Book excerpt: To guide economy-wide modeling efforts to identify specific public investments under Tanzania’s second Agricultural Sector Development Programme (ASDP II), this report provides an analysis of the performance of the rural economy of mainland Tanzania over the period 2008 through 2015, with a focus on the agriculture sector. More broadly, we seek to assess the nature and extent of any structural transformation in the rural economy by understanding trends in various components of it. The insights gained will then be used in the economy-wide modeling work to propose portfolios of public investments to foster both agricultural development in the short term—in alignment with the ASDP-II—and, in the longer-term, a sectoral transformation of the rural economy in which far fewer households rely solely on agriculture for their livelihoods.

Book excerpt: Since gaining independence, the United Republic of Tanzania has enjoyed relative stability. More recently, the nation transitioned peacefully from "single-party democracy" and socialism to a multiparty political system with a market-based economy. But Tanzania's development strategies—based on the leading economic ideas at the time of independence—also opened the door for unscrupulous dealmaking among political elites and led to economic decline in the 1960s and 1970s that continues to be felt today. Indeed, the shift to a market-oriented economy was motivated in part by the fiscal interests of government profiteers. The Political Economy of Tanzania focuses on the nation's economic development from 1961 to the present, considering the global and domestic factors that have shaped Tanzania's economic policies over time. Michael F. Lofchie presents a compelling analysis of the successes and failures of a country whose postcolonial history has been deeply influenced by high-ranking members of the political elite who have used their power to advance their own economic interests. The Political Economy of Tanzania offers crucial lessons for scholars and policy makers with a stake in Africa's future.

Book excerpt: An up-to-date, comparative, examination of the developing economy of Tanzania and its grass roots progress out of poverty, with pointers to its wider implications for policymakers, NGOS and practitioners. Over the past thirty years, in common with a number of other Sub-Saharan African countries, Tanzania has experienced a period of painful adjustment followed by relatively rapid and stable economic growth. However the extent of progress on poverty reduction and the sustainability of the development process are both open to question. In this book, prominent international observers provide a range of different perspectives on the process of development over time and the issues facing a rapidly growing African economy: political economy; agriculture and rural livelihoods; industrial development; urbanisation; aid and trade; tourism; and the use of natural resources. Comparisons are drawn with other African economies as well as other developing countries, such as Vietnam. An invaluable deep review of Tanzania's economy and development, the book also looks at the wider implications of the research for the futureon the continent and beyond. David Potts is Honorary Visiting Researcher at the University of Bradford and was Head of the Bradford Centre for International Development 2015-16. He worked for six years as an economist in Tanzania's Ministry of Agriculture in the 1980s, has had many subsequent short-term assignments in the country and is co-editor of Development Planning and Poverty Reduction (2003).

Book excerpt: Tanzania’s adjustment program, which began in the mid-1980s, was accompanied by a sharp increase in the levels of foreign assistance. Previous studies, using published data, have not reflected much improvement in economic performance during the reform period. This paper attempts to shed new light on the relationship between adjustment and aid dependency in Tanzania, by adjusting the macroeconomic database to correct for data deficiencies in several important respects. A subsequent comparison with other sub-Saharan African countries shows that, contrary to traditional interpretation, Tanzania’s increased dependence on foreign assistance did not lead to a deterioration in domestic savings performance. Efficiency of investment, however, has been substantially lower in Tanzania.

This book investigates the performance of firms and households in Tanzania and the strategies they adopt to navigate shocks, achieve sustainability, and build resilience in order to sustain their growth and development. The contributions take into account competitiveness and productivity for firms, and income or welfare for households. Has the ability to navigate successfully through shocks and a changing economic environment improved over the past two decades? What are the lessons for managing and recovering from shocks, such as the COVID-19 pandemic? Chapters cover a range of issues including competitiveness and value chains as determinants of (export) trade performance and the importance of technology, innovation, linkages, and value chains for the resilience and sustainability of firms. Trends in household income diversification and rural livelihoods, and improvements in financial inclusion, particularly through digital financial innovations such as mobile money services, promote the resilience and sustainability of households. Gender and regional, especially urban-rural, differences are incorporated. Cross-cutting themes emerge: the need for modern technology and infrastructure to increase the productivity and employment of firms; the role of investment in human capital in reducing gender inequalities and equipping workers and entrepreneurs with relevant skills; and the importance of access to resources for innovation. The performance of Tanzanian firms has gradually improved since 2000 - although many challenges remain - and this has benefitted households through employment opportunities; the COVID-19 pandemic was however a significant shock to the economy and progress stalled or reversed as a result. Tanzania, like many countries, faces a challenging future but is better positioned to do so than it has been.

Book excerpt: The first in-depth, theoretical and empirical study of Tanzanian income distribution and growth, this work pinpoints and critiques Tanzania's development strategy. Bukuku shows how changes in industry, agriculture, income, taxation and education impacted growth and distribution from 1967 to 1990. State policies disrupted markets, destroyed incentives and hurt growth and distribution, argues Bukuku. The result: deteriorated growth and increased income inequality. Bukuku recommends growth-oriented policies favoring the small farmers comprising most of Tanzania's population.

Book excerpt: Recent growth accelerations in Africa are characterized by increasing productivity in agriculture, a declining share of the labor force employed in agriculture and declining productivity in modern sectors such as manufacturing. To shed light on this puzzle, we disaggregate firms in the manufacturing sector by size using two newly created panels of manufacturing firms, one for Tanzania covering 2008-2016 and one for Ethiopia covering 1996-2017. Our analysis reveals a dichotomy between larger firms that exhibit superior productivity performance but do not expand employment much, and small firms that absorb employment but do not experience any productivity growth. We suggest the poor employment performance of large firms is related to use of capital-intensive techniques associated with global trends in technology.
