order to produce a product that meets the Codex Standard. However, to facilitate implementation of the Codex guidance, countries identified the need for more information on how to implement Codex guidance in their specific context and specifically how to establish and monitor a bivalve mollusc growing area. This FAO/WHO Technical Guidance for the Development of the Growing Area Aspects of Bivalve Mollusc Sanitation Programmes aims to address that need. The focus of the guidance is the primary production of molluscs for consumption as live or raw bivalves and in particular how to manage microbiological hazards at this stage. Acknowledging that managing chemical hazards, toxin phytoplankton and biotoxins also presents big challenges, reference has also been provided to relevant Codex standards and other international guidance. The guidance was developed from a technical and scientific perspective and using a risk based approach. It has been driven by the intent and experience of existing programmes, rather than the details of these programmes and in line with the requirements of the Codex Code of Practice. The guidance is primarily aimed at the authorities responsible for the development, implementation and application of a bivalve mollusc sanitation programme, while highlighting the collaboration and agreements required between different partners including local authorities, regulatory agencies and laboratories to implement such a programme.

It is targeted at new entrants to the market wishing to establish a farm, and existing operators who wish to develop their farms and explore new cultivation techniques. The methodologies described can be applied both to low-tech, low budget, small-scale farming operations and to high-tech, big budget, industrial-scale aquaculture production enterprises. This guide focuses on the functional expertise and technical equipment required to construct and manage an operational farm in the diverse environmental and physical locations in which they can be situated, from the initial stages of finding and selecting a suitable site, to the conclusion of the first production cycle and harvesting the crop. The manual contains a brief introduction which describes the relevance of the species with regards to global aquaculture production figures and how it can form an important part of future food production strategies. Chapter 2 describes the anatomy and biology of Crassostrea gigas and gives an indication as to the environmental conditions in which the species thrives as well as the pathologies and predators that can result in poor health leading to potential mortalities. Chapter 3 deals with all aspects of undertaking a survey of potential oyster farming sites and what data should be collected and examined to assess a site’s suitability, but also which areas are best suited to different cultivation techniques. After this, Chapter 4 introduces the main farming techniques that will be described in detail in the following chapters, which includes off-bottom cultivation, on-bottom cultivation, and suspended cultivation, and gives details of some of the most common cultivation equipment necessary to undertake these operations. The techniques and strategies necessary to procure seed oysters and how to develop them through the nursery stage are also introduced. This includes the basic principles of upwelling, which then leads into Chapter 5, which provides a detailed description of how to build and operate one particular example of a Floating Upwelling System (Flupsy) which is suitable for use in remote but sheltered conditions. Chapters 6, 7 and 8 constitute the main body of the manual and provide an in-depth look into the three major cultivation techniques that this guide concentrates on: “Farming with trestles and bags in the intertidal zone”, “On-bottom cultivation in the intertidal or subtidal zone” and “Offshore longline cultivation”.

Book excerpt: Globally, there are 3 400 to 4 000 described species of marine microalgae but only 1 to 2 percent are considered to be harmful. Harmful algal blooms (HABs) have significant impacts on food safety and security through contamination or mass mortalities of aquatic organisms. The impacts and mass mortalities of marine species caused by harmful algae are not new and have been recorded for decades. However, there is growing concern that these events will increase due to accelerating global warming, climate change and anthropogenic activities. Indeed, if not properly controlled, aquatic products contaminated with HAB biotoxins are responsible for potentially deadly foodborne diseases and when rapidly growing, HAB consequences include reduced dissolved oxygen in the ocean, dead zones, and mass mortalities of aquatic organisms. Improving HAB forecasting is an opportunity to develop early warning systems for HAB events such as food contamination, mass mortalities, or foodborne diseases. Surveillance systems have been developed to monitor HABs in many countries; however, the lead-time or the type of data (i.e. identification at the species-level, determination of toxicity) may not be sufficient to take effective action for food safety management measures or other reasons, such as transfer of aquaculture products to other areas. Having early warning systems could help mitigate the impact of HABs and reduce the occurrence of HAB events. The Joint FAO-IOC-IAEA technical guidance for the implementation of early warning systems (EWS) for HABs will guide competent authorities and relevant institutions involved in consumer protection or environmental monitoring to implement early warning systems for HABs present in their areas (marine and brackish waters), specifically those affecting food safety or food security (benthic HABs, fish-killing HABs, pelagic toxic HABs, and cyanobacteria HABs). The guidance provides a roadmap for stakeholders on how to improve or implement an EWS for HABs and biotoxins, where appropriate. It is important to note that not all countries and institutions can implement the same level of EWS for HABs, and this guidance is intended mainly for those who seek to broaden existing early warning systems, or who are just beginning to consider putting a system in place.

Establishment of safety based upon this weight of evidence approach is dependent upon consideration of data quality, outcome of the exposure assessment for all intended ingredient uses (specified for exemption), and review by competent authorities (as needed). When safety is established, exemption can be justified.

[Author] However, the formation of the heat-induced contaminants 3-monochloropropane-1,2-diol (3-MCPD) fatty acid esters and glycidyl fatty acid esters (GEs) may occur during the refining process of edible oils. [Author] 3-MCPD and its fatty acid esters are present in many other foodstuffs and most of the total lifetime exposure is attributed to foods other than LNS/RUTF. [Author] While the only Codex standard developed for 3-MCPD is for liquid condiments containing acid hydrolyzed vegetable proteins, no Codex standards are available for GEs. [Author] This publication provides an overview of risk assessments for 3-MCPD and GEs previously performed by the Joint FAO/WHO Expert Committee on Food Additives (JECFA), European Food Safety Authority (EFSA) and other authorities, based on chronic exposure. [Author] The use of LNS/RUTF is intended to be of finite duration and confined to a specific life stage.
