Available in PDF, EPUB and Kindle. Book excerpt: The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Available in PDF, EPUB and Kindle. Book excerpt: As Asia develops into a clearly demarcated economic "region," it is confronted by similar export control challenges as those faced in Europe with the advent of the Common Market. As such, a regional system of export control standards and practices emerged as a means to ensure not only economic parity, but regional and international security as well. While not necessarily as advanced in terms of regional identity as the European free trade area, the states of Asia could benefit profitably from a regional approach to export control development and coordination. In addition, the states of Asia could also gain from increased export control cooperation with the United States. As a global leader in nonproliferation, the United States can provide critical assistance to export control development efforts through training and the allocation of other resources. Likewise, the United States should focus its export control outreach efforts to the less developed export control systems in Asia, especially the transshipment countries.

Book excerpt: Among the hottest flashpoints in the world today, the Taiwan Strait cannot be ignored by U.S. policymakers and diplomats. China regularly rattles its saber to intimidate Taiwan and influence U.S. policy but has thus far stopped short of overt military action. This report analyzes the steps Taiwan should take to bolster the odds in its favor should a conflict with the mainland occur and describes how the United States can most effectively contribute in both peace and crisis. The authors conclude that the United States and Taiwan can take a number of fairly simple and relatively inexpensive measures - including hardening air bases and other facilities and upgrading the air defense command and control system - that would significantly enhance Taiwan's ability to defend itself against a large-scale Chinese attack.

Available in PDF, EPUB and Kindle. Book excerpt: In this book Dr. Michael Stankosky, founder of the first doctoral program in knowledge management, sets out to provide a rationale and solid research basis for establishing Knowledge Management (KM) as an academic discipline. While it is widely known that Knowledge is the driver of our knowledge economy, Knowledge Management does not yet have the legitimacy that only rigorous academic research can provide. This book lays out the argument for KM as a separate academic discipline, with its own body of knowledge (theoretical constructs), guiding principles, and professional society. In creating an academic discipline, there has to be a widely accepted theoretical construct, arrived at by undergoing scholarly scientific investigation and accompanying rigor. This construct becomes the basis for an academic curriculum, and proven methodologies for practice. Thus, the chapters in this book bridge theory and practice, providing guiding principles to those embarking on or evaluating the merits of a KM program. As a methodology itself for undertaking the development of a body of knowledge, a KM Research Map was developed to guide scholars, researchers, and practitioners. This book presents this map, and showcases cutting-edge scholarship already performed in this nascent field by including the dissertation results of eleven KM scholar/practitioners.
