This thesis uses historical analysis to answer the question: How can the environment be cultivated to foster the next generation of maneuver warfare in the information age? The framework of this analysis is focused on Conventional Air Force/Special Operations Force integration and interdependent operations. The analysis of these operations placed special emphasis on the training relationships developed between these two communities to determine if there are mission enhancement qualities found in integrated, interdependent and habitual relationships. Understanding there are valuable capabilities derived from these relationships, the focus shifts to the post-mission segregation of the two communities that repeatedly demonstrates a misunderstanding of the importance found in long-term habitual training relationships and ultimately hinders non-linear battlefield operations. Recent combat operations indicate the United States' military may no longer be bound by the limitations of linear warfare but it is now capable of conducting operational level non-linear battlefield operations. Non-linear battlefield operations are becoming the maneuver warfare standard bearer for the information age military. The Conventional air Force (CAF) and Special Operations Force (SOF) relationship and interdependent operations demonstrated during OEF and subsequently refined during OIF serve as a model for future joint operations. Service parochialisms should be set aside and CAF-SOF interdependence maintained through strategic level staff and leadership integration.

This monograph seeks to determine if and how the US Army should formalize the integration of conventional forces and special operations forces in training for the complex future. By analyzing instances of integration of conventional and special operations forces in the first two years of Operation Enduring Freedom in Afghanistan, this monograph concludes that peacetime integration in training should be emphasized more, particularly at the combat training centers. Because of the uncertainty inherent in the future operating environment, a formal model for this integration in training could not be developed. Regardless, an increase in integration of conventional and special operations forces in training will inherently provide a common understanding that can be applied to integration in combat. Conclusion Conventional forces and SOF integration and interoperability is often asserted as a key to maximizing resources to accomplish missions. International relations and complexity theorist Robert Jervis describes this interaction effect in saying that "events that occur close together also can have a different impact than they would if their separate influences were merely summed." He goes on to explain this concept that the whole of a system is different than the sum of its parts. Thinking systemically, CF and SOF integration has the potential to produce greater effects than if CF and SOF operated independently of each other. Despite this, CF and SOF integration is not fully embraced by either the conventional Army or the special operations community. United States Special Operations Command (USSOCOM) has recently instituted the Global SOF Network (GSN) model, where USSOCOM integrates the US SOF more closely with international and intra-national SOF elements. Meanwhile, the Army has implemented the Regionally Aligned Forces (RAF) concept, where Army conventional brigades develop regionally based expertise and form habitual relationships with Geographic Combatant Commands to aid in conducting theater security cooperation activities. Because of these initiatives, it is evident that SOF and CF will continue to operate in the same locations, toward the same objectives, in combat and non-combat operations in the future. Despite the emergence of the RAF and GSN concepts, and the theoretical ability for the whole of a system to be different than the sum of its parts, the Army has done little to formalize or foster continuous and lasting efforts for integrating special operations and conventional forces.

