Book excerpt: The problem of demographic change continues to complicate efforts of the Newfoundland government & school boards to consolidate & restructure education, and enrollment is declining as rapidly as the system can be consolidated. This document is the report of a panel established to examine the provincial education system, advise on ways to advance the education reform process, and address the outstanding issues of improvement & effective program delivery. Work of the panel included literature research, public community forums, stakeholder discussions, and a one-day education forum. After an introduction on the current context of education & the panel review process, chapter 2 reviews the enrollment decline and trends in school consolidation, teacher resources, and class size. Subsequent chapters present panel findings & recommendations related to: curriculum & program issues, such as curriculum development, local courses, and special education; enabling learning (use of instructional time, early intervention, teacher development, guidance, administration, organization); resourcing the education system, including a proposed program-based model; distance education, including a proposal for a distance education model & its implementation; system organization (governance, school boards, Dept. of Education structure, school construction & maintenance); and assessment & accountability. Recommendations for reform are provided throughout and summarized at the end.
