Book excerpt: ABSTRACT: The purpose of this study was to present a participant-observer's description and analysis of a 12-month planning process used by a collaborative partnership as it developed a plan to implement systemic educational reform within ten feeder schools. With seven elementary, two middle and one high school, these feeder schools served a total of 6,217 students, employed 380 teachers, and represented the feeder area with the greatest number of low performing schools as identified by the mandated statewide testing program. Case study methodology included collection and analysis of planning documents, archival records, interviews, and on-site observations to identify the planning activities and decisions perceived as important by the participants involved, as well as the barriers and outcomes of the planning process. Seeking to create sustainable educational change through broad-based community involvement, a pool of 150 cross-role, community-based participants were selected to participate in the planning process. Outcomes for the planning year included the development of a comprehensive implementation plan for systemic educational reform and the award from a national Foundation of a $600,000 two-year grant to support the implementation of the plan. Recommendations for future reform planners are provided through a new Planning for Systemic Educational Reform Model which incorporates the findings of this study.
