Book excerpt: This year’s report should dispel any lingering doubts that the world is moving backwards in its efforts to end hunger, food insecurity and malnutrition in all its forms. We are now only eight years away from 2030, but the distance to reach many of the SDG 2 targets is growing wider each year. There are indeed efforts to make progress towards SDG 2, yet they are proving insufficient in the face of a more challenging and uncertain context. The intensification of the major drivers behind recent food insecurity and malnutrition trends (i.e. conflict, climate extremes and economic shocks) combined with the high cost of nutritious foods and growing inequalities will continue to challenge food security and nutrition. This will be the case until agrifood systems are transformed, become more resilient and are delivering lower cost nutritious foods and affordable healthy diets for all, sustainably and inclusively.

It disassembles the mechanics of the deleterious links between informal employment, low-paying work and low skills. It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy.

Available in PDF, EPUB and Kindle. Book excerpt: This exhaustive survey assesses the performance of the United Nations and its member states in all key areas, at the same time as laying down a road map for sustainable development in the future. Deploying the Human Green Development Index as a new metric for an era in which human survival is intimately dependent on the viability of the Earth as a clean and sustainable habitat, the report showcases a vast array of data, including HGDI indicators for more than 120 nations. It provides a detailed and comparative rationale for the selection of data for the 12 goals and 54 HGDI targets, which cover human and global needs into the future. The index measures 12 Sustainable Development Goals, based on but also extending the eight Millennium Development Goals defined in 2000. The SDGs, proposed by a high-level UN panel, will supersede MDGs in 2015. They focus on ending poverty, achieving gender equality, providing quality education for all, helping people live healthy lives, securing sustainable energy use, and creating jobs offering sustainable livelihoods. They also work towards equitable growth, stable and peaceful societies, greater efficiency in governance, and closer international cooperation. With indicators covering everything from air particulates to percentage of threatened animal species in a nation’s total, and informed by the latest research (with inequality-adjusted metrics for amenities such as education and healthcare), this comprehensive study offers readers not only a wealth of valuable core data, but also a well-argued rationale for using the HGDI. In today’s world, we cannot view our development as being distinct from, and unaffected by, that of the Earth we inhabit, or that of our planetary cohabitees.

Book excerpt: This paper assesses the Republic of Congo’s discussions in 2013 Article IV Consultation. Though having abundance of natural resources, notably oil and iron ore, Congo has achieved limited progress in poverty alleviation, and remains vulnerable to external shocks. Weak governance and business conditions are significant constraints to private sector development and growth inclusiveness. The IMF report shows that Congo’s main challenge is to ensure long-term macroeconomic stability in the face of oil revenue volatility and exhaustibility, and to make growth more inclusive.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Available in PDF, EPUB and Kindle. Book excerpt: The paper reviews recent developments in the pass-through of international to domestic petroleum product prices, in the different fuel pricing regimes, and in fuel subsidies in a range of emerging market and developing economies. The main finding of the paper is the limited price pass-through in many countries and the consequent increase in fuel subsidies. The paper proposes that key elements of a successful strategy to contain subsidies should comprise: making subsidies explicit; making pricing mechanisms more robust; combining reductions in subsidies with measures to protect the poorest; using the resulting savings well, and transparency and consultation.

Book excerpt: This book presents the dramatic and complex story of Armenia's ecclesiastical relations with Byzantine and subsequently Roman Christendom in the Middle Ages. It is built on a broad foundation of sources – Armenian, Greek, Latin, and Syrian chronicles and documents, especially the abundant correspondence between the Holy See and the Armenian Church. Krzysztof Stopka examines problems straddling the disciplines of history and theology and pertinent to a critical, though not widely known, episode in the story of the struggle for Christian unity.

