Particular U.S. concern focused on plutonium from Soviet nuclear warheads, which it was feared posed a major nuclear weapons proliferation risk. The United States supported a successful effort to consolidate the storage of Soviet nuclear weapons and materials in Russia, and then began negotiating reductions in weapons material stockpiles. Congress has been closely involved in formulating U.S. policy on surplus plutonium disposition, as well as funding the necessary facilities, operations, and Russian assistance to implement the program. Congressional debate is now focusing on the U.S. program's escalating costs and the Obama Administration's FY2015 proposal to halt construction of plutonium disposition facilities in South Carolina and prepare a new strategy. This book discusses the mixed-oxide fuel fabrication plant and plutonium disposition. It also examines drivers the National Nuclear Security Administration (NNSA) identified for the cost increases of construction projects for plutonium disposition; the extent to which NNSA analysed underlying causes of the cost increases; steps NNSA took to hold construction contractors accountable for their role, if any, in the cost increases; and the extent to which NNSA's most recent estimates met cost- and schedule-estimating best practices.

Following three years of discussion, the guidelines provide a unified package of accepted rules for the storage, handling, and transportation of civil plutonium as well as military plutonium that has been declared as no longer required for defense purposes. New requirements include a formal declaration of national plutonium strategies, which will recognize the environmental, economic, and proliferation concerns and the consequent importance of balancing plutonium supply and demand. Nations will also make annual declaration of their non-military stockpiles of unirradiated plutonium, together with estimates of the plutonium content in spent reactor fuel. These guidelines represent the first formally accepted recognition of the need for plutonium management of this scope and could thus provide a partial basis for future monitoring and policy regimes.

The two perspectives are inextricably intertwined in considering options for dealing with the plutonium surplus. It was for this reason that two research programmes at the Royal Institute of International Affairs - respectively on Energy and Environment, and on International Security - jointly approached NATO with a view to organising a work shop on the issue. It was most welcome then to learn that the NATO Science Programe was already supporting plans for a workshop on the issue, initiated by Richard Garwin, and we were pleased to accept the resulting invitation to host that workshop. DrGarwin prepared the initial agenda and established contacts and initial approaches to many of the participants; we were able to develop the agenda further and extend participation in some complementary ways. The result was a most lively and broad-ranging internation al and inter-disciplinary discussion. As the hosts, the RIIA was also given lead responsibility for producing the pro ceedings of the workshop as a publication for NATO. Many of the papers to the work shop are more technical than usually involved in a workshop at the Royal Institute. Yet this is an area in which the policy options are unusually dependent upon a good under standing of the technical issues. which themselves are often a matter of dispute.
