Book excerpt: The Brookings Institution's Welfare Reform & Beyond Initiative was created to inform the critical policy debates surrounding the upcoming congressional reauthorization of the Temporary Assistance for Needy Families (TANF) program and a number of related programs that were created or dramatically altered by the 1996 landmark welfare reform legislation. The goal of the project has been to take the large volume of existing and forthcoming research studies and shape them into a more coherent and policy-oriented whole. This capstone collection gathers twenty brief essays (published between January 2001 and February 2002) that focus on assessing the record of welfare reform, specific issues likely to be debated before the TANF reauthorization, and a broader set of policy options for low-income families. It is a reader-friendly volume that will provide policymakers, the press, and the interested public with a comprehensive guide to the numerous issues that must be addressed as Congress considers the future of the nation's antipoverty policies. The collection covers the following topics and features a new introduction from the editors: - An Overview of Effects to Date - Welfare Reform Reauthorization: An Overview of Problems and Issues - A Tax Proposal for Working Families with Children - Welfare Reform and Poverty - Reducing Non-Marital Births - Which Welfare Reforms are Best for Children? - Welfare and the Economy - What Can Be Done to Reduce Teen Pregnancy and Out-of-Wedlock Births? - Changing Welfare Offices - State Programs - Welfare Reform and Employment - Fragile Families, Welfare Reform, and Marriage - Health Insurance, Welfare, and Work - Helping the Hard-to-Employ - Sanctions and Welfare Reform - Child Care and Welfare Reform - Job Retention and Advancement in Welfare Reform - Housing and Welfare Reform - Non-Citizens - Block Grant Structure - Food Stamps - Work Support System - Possible Welfare Re

Book excerpt: The U.S. Federal Welfare Reform Act of 1996, known as Temporary Assistance for Needy Families (TANF), is currently up for renewal. In its first five years, TANF was declared a success for dramatically reducing welfare caseloads across the country. However, some analysts suggest that the booming economy contributed significantly to caseload decline. State and local government officials, as well as advocates for the poor, express concerns that TANF funding levels and time limits will cause hardship for both local governments and poor families. Anthropological research focuses on the effects of welfare reform at the grass roots level, observing policy implementation in institutions, and the ways people respond to these policies. Policy recommendations reflect findings from in-depth, process oriented research.

Available in PDF, EPUB and Kindle. Book excerpt: Congress is again debating work requirements in the context of programs to aid poor and low-income individuals and families. The last major debate in the 1990s both significantly expanded financial supports for working poor families with children and led to the enactment of the 1996 welfare reform law. That law created the Temporary Assistance for Needy Families (TANF) block grant, which time-limited federally funded aid and required work for families receiving cash assistance. Work requirements, time limits, and work incentives are intended to offset work disincentives in social assistance programs, promote a culture of work over dependency, and prioritize governmental resources. Another rationale for such policies is that without income from work, a person and his or her family members are almost certain to be poor. For many of these same reasons, some policymakers recently have expressed interest in extending mandatory work requirements and related policies -- similar to those included in TANF -- to the Supplemental Nutrition Assistance Program (SNAP) and housing assistance (public housing and the Section 8 Housing Choice Voucher program). This book focuses on work requirement, time limit, and work incentive policies in three programs: the TANF block grant, SNAP, and housing assistance programs.

Book excerpt: "Why GAO Did This StudyIn 1996, Congress made sweeping changes to federal welfare policy by replacing the previous cash assistance program with the TANF block grant. Since then through fiscal year 2011, the federal government and states have spent a total of nearly $434 billion for TANF. The block grant was reauthorized under the Deficit Reduction Act of 2005, and is currently authorized through September 30, 2013. To inform a potential reauthorization of TANF, GAO was asked to discuss its key findings on TANF performance and oversight from its previous work and identify potential options that would address these findings. This report discusses issues and options in three selected areas: (1) TANF's role in providing cash assistance to low-income families, (2) measurement of TANF work participation, and (3) information on states' use of TANF funds. In addition to summarizing its previous work on these issues, GAO reviewed relevant federal laws, regulations, and agency documents as well as transcripts from relevant congressional hearings from 2009 through 2012 to identify potential options. GAO also spoke with HHS officials and selected three TANF experts with a range of views to share their perspectives on these issues. What GAO RecommendsGAO is not making recommendations, but rather identifying some potential options that might improve TANF performance, depending on Congress' goals for the program. These options"

