Book excerpt: Tariff Rate Quotas are an important, though controversial instrument of international agricultural trade policy. They are meant to provide market access, but can be designed to be as restrictive as import quotas. In the political and academic discussion, quota administration is blamed to cause extra inefficiencies. However, little research exists on how different methods of quota administration compare to each other. This question is approached by an econometric model for censored panel data, which was applied to the EU's tariff rate quotas. Furthermore, this work analyses how tariff rate quotas are governed by WTO rules, how they are applied in practice by the EU and US, and how they could be reformed in the ongoing agricultural trade negotiations.

Available in PDF, EPUB and Kindle. Book excerpt: A Foreign Affairs Best Book of the Year: “Tells the history of American trade policy . . . [A] grand narrative [that] also debunks trade-policy myths.” —Economist Should the United States be open to commerce with other countries, or should it protect domestic industries from foreign competition? This question has been the source of bitter political conflict throughout American history. Such conflict was inevitable, James Madison argued in the Federalist Papers, because trade policy involves clashing economic interests. The struggle between the winners and losers from trade has always been fierce because dollars and jobs are at stake: depending on what policy is chosen, some industries, farmers, and workers will prosper, while others will suffer. Douglas A. Irwin’s Clashing over Commerce is the most authoritative and comprehensive history of US trade policy to date, offering a clear picture of the various economic and political forces that have shaped it. From the start, trade policy divided the nation—first when Thomas Jefferson declared an embargo on all foreign trade and then when South Carolina threatened to secede from the Union over excessive taxes on imports. The Civil War saw a shift toward protectionism, which then came under constant political attack. Then, controversy over the Smoot-Hawley tariff during the Great Depression led to a policy shift toward freer trade, involving trade agreements that eventually produced the World Trade Organization. Irwin makes sense of this turbulent history by showing how different economic interests tend to be grouped geographically, meaning that every proposed policy change found ready champions and opponents in Congress. Deeply researched and rich with insight and detail, Clashing over Commerce provides valuable and enduring insights into US trade policy past and present. “Combines scholarly analysis with a historian’s eye for trends and colorful details . . . readable and illuminating, for the trade expert and for all Americans wanting a deeper understanding of America’s evolving role in the global economy.” —National Review “Magisterial.” —Foreign Affairs

Book excerpt: Numbers play a fundamental role in key areas of trade negotiations. They are the alpha and the omega of any tariff-reduction agreement. They provide the starting point for discussion, and after long and often difficult reformulations - as numbers are tabled and pondered - the process finally ends with a deal. Perhaps more than in any previous multilateral round of trade negotiations, "tariffs" and "formulas" are at the core of the Doha negotiations. Up to now, access to these data was cumbersome and limited to a closed circle of trade specialists. The present publication is an important step forward. It provides a comprehensive picture of tariff profiles from around the world in an abridged format. This information is essential for the current round of negotiations in the field of market access. With the joint effort of the WTO, UNCTAD and ITC, the reader will find in a single and comprehensive document the main tariff parameters for each of the 150 WTO members. A special effort was made also to include other countries and customs territories, to include ad valorem equivalents, and to ensure international comparability of the indicators. The description of the tariffs imposed by each economy on its imports is complemented with an analysis of the market access conditions it faces in its major export markets. This new publication, which will be updated on a yearly basis.

Available in PDF, EPUB and Kindle. Book excerpt: We study the macroeconomic consequences of tariffs. We estimate impulse response functions from local projections using a panel of annual data that spans 151 countries over 1963-2014. We find that tariff increases lead, in the medium term, to economically and statistically significant declines in domestic output and productivity. Tariff increases also result in more unemployment, higher inequality, and real exchange rate appreciation, but only small effects on the trade balance. The effects on output and productivity tend to be magnified when tariffs rise during expansions, for advanced economies, and when tariffs go up, not down. Our results are robust to a large number of perturbations to our methodology, and we complement our analysis with industry-level data.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past two decades there has been a gradual but fundamental change in the nature of trade protection. Even as international negotiation has succeeded in reducing tariffs to low levels, national governments have resorted to a range of increasingly intricate policies to protect their domestic industries from foreign competition. Direct quantitative restrictions on international trade have become particularly widespread. Such nontariff barriers often have very different effects from tariffs and require careful analysis in their own right. This book presents a systematic overview of the modern theory of trade protection. The material in the book divides naturally into four sections. The first section covers trade restrictions in competitive markets, the second trade restrictions and imperfect competition, the third the political economy of trade protection, and the fourth the theory of policy reform. The presentation makes extensive use of diagrams, with the more difficult mathematics included in six appendixes.
