Book excerpt: This handbook has been written for regulators and the interested public to facilitate understanding of the wide variety of technical issues that surround the munitions response actions at current and former Department of Defense (DoD) facilities. The handbook is designed to provide a common nomenclature to aid in the management of munitions and explosives of concern (MEC) which includes: Unexploded ordnance (UXO) ; Abandoned and/or buried munitions (discarded military munitions, or DMM), and ; Soil with properties that are reactive and/or ignitable due to contamination with munitions constituents. The handbook also discusses common chemical residues (called munitions constituents) of explosives that may or may not retain reactive and/or ignitable properties but could have a potential impact on human health and the environment through a variety of pathways (surface and subsurface, soil, air and water).

This report assessed the: (1) MMRP staffing and funding levels; (2) progress DoD has made in cleaning up munitions response sites; (3) extent to which DoD has established MMRP performance goals; and (4) extent to which DoD collects data on factors influencing project duration, as well as the accuracy of its cleanup cost estimates. Book excerpt: In Unconventional Warfare operations it may be impossible or unwise to use conventional military munitions as tools in the conduct of certain missions. It may be necessary instead to fabricate the required munitions from locally available or unassuming materials. The purpose of this manual is to increase the potential of Special Forces and guerrilla troops by describing in detail the manufacture of munitions from seemingly innocuous locally available materials. Manufactured, precision devices almost always will be more effective, more reliable, and easier to use than improvised ones, but shelf items will just not be available for certain operations for security or logistical reasons. Therefore the operator will have to rely on materials he can buy in a drug or paint store, find in a junk pile, or scrounge from military stocks. Also, many of the ingredients and materials used in fabricating homemade items are so commonplace or innocuous they can be carried without arousing suspicion. The completed item itself often is more easily concealed or camouflaged. In addition, the field expedient item can be tailored for the intended target, thereby providing an advantage over the standard item in flexibility and versatility. The manual contains simple explanations and illustrations to permit construction of the items by personnel not normally familiar with making and handling munitions. These items were conceived in-house or, obtained from other publications or personnel engaged in munitions or special warfare work. This manual includes methods for fabricating explosives, detonators, propellants, shaped charges, small arms, mortars, incendiaries, delays, switches, and similar items from indigenous materials.

Cleanup of sites on active and base realignment and closure installations is the responsibility of the military service?Air Force, Army, Navy, or Marine Corps?that currently controls the land, and the Army has delegated execution of cleanup of formerly used defense sites (FUDS) to the U.S. Army Corps of Engineers (Corps). GAO was mandated to assess the (1) MMRP staffing and funding levels; (2) progress DOD has made in cleaning up munitions response sites; (3) extent to which DOD has established MMRP performance goals; and (4) extent to which DOD collects data on factors influencing project duration, as well as the accuracy of its cleanup cost estimates. GAO analyzed MMRP data and DOD documents and interviewed officials from DOD, the military services, and the Corps.

This book was released on 2012-09-21 with total page 139 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the result of disposal practices from the early to mid-twentieth century, approximately 250 sites in 40 states, the District of Columbia, and 3 territories are known or suspected to have buried chemical warfare materiel (CWM). Much of this CWM is likely to occur in the form of small finds that necessitate the continuation of the Army's capability to transport treatment systems to disposal locations for destruction. Of greatest concern for the future are sites in residential areas and large sites on legacy military installations. The Army mission regarding the remediation of recovered chemical warfare materiel (RCWM) is turning into a program much larger than the existing munition and hazardous substance cleanup programs. The Army asked the Nation Research Council (NRC) to examine this evolving mission in part because this change is significant and becoming even more prominent as the stockpile destruction is nearing completion. One focus in this report is the current and future status of the Non-Stockpile Chemical Material Project (NSCMP), which now plays a central role in the remediation of recovered chemical warfare materiel and which reports to the Chemical Materials Agency. Remediation of Buried Chemical Warfare Materiel also reviews current supporting technologies for cleanup of CWM sites and surveys organizations involved with remediation of suspected CWM disposal sites to determine current practices and coordination. In this report, potential deficiencies in operational areas based on the review of current supporting technologies for cleanup of CWM sites and develop options for targeted research and development efforts to mitigate potential problem areas are identified.
