In order for education to realize its key role in development, it must be provided to the younger segments of African society as quickly as human and financial resources permit, with the ultimate goal of developing a comprehensive, meaningful and sustainable system of education at all levels and for all age groups. Low numbers of qualified teaching graduates may result in teacher shortages; these shortages may make it difficult to deploy teachers effectively.