Available in PDF, EPUB and Kindle. Book excerpt: The Armenians traces the evolution of Armenia and Armenian collective identity from its beginnings to the Armenian nationalist movement over Gharabagh in 1988. Applying theories of national-identity formation and nationalism, Razmik Panossian analyzes different elements of Armenian identity construction and argues that national identity is modern, predominantly subjective, and based on a political sense of belonging. Yet he also acknowledges the crucial role of history, art, literature, religious practice, and commerce in preserving the national memory and shaping the cultural identity of the Armenian people. Panossian explores a series of landmark events, among them Armenians' first attempts at liberation, the Armenian renaissance of the nineteenth century, the 1915 genocide of the Ottoman Armenians, and Soviet occupation. He shows how these influences led to a "multilocal" evolution of Armenian identity in various places in and outside of Armenia, notably in diasporan communities from India to Venice. Today, these numerous identities contribute to deep divisions and tensions within the Armenian nation, the most profound of which is the cultural divide between Armenians residing in their homeland and those who live in the United States, Canada, the Middle East, and elsewhere. Considering the diversity of this single nation, Panossian questions the theoretical assumption that nationalism must be homogenizing. Based on extensive research conducted in Armenia and the diaspora, including interviews and translation of Armenian-language sources, The Armenians is an engaging history and an invaluable comparative study.

Available in PDF, EPUB and Kindle. Book excerpt: Available in English for the first time, Modern Armenian Drama presents seven classic works from the Armenian stage. Spanning over a century (1871–1992), the plays explore such diverse themes science and religion, socioeconomic injustice, women's emancipation, and political reform through the medium of all the major European dramatic genres. Nishan Parlakian and S. Peter Cowe provide a comprehensive introduction to the history of Armenian drama, giving a valuable overview of its importance and development in Armenia, as well as a brief biography for each playwright. A preface to each play helps in placing the work within the context of historical and cultural issues of the time. Like the plays of Ibsen and O'Neill, the plays presented in this anthology are considered modern classics. They have an enduring quality and appeal to audiences who see them today. The editors have collected translations of the best examples of Armenian theater from its renaissance in the mid-nineteenth century to the present.

Available in PDF, EPUB and Kindle. Book excerpt: In much of the Muslim world, Islamic political and economic movements appear to have a comparative advantage. Relative to similar secular groups, they are better able to mobilize supporters and sustain their cooperation long-term. Nowhere is this more apparent than in Turkey, a historically secular country that has experienced a sharp rise in Islamic-based political and economic activity. Drawing on rich data sources and econometric methods, Avital Livny challenges existing explanations - such as personal faith - for the success of these movements. Instead, Livny shows that the Islamic advantage is rooted in feelings of trust among individuals with a shared, religious group-identity. This group-based trust serves as an effective substitute for more generalized feelings of interpersonal trust, which are largely absent in many Muslim-plurality countries. The book presents a new argument for conceptualizing religion as both a personal belief system and collective identity.

Available in PDF, EPUB and Kindle. Book excerpt: Interventions on behalf of Armenia and Armenians have come to be identified by scholars and practitioners alike as defining moments in the history of humanitarianism. This volume reassesses these claims, critically examining a range of interventions by governments, international and diasporic organizations, and individuals that aimed to ‘save Armenians’. Drawing on perspectives from a range of disciplines, the chapters trace the evolution of these interventions from the late-nineteenth to the present day, paying particular attention to the aftermaths of the genocide and the upheavals of the post-Soviet period. Geographically, the contributions connect diverse spaces and places – the Caucasus, Russia, the Middle East, Europe, North America, South America, and Australia – revealing shifting transnational networks of aid and intervention. These chapters are followed by reflections from leading scholars in the fields of refugee history and Armenian history, Peter Gatrell and Ronald Grigor Suny. Aid to Armenia not only offers an innovative exploration into the history of Armenia and Armenians and the history of humanitarianism, but it provides a platform for practitioners to think critically about contemporary humanitarian questions facing Armenia, the South Caucasus region and the wider Armenian diaspora.
