Book excerpt: The purpose of this non-experimental study was to investigate teacher empowerment and the participatory management within the schools' cultures. Also, the study investigated the teachers' expectations of their students' social skill competency needs and classroom behavioral practices within the existing school culture. Pearson r coefficients were used to determine the degree of relationship between teachers' perceived empowerment and school culture. Independent t-tests were run on the mean scores between middle school and high school teacher perception of autonomy and collaborative leadership. Responses to an open-ended questionnaire were analyzed as qualitative data on teacher expectations of student social skill competency. Descriptive profiles of the administrators' strategies in the process of decision making and the formal structured participative management system were calculated. Cross tabulation of school, gender, and years of experience for the administrators' participatory leadership was included. After data was analyzed, a positive correlation was determined for teacher empowerment and school culture from both the middle school and the high school. The independent t-tests indicated statistically significant differences between the two groups of teachers for autonomy and collaborative leadership. The data from the open-ended questionnaire indicated that teachers' expectations of social skills in the classroom include cooperation and self-control, but not necessarily assertion. Administrators from both the middle school and the high school agreed that there exists a degree of participatory management. The male administrators with more years experience indicated that explicit procedures for participatory management are only used some of the time and exist infrequently at their schools. It was concluded that overall, the middle school fostered a school climate where teacher empowerment was facilitated by the administration and the teachers. Recommendations included a future study involving teacher empowerment in elementary schools and participatory leadership style in relationship to gender.

Book excerpt: The Hong Kong Government first introduced school-based management (ABM) to the education profession in 1991, but little attention has been paid on the role of teachers in school reforms. Under SBM, teachers are key players in determining school policies and practices. It is believed that teachers' dedication and performance are the most important factors in determining the quality of school education. This research paper represents an exploratory investigation of school teachers' perceptions of teacher empowerment in the context of Hong Kong. The research questions that guided this study were: (1) how do the teachers perceive and understand the relationship between teacher empowerment and SBM, and (2) how do the teachers perceive the essential conditions necessary for teacher empowerment? A questionnaire survey was adopted to collect the required data. The teachers' perceptions were assessed through a written survey consisting of 37 statements of which 14 statements concerning SBM, the empowerment of teachers, and the relationships between SBM and empowerment. The other 23 statements were set to tape the respondents' opinion on their work and working environment with the hope that this would reveal their attitudes towards the essential conditions for empowerment. From the research findings, it is evident that the teacher respondents only had a rather superficial knowledge of SBM and the relationship between SBM and teacher empowerment. Moreover, they only had a weak understanding of teachers' role under SBM and rather resisted to accept the new roles as discussed in the SBM literature. However, it is quite encouraging that certain favorable conditions for empowerment at the teacher level did exist as reflected by the respondents' opinions towards their work and working environment. The following are appended: (1) Survey Statements; and (2) The Contents of Teacher Empowerment as Written on the Education an Manpower Bureau's Website. (Contains 9 tables.).

Available in PDF, EPUB and Kindle. Book excerpt: Previous research conducted on principal responsibility indicates today’s school leaders are faced with increased pressures and demands. To alleviate these increased demands, Principals utilize distributed leadership, relying on teacher leaders to assist in daily school functions and processes. Past studies provided insight into empowerment and how teachers are called upon to take on leadership roles within schools. The focus of this mixed methods study was to determine the perceptions of empowered teachers in successful Title 1 schools in an urban school system and if these empowered teachers are encouraged to take on teacher leader roles within their schools. Utilization of the School Participant Empowerment Scale survey created by Short and Rinehart (1992) established the quantitative analysis on the perceptions of teacher empowerment within this study. Qualitative analysis was used to reveal what specific teacher leader opportunities are presented to the empowered teacher participants within this study. This research investigation revealed teachers are empowered to take on teacher leader roles involving professional development, along with providing instructional guidance and support in an environment of encouragement and respect. However, teacher perceptions indicated the empowerment to lead instructionally is evident, while the participating teachers of this study are limited in large-scale capacity functions such as budgeting and scheduling within their schools.

Book Synopsis Highly Effective Teachers' Perceptions of Working Conditions by :
Download or read book Highly Effective Teachers' Perceptions of Working Conditions written by and published by . This book was released on 2010 with total page 137 pages. Available in PDF, EPUB and Kindle. Book excerpt: High teacher attrition rates are problematic for educational organizations. School districts need to exert greater effort to retain teachers due to the financial and student achievement costs associated with the constant churn. The purpose of this study was to investigate the perceptions of highly effective teachers regarding aspects of their working conditions that influence their willingness to remain in the profession. Additionally, the degree of influence that these factors contribute to teacher willingness to work at hard-to-staff schools was explored. Using a quantitative survey design methodology, 177 teachers in a large southwestern school district were invited to respond to an online survey. Respondents were asked to rate their level of satisfaction or agreement about perceptions of empowerment, facilities, resources, time, leadership, professional development, and mentoring at their present school sites. The study yielded a response rate of 20 teachers of the total highly effective teachers identified. Data analysis procedures included descriptive statistics. Comparisons were made between these highly effective teachers and larger samples of teachers who previously responded to a similar survey. Study findings indicated that this subset of teachers believed that teacher empowerment and facilities and resources are the most important factors in promoting student learning. However, the most influential factors that highly effective teachers maintained would lead to their willingness to remain in teaching were school leadership as well as school facilities and resources. Moreover, the teachers indicated that they were adequately prepared to work in hard-to-staff school. Any reservations they had about working in these contexts stemmed from a perceived lack of support from various constituent groups such as school leaders, parents, and the community.