Book excerpt: The Temporary Assistance for Needy Families (TANF) block grant provides federal grants to the 50 states, the District of Columbia, American Indian tribes, and the territories for a wide range of benefits, services, and activities. It is best known for helping states pay for cash welfare for needy families with children, but it funds a wide array of additional activities. TANF was created in the 1996 welfare reform law (P.L. 104-193). Current law funds TANF through March 2013. TANF provides a basic block grant of $16.5 billion to the 50 states and District of Columbia, and $0.1 billion to U.S. territories. It also requires states to contribute in the aggregate from their own funds at least $10.4 billion for benefits and services to needy families with children—this is known as the maintenance-of-effort (MOE) requirement. States may use TANF and MOE funds in any manner “reasonably calculated” to achieve TANF's statutory purpose. This purpose is to increase state flexibility to achieve four goals: (1) provide assistance to needy families with children so that they can live in their own homes or the homes of relatives; (2) end dependence of needy parents on government benefits through work, job preparation, and marriage; (3) reduce out-of-wedlock pregnancies; and (4) promote the formation and maintenance of two-parent families. Though TANF is a block grant, there are some strings attached to states' use of funds, particularly with regard to families receiving “assistance” (essentially cash welfare). States must meet TANF work participation standards or be penalized by a reduction in their block grant. The law sets standards stipulating that at least 50% of all families and 90% of two-parent families must be participating in “creditable activities,” but these statutory standards are reduced for declines in the cash welfare caseload. (Some families are excluded from the participation rate calculation.) Activities creditable toward meeting these standards are focused on work or are intended to rapidly attach welfare recipients to the workforce; education and training is limited. Federal TANF funds may not be used for a family with an adult who has received assistance for 60 months. This is the five-year time limit on welfare receipt. However, up to 20% of the caseload may be extended beyond the five years for reason of “hardship,” with hardship defined by the states. Additionally, states may use funds that they must spend to meet the TANF MOE to aid families beyond five years. TANF work participation rules and time limits do not apply to families receiving benefits and services not considered “assistance.” Such benefits and services include child care, transportation aid, state earned income tax credits for working families, activities to reduce out-of-wedlock pregnancies, activities to promote marriage and two-parent families, and activities to help families that have experienced or are “at risk” of child abuse and neglect.

This book was released on 2006-05-01 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: This in-depth text goes beyond the rhetoric of the debate on children’s rights and the Convention on the Rights of the Child, in particular, to provide a detailed examination of the impact that U.S. ratification of the Convention would have on U.S. law. The chapters have been written by leading children’s advocates and scholars with a general audience in mind, as the authors believe that it is important for all Americans to become informed about the Convention and about children’s rights in general. With a greater understanding of the substance of the Convention and children’s rights, readers will be better positioned to determine what the real issues are, what is simply rhetoric without any basis in fact or law, and how they can address the real issues in an effective manner in order to provide a better world for all children. The book is divided broadly-speaking into two sections. The first part of the book provides an introduction to the Convention, examines the key issues of debate with respect to U.S. ratification, and explores many of the overarching themes that arise in the context of U.S. consideration of the Convention, or any other international instrument for that matter. The remainder of the book is dedicated to more in-depth examinations of various provisions of the Convention, with a view to determining the impact of U.S. ratification of the Convention with respect to those issues in particular. Published under the Transnational Publishers imprint.
