Book excerpt: More than 12 million American children regularly rely on child care to support their healthy development and school success. Of these, over 1.6 million children receive a child care subsidy from the Child Care and Development Fund (CCDF) program each month. In addition, CCDF helps leverage child care investments from the Temporary Assistance for Needy Families (TANF) program and other funding streams, resulting in financial support to make child care more affordable for a total of 2.5 million children each month. Each year, CCDF invests over $5 billion ($7 billion in 2009 from the American Recovery and Reinvestment Act), plus additional funds transferred from TANF to CCDF. States, Territories, and Tribes annually spend $1 billion to support child care quality improvement, resulting in better learning environments and more effective caregivers in child care centers and family child care homes across the country. At the U.S. Department of Health and Human Services (HHS), the Administration for Children and Families (ACF) is pursuing a comprehensive approach to helping more children in low-income families access high-quality care. ACF's Office of Child Care (OCC) administers the CCDF and works with State, Territory, and Tribal governments to provide strong support for children and their families as they juggle work schedules and struggle to find affordable, high-quality child care for their children. This paper provides details on the following: (1) Pathways to Excellence for Child Care Programs; (2) Pathways to Excellence for Child Care Professionals; and (3) Pathways to Stronger Policies and Accountability. (Contains 1 footnote.).

Book excerpt: "In 2010, over 40 percent of families receiving cash assistance through the Temporary Assistance for Needy Families (TANF) program were "child-only," meaning the adults in the household were not included in the benefit calculation, and aid was provided only for the children. TANF and child welfare programs provide cash assistance and other services that support children living with nonparent caregivers. The U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) oversees TANF and child welfare programs, which are administered by states. GAO was asked to examine the (1) trends and composition of the child-only caseload, (2) characteristics of caregivers and children in nonparent child-only cases, (3) factors influencing the level of benefits and services for children with non-parent caregivers, and (4) coordination efforts between state TANF and child welfare programs. GAO analyzed federal TANF and child welfare data; surveyed states; interviewed HHS officials and researchers; and conducted site visits in Tennessee, Texas, and Washington, selected for variation in TANF caseload characteristics and implementation of programs to support relative caregivers. Book excerpt: Focuses on the efforts of 7 states -- California, Connecticut, Louisiana, Maryland, Oregon, Texas, and Wisconsin -- to modify their child care subsidy programs under the new welfare reform law. Identifies the amounts of federal and state funds that states are spending on child care subsidy programs and how they are allocating these resources among welfare families, families making the transition from welfare to work, and working poor families. Examines how states are trying to increase the supply of child care to meet the projected demand under welfare reform, and the extent to which states are changing standards for child care providers. Available in PDF, EPUB and Kindle. Book excerpt: Between 1997 and 2000, states relied on increasing amounts of freed-up funds from their Temporary Assistance for Needy Families (TANF) block grant to respond to demands for child care assistance and to the need for child care quality investments. By the end of fiscal year 2000, states redirected more TANF funds to their child care subsidy programs than was available through the federal Child Care and Development Fund (CCDF) that year $3.89 billion vs. $3.5 billion. The situation began to change in 2001, however. This paper examines 2001 TANF spending data, which show that the steady growth in use of TANF funds for child care has stopped. It also offers thoughts on the outlook for 2002 and implications for reauthorization. Supplementary files include PDFs of Tables 1 and 2.

Available in PDF, EPUB and Kindle. Book excerpt: Although federal and state support for childcare has increased dramatically in response to welfare work requirements, low-income families are still facing difficulties balancing work and family obligations. There is wide variation across states in the strictness of welfare work requirements and in the generosity of childcare support. In addition, the level of co-payments required and the flexibility to use subsidies for informal modes of childcare differ across states, leading families to make different childcare and employment choices. The purpose of From Welfare to Childcare is first to describe what changes occurred in childcare following the 1996 welfare reform legislation, and then to analyze how federal welfare and subsidy policies influence the availability, accessibility, and quality of childcare arrangements for single mothers with young children. National in scope, it focuses on how the reforms influence the way that children are cared for when their mothers leave welfare and enter the workforce. This book is suitable for national, state, and local policymakers, non-profit organizations that study and attempt to influence public policy, and scholars interested in family and social policy issues. It can be used as a text in graduate level courses on welfare, poverty, and children and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: The Temporary Assistance for Needy Families (TANF) block grant provides federal grants to states for a wide range of benefits, services, and activities. It is best known for helping states pay for cash welfare for needy families with children, but it funds a wide array of additional activities. TANF was created in the 1996 welfare reform law (P.L. 104-193). TANF funding and program authority were extended through FY2010 by the Deficit Reduction Act of 2005 (DRA, P.L. 109-171). TANF provides a basic block grant of $16.5 billion to the 50 states and District of Columbia, and $0.1 billion to U.S. territories. Additionally, 17 states qualify for supplemental grants that total $319 million. TANF also requires states to contribute from their own funds at least $10.4 billion for benefits and services to needy families with children -- this is known as the maintenance-of-effort (MOE) requirement. States may use TANF and MOE funds in any manner "reasonably calculated" to achieve TANF's statutory purpose. This purpose is to increase state flexibility to achieve four goals: (1) provide assistance to needy families with children so that they can live in their own homes or the homes of relatives; (2) end dependence of needy parents on government benefits through work, job preparation, and marriage; (3) reduce out-of-wedlock pregnancies; and (4) promote the formation and maintenance of two-parent families. Though TANF is a block grant, there are some strings attached to states' use of funds, particularly for families receiving "assistance" (essentially cash welfare). States must meet TANF work participation standards or be penalised by a reduction in their block grant. The law sets standards stipulating that at least 50% of all families and 90% of two-parent families must be participating, but these statutory standards are reduced for declines in the cash welfare caseload. (Some families are excluded from the participation rate calculation.) Activities creditable toward meeting these standards are focused on work or are intended to rapidly attach welfare recipients to the workforce; education and training is limited. Federal TANF funds may not be used for a family with an adult that has received assistance for 60 months. This is the five-year time limit on welfare receipt. However, up to 20% of the caseload may be extended beyond the five years for reason of "hardship", with hardship defined by the states. Additionally, states may use funds that they must spend to meet the TANF MOE to aid families beyond five years. TANF work participation rules and time limits do not apply to families receiving benefits and services not considered "assistance". Child care, transportation aid, state earned income tax credits for working families, activities to reduce out-of-wedlock pregnancies, activities to promote marriage and two-parent families, and activities to help families that have experienced or are "at risk" of child abuse and neglect are examples of such "nonassistance".

Available in PDF, EPUB and Kindle. Book excerpt: This Handbook examines core questions still remaining in the field of child maltreatment. It addresses major challenges in child maltreatment work, starting with the question of what child abuse and neglect is exactly. It then goes on to examine why maltreatment occurs and what its consequences are. Next, it turns to prevention, treatment and intervention, as well as legal perspectives. The book studies the issue from the perspective of the broader international and cross-cultural human experience. Its aim is to review what is known, but even more importantly, to examine what remains to be known to make progress in helping abused children, their families, and their communities.
