Book Synopsis Mastering the Risky Business of Public-Private Partnerships in Infrastructure by : Manal Fouad
Download or read book Mastering the Risky Business of Public-Private Partnerships in Infrastructure written by Manal Fouad and published by International Monetary Fund. This book was released on 2021-05-10 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Book Synopsis Urban Operational Plan 2012-2020 by : Asian Development Bank
Download or read book Urban Operational Plan 2012-2020 written by Asian Development Bank and published by Asian Development Bank. This book was released on 2013-03-01 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Asian cities are central to economic development but are perceived to be wealthy yet chaotic places. Burdened by congestion, inequality, and fragmented interventions, these urban systems remain relatively weak. However, their rapid growth and wealth provide an opportunity to usher in inclusive and environmentally sustainable economic growth. Transforming the archetypically chaotic, polluted, inequitable Asian city into a "livable city" requires a new approach to city development. This publication addresses the environmental (green), equity (inclusiveness), and economic (competitiveness) issues, and sets out future direction toward efficient, sustainable, and equitable development of cities.
Book Synopsis Montenegro: Technical Assistance Report - Public Investment Management Assessment by : International Monetary
Download or read book Montenegro: Technical Assistance Report - Public Investment Management Assessment written by International Monetary and published by International Monetary Fund. This book was released on 2022-06-09 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public investment is expected to play a significant role in the post-pandemic economic recovery in Montenegro. Due to the importance of the tourism sector, the pandemic has had a deep economic impact. In addition, as government debt already exceeds one hundred percent of GDP, fiscal space to increase public investment is limited. Nevertheless, the completion of the first phase of the Bar-Boljare Highway (BBH), by the end of 2021, should free up public resources within the budget constraint, that could be used for public investments. In this context, a strengthened public investment management (PIM) framework would contribute to maximize its impact on economic growth.

Book Synopsis Public-Private Partnerships in Sub-Saharan Africa by : James Leigland
Download or read book Public-Private Partnerships in Sub-Saharan Africa written by James Leigland and published by Oxford University Press. This book was released on 2020-04-29 with total page 367 pages. Available in PDF, EPUB and Kindle. Book excerpt: Expectations are high regarding the potential benefits of public-private partnerships (PPPs) for infrastructure development in low-income countries. The development community, led by the G20, the United Nations, and others, expects these partnerships between goverments and private companies in infrastructure service provision to aid "transformational" mega-projects, as well as efforts to achieve the Sustainable Development Goals. Yet PPPs have been widely used only since the 1990s, and discussion of their efficacy is still dominated by best-practice guidance, academic studies that focus on developed countries, or ideological criticism. Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on the actual performance of PPPs. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research indicates about PPPs in low-income countries, and thereby develop a more realistic perspective on the practical value of these mechanisms. With a primary focus on Sub-Saharan Africa, though drawing on critical insights from other regions, it demonstrates that the benefits of such partnerships will only be realised if expectations remain modest and projects are subject to transparent evaluation and competition.

With a pipeline of 37 PPPs, the government is taking various steps to further improve the environment for PPPs.