Book excerpt: Over the past 15 years, the United States has been involved in many irregular conflicts worldwide. The most prominent of these conflicts occurred in Iraq and Afghanistan, where both conventional forces (CF) and special operations forces (SOF) were deployed on a large scale. As the United States attempted to figure out how to deal with these insurgencies and irregular threats, CF and SOF were often interdependent with one another. These interdependent operations often had tactical success, but strategic gains have proved elusive and it is unclear what effect these actions have had on SOF and their ability to counter irregular threats. Other conflicts, such as Operation Enduring Freedom-Philippines (OEF-P), only saw the employment of SOF to counter the irregular threats. This independent operation allowed SOF to remain flexible and bolster the Philippine government through an indirect approach. While interdependence is being applauded by both CF and SOF leaders from experiences in Iraq and Afghanistan, this thesis suggests that SOF may gain the greatest strategic utility in irregular wars when operating independently against irregular threats. There has been much discussion about the necessity of conventional forces (CF) and special operations forces (SOF) to be interdependent at the tactical and operational levels to accomplish strategic goals as the United States (U.S.) military begins to adapt to changing threats in the world. Sacolick and Grigsby note that the lack of interdependence "impedes the Army's ability to operationally leverage the unique cultural capabilities of special operations and inculcate them across the conventional force."1 They state that CF/ SOF interdependence will provide a seamless front to the adversaries of the United States. The purpose of this thesis is to examine the impact on SOF strategic utility of interdependence with CFs at the tactical and operational levels. Our research question is: to what extent does CF/SOF interdependence enhance or undermine special operations (SO) effectiveness? The creation of SOCOM in 1987 gave SOF the command and control capability to conduct independent and supported operations. Since the beginning of the GWOT, this capability has been exercised multiple times as well as SOF being the supporting command. The conflicts during the GWOT were the first campaigns, of a long duration, that saw the heavy use of both CFs and SOF operating in the same battlespace. This wide variety of operations during the GWOT, may provide the most relevant cases to examine SOF's strategic utility when interdependent with CFs under the SOCOM structure. The growing demand for CF/SOF interdependence took on great importance as a result of the wars in Iraq and Afghanistan. During Operation Enduring Freedom Afghanistan (OEF-A) and Operation Iraqi Freedom (OIF), CFs and SOF operated in the same battlespace. The length of the conflicts (still ongoing in both theaters) also played a role in the relationship between CFs and SOF. CFs and SOF would often train together during pre-mission preparation prior to deployments. Since the demand for more interdependence grew out of these conflicts, the case studies selected will focus on campaigns associated with the GWOT: Afghanistan, Iraq, and the Philippines. The campaigns in both Iraq and Afghanistan were very visible conflicts that saw the heavy use of both CFs and SOF. The campaign in the Philippines, on the other hand, was less visible to the public. CFs did not participate in Operation Enduring Freedom-Philippines (OEF-P) due to force constraints imposed by the Philippine government. All three cases have unique characteristics that will help provide a balanced approach for the analysis.

As the United States seeks ways to tackle a range of security threats worldwide, shore up the resilience of its friends and allies against terrorist and criminal networks, and minimize need for large-scale military interventions, the importance of special operations forces will grow. Yet, the strategic vision for special operations forces has not kept pace with the growing demands for their skills. Most people -- and, indeed, many policymakers -- associate the special operations forces with secret nighttime raids like the one that targeted Osama bin Laden: tactical operations against a particular individual or group. The abilities of special operations forces, however, extend much further, into military training, information operations, civil affairs, and more. As the United States shifts its focus from war fighting to building and supporting its partners, the author argues, it will become critical to better define these strategic capabilities and ensure that special operations forces have the staffing and funding to succeed. The author further calls on the Pentagon to remove bureaucratic and operational obstacles to cooperation among the special operations forces of each service, and between special and conventional forces. She also recommends that all special operations forces commands work to develop a pipeline of talented, motivated officers with expertise in these issues, and that the role of civilian leadership in budget and operational oversight be reinforced.

They serve in extremely harsh, as well as permissive, environments, under the cover of darkness and increasingly, in the high-tech realm of cyberspace. They can operate as a cohesive joint service team or as a single service unit. A hallmark is frequent operations with coalition forces and other foreign militaries. Special operations forces support conventional forces in major conflicts, and they respond to conflicts or crises such as insurgencies, subversion, sabotage, narcotics trafficking and terrorism. They are not structured or expected to win wars single- handedly, but they can help prevent and deter them. As part of a theater joint task force, they can enable conventional forces to achieve victory. By anticipating changes in world development, analyzing our special operations force employment trends and examining American societal and cultural trends, will help prepare special operations forces for the future. Also in preparing for the future means considering what DoD's expectations will be for the use and role of special operations forces. General Shelton expects we will need special operations forces more th% ever in traditional roles, but they must also prepare for nontraditional environments and more sophisticated threats.

Book excerpt: On 24 January 2013, the Secretary of Defense (SecDef) rescinded the 1994 Direct Ground Combat Definition and Assignment Rule (DCAR) that excluded women from assignment to units and positions whose primary mission is to engage in direct combat on the ground. In doing so, the SecDef directed the opening of all occupational specialties, positions and units to women; the validation of gender-neutral standards for those positions; and establishment of milestones for implementation. In a March 2013 memorandum, Commander USSOCOM directed several initiatives as a result of the SecDef's DCAR rescission. While other studies examined individual performance and standards, the JSOU Center for Special Operations Studies and Research examined the effects on team dynamics. The challenge for this study was to determine if changing the gender component of Special Operations Forces elite teams from single-gender (masculine) to mixed-gender would affect team dynamics in a way that would compromise the ability of the team to meet a mission objective.
