Book excerpt: The purpose of this study was to investigate and identify principals' perceptions of management practices, instructional programs, and resources most important to meeting the requirements of public school accountability. The research focused primarily on secondary principals of Title I schools in the Greater Houston area of the state of Texas. This research was deliberate in providing descriptive information concerning principals' perceptions on how to successfully meet the requirements of school accountability. Sixty-seven secondary principals in Title I schools in the Greater Houston area served as subjects. The study involved both quantitative and qualitative research methods including a combination of interviews and a survey to collect data from principals regarding their perceptions. The study was exploratory in nature with the intent to add to the body of knowledge concerning instructional strategies, management practices, and resources principals utilized and needed to be successful in meeting the high demands of public school accountability. The study revealed principals' use of pull-out programs and before/after school tutorials were effective ways of improving the achievement of students who needed additional instructional support and assistance. In addition to the tutorials, principals' active monitoring and visibility were effective strategies used to manage the instructional programs and ensure continuous student improvement. The study also revealed that principals value and support the practices of hiring, maintaining, and developming highly qualified teachers to ensure continuous student improvement. Results were discussed in terms of their implications for educational practice and future research. It is the hope that the information about principals' perceptions of instructional programs and management practices, gathered from this study, will benefit educators working with students in Title I schools and that these findings will be added to the growing literature of effective strategies to improve our public schools.

Book excerpt: The federal No Child Left behind Act of 2001 (NCLB) expanded the federal role in American education, and by doing so altered the distribution of power among the federal government, states, and local districts. This latest federal education policy includes an accountability component that requires states to administer tests and emphasizes student achievement by a single, objective, standardized assessment. Consequently, students, teachers, principals, schools and even districts are judged as failing or successful based upon a single measure. Studies indicate urban schools of high poverty are more likely to be identified for improvement due to their failure to meet the benchmarks established under NCLB and its measures of adequate yearly progress. Using a conceptual framework of bureaucratic school culture, this case study examines the influence of federal and state accountability policy on the perceptions of educators and students about effective teaching and learning in one urban high school identified for improvement. Findings reveal an overarching conclusion that an established bureaucratic school culture is perpetuated by accountability policy, serving as a barrier to implementation of perceived effective teaching practices that are believed to produce improved student learning.

State accountability models serve as the measure to determine if school districts are successfully educating students, and the responsibility of student academic success rests on the principal of each school. Effective leadership is a necessary component of successful schools, especially in rural school districts. The focus of this research was to explore teachers' perceptions of the leadership behaviors and practices of their principals and determine if relationships existed between the leadership behaviors and the schools' accountability ratings. A survey research design was utilized in this study of eight schools across three rural school districts in central Mississippi. The researcher utilized The Principal Instructional Management Rating Scale to survey 121 teacher participants regarding their perceptions of principals' leadership behaviors or practices. The study revealed no statistically significant relationships existed between principals' leadership behaviors and school accountability ratings. However, the findings support existing literature on the indirect influence of principal leadership on student achievement.
