Book excerpt: The countercyclical capital buffer (CCB) was proposed by the Basel committee to increase the resilience of the banking sector to negative shocks. The interactions between banking sector losses and the real economy highlight the importance of building a capital buffer in periods when systemic risks are rising. Basel III introduces a framework for a time-varying capital buffer on top of the minimum capital requirement and another time-invariant buffer (the conservation buffer). The CCB aims to make banks more resilient against imbalances in credit markets and thereby enhance medium-term prospects of the economy—in good times when system-wide risks are growing, the regulators could impose the CCB which would help the banks to withstand losses in bad times.

Book excerpt: Managing Capital Flows provides analyses that can help policymakers develop a framework for managing capital flows that is consistent with prudent macroeconomic and financial sector stability. While capital inflows can provide emerging market economies with invaluable benefits in pursuing economic development and growth, they can also pose serious policy challenges for macroeconomic management and financial sector supervision. The expert contributors cover a wide range of issues related to managing capital flows and analyze the experience of emerging Asian economies in dealing with surges in capital inflows. They also discuss possible policy measures to manage capital flows while remaining consistent with the goals of macroeconomic and financial sector stability. Building on this analysis, the book presents options for workable national policies and regional policy cooperation, particularly in exchange rate management. Containing chapters that bring in international experiences relevant to Asia and other emerging market economies, this insightful book will appeal to policymakers in governments and financial institutions, as well as public and private finance experts. It will also be of great interest to advanced students and academic researchers in finance.

What lessons can be learnt from the crisis by other emerging economies? This book provides answers to all the above questions and more. It gives a comprehensive account of how the international economic order operates, examines its strengths and weaknesses, and what needs to be done to fix it. The book will be vital to students of economics, international political economy, Asian and development studies.
Book Synopsis Financial Governance in East Asia by : Gordon De Brouwer
Download or read book Financial Governance in East Asia written by Gordon De Brouwer and published by Routledge. This book was released on 2004-08-02 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: The focus of international financial reform in recent years has largely been at the global level, in terms of improving the international financial architecture, and at the national level in terms of getting domestic economic and structural policies right. But there is also a growing appetite for addressing some issues at a regional level. This debate has focused on improving regional policy dialogue and surveillance processes, as well as developing regional mechanisms to provide financial support to prevent and resolve financial crises. In East Asia, for example, governments have sought deeper regional policy dialogue by the creation of ASEAN+3 forum and enhanced financial cooperation by setting up the Chiang Mai Initiative. These developments raise many questions: What is 'best-practice' regional policy dialogue? How is a regional financial architecture complementary to the global architecture? What sorts of institutions work well at a regional level? Do regions need a regional monetary fund? What is going on in East Asia and how is it different to other regions? This volume brings together a range of policy, practical and conceptual papers to explore these and other issues.

Book Synopsis Asian Development Experience Vol. 2 by : Yasutani Shimomura
Download or read book Asian Development Experience Vol. 2 written by Yasutani Shimomura and published by Institute of Southeast Asian Studies. This book was released on 2004-01-19 with total page 396 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume investigates the missing link, the complicated realities of the relations between governance and development through case studies of ASEAN countries. Its main objective is to explore a theoretical framework to overcoming the limitations of mainstream approaches by employing case studies on decentralization, crisis management, corporate governance and foreign aid management of both public and private entities. From the beginning of the 1990s onwards, the international aid community has increasingly stressed that good governance, together with democracy and protection of basic human rights, is indispensable for sustainable economic development. The terms, however, are complex, broad, and arguable. They largely refer to discipline of government institutions and the capacity of the public sector. While a wide variety of empirical studies has been done on the relations between good governance and development, it is still unclear how the differences in governance influence development performance in a real world.
Book Synopsis Reforming from the Top by : John English
Download or read book Reforming from the Top written by John English and published by United Nations University Press. This book was released on 2005 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: The current system of international governance (including the United Nations, the G7/G8, the WTO, the IMF and the World Bank) is undergoing serious problems in its attempts to address contemporary global challenges, seemingly ill-equipped to bridge growing political and economic divides and to accommodate the needs of emergent markets. Given these developments, some scholars and practitioners argue there is a need to establish new multilateral forums that reflect 21st century realities, such as a new Leaders Summit comprised of the leaders of 20 nations (called L20, an institution that draws its inspiration from both the current G7/8 leaders' meetings and the G20 finance ministers' meetings). This publication explores the changing nature of relationships in a globalised world and considers the role that a L20 grouping could play in bringing about reform of international economic and financial systems.
Book Synopsis Economic Dynamism of Asia in the New Millenium by : Yoshinori Shimizu

The book then explores the new movement of regional cooperation, such as Free Trade Agreement, and financial cooperation and integration. On the real side of the economy, the book delves into issues such as cooperation between Japan and China, development of the Greater Mekong sub-region, growth of China, fiscal coordination in Korea, technological network in East Asia, and growth and inequality in Vietnam.
Book Synopsis Asian Monetary Integration by : Woosik Moon
Download or read book Asian Monetary Integration written by Woosik Moon and published by Edward Elgar Publishing. This book was released on 2012 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: Numerous ideas for monetary and financial cooperation in East Asia have been proposed both within and outside the region since the financial crisis in Asia. Despite this strong level of interest, however, there are few studies that aim to comprehensively address the issue from multiple perspectives. This insightful book redresses the balance and illustrates how East Asian countries plan to take advantage of their rising economic power in rearranging the new international monetary and financial order in the post-crisis era. The expert contributors examine the history, conditions and current efforts towards monetary integration in Asia and explore possible future paths, highlighting the roles and perspectives of East Asian countries in the integration process. They consider how East Asian economies could establish their own zone of monetary stability, and show that monetary stability cannot be separately addressed from the issues of economic growth and solidarity. Without economic growth and solidarity, there would be no purpose in pursuing monetary integration, therefore all three challenges must be simultaneously addressed. Against this backdrop, the book tackles the issues of East Asian monetary integration underpinned by the broad framework of economic growth and solidarity. Scholars of economics, monetary integration, Asian studies and regionalism will find this book to be an illuminating and thought-provoking read.
