Book excerpt: This synthesis presents a review of the current practices associated with the techniques and policies employed by state and local transportation agencies to address the many project development issues required for the reconstruction of existing urban and suburban freeways and expressways. This topic is of special interest because there is a need to reconstruct many highway facilities that have been in existence for over 40 years. The need arises both from the deterioration of the infrastructure and from changes in capacity requirements. This synthesis will be of interest to state and local highway design engineers, traffic engineers, finance and contracting specialists, and contracting personnel in these agencies. It will also be of interest to consultants who are engaged in freeway/expressway reconstruction projects. While many of the project development methodologies in practice for reconstruction of urban and suburban freeways and expressways are similar to those used for new construction, there are unique differences that apply primarily to the reconstruction of major urban highway facilities. This report of the Transportation Research Board highlights the similarities and differences in the planning and management of projects as well as in contracting and financing innovations. Methods for effectively managing traffic during the reconstruction process are important to the process, as are traffic control procedures in the work zone. Public participation and public information dissemination related to traffic changes are vitally important to the effective completion of a reconstruction project. Other aspects, such as the design process, including the use of 3-D and 4-D visualization, pavement renewal procedures, environmental impact mitigation and enhancement activities, that are considered in the process are also addressed.

Book excerpt: This synthesis will be of interest to state and local traffic engineers, transportation planners, transit operators, law enforcement officials, public information agencies, and others responsible for the transportation elements of freeway corridors. Information is provided on the policies and procedures for freeway corridor management, and descriptions of a number of techniques and practices are presented. Traffic growth and increasing congestion on urban freeways require a comprehensive approach toward managing the complex elements of freeway operations. This report of the Transportation Research Board provides information on freeway corridor management strategies, the components of management, examples of effective applications of the strategies, and benefits of freeway corridor management. The management techniques that are discussed include freeway surveillance and control; corridor street surveillance and control; high-occupancy vehicle facilities and incentives; police enforcement and traffic control; hazardous material and other truck traffic restrictions; alternative route planning; motorist assistance patrols; motorist information techniques; and traffic management for recurrent congestion, for incidents, for special events, and for work zones.

Book excerpt: This synthesis will be of interest to pavement construction, maintenance, design, and materials engineers; pavement contractors; and others interested in the use of open-graded friction course (OGFC) mixes. It describes the current state of the practice on the use of OGFC mixes, including information regarding design, materials, construction, maintenance, and rehabilitation strategies. Alternative treatments to traditional OGFC are also identified and discussed. Information was collected by surveying U.S. and Canadian transportation agencies and by conducting a literature search to gather additional insight into North American and European practices. This TRB report describes the recent performance of North American OGFC mixes and European porous asphalt by identifying benefits and stress indicators. A new generation of OGFC mixes has evolved over the last 5 years with changes that have been reported to dramatically improve performance. This synthesis describes new materials and design methods being used, as well as the applicability of the new generation of open-graded mixtures to North American use.

Book excerpt: Proceedings of a conference held on September 28 - October 1, 1986 that assessed the state of practice of corridor traffic management during major highway reconstruction. The objectives of the conference were: to provide an educational forum for exchanging technical information on planning, implementing, and managing highway reconstruction to minimize traffic disruption; to ensure that project planners consider contract administration items that can minimize traffic impacts without affecting construction quality; to promote TSM actions as means of managing travel demand and easing congestion; and to identify recommendations or related research to address issues discussed at the conference.

Available in PDF, EPUB and Kindle. Book excerpt: Traffic control devices in workzones are intended to provide sufficient guidance to motorists to help prevent collisions, especially with construction operations, and based on study of their use in Illinois, they appear to be meeting the objectives. What has been discovered in assessing workzone traffic control and crashes is that collisions occur more frequently than reports show and in ways not necessarily addressed in previous studies. For the most part, traffic control devices (TCD) within the actual construction area require no changes. They are protecting the workers from the motorists. What leads to collisions inside the work area are reduced lane widths and lack of adequate escape, especially on limited access roadways. As a result, the most frequent type of collision is rear-end, often caused by drivers stopping or suddenly slowing because of distractions. Outside the work area, the problem appears more related to poor driving behavior and need for some improved guidance for motorists, especially within the merge areas. When taking into account the under-reporting of crashes, with the exception of increases in certain manners of collision such as rear-end, the crashes appear no more severe than crashes occurring outside such zones. Crashes with pedestrians (which includes workers) also appear no more likely than in locations without workzones. On the other hand, crash reporting appears unlikely to include portions of the workzone away from the actual construction area. Using a set of crash reports in which the workzone was defined clearly to include the approach, taper, and exit, analysis suggests that crashes are almost as likely to occur outside the actual construction area as within. It is these crashes outside which appeared more severe and more amenable to enhanced traffic control, especially enforcement. The report recommends practices which could reduce crashes in the approach and where changes or reductions in lanes occur. In addition to other recommendations, a model for a process to be used in generating and reviewing workzone traffic controls has been developed.

This book was released on 1979 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication results from growing concern about increasing congestion on urban freeways. It provides an overview of proven traffic control techniques for reducing congestion and improving operations that will be of interest to highway administrators, legislators, and other public officials concerned with the management and operation of freeway systems. This synthesis of past and present practices describes operational and safety problems typical to an urban freeway corridor, a range of options for dealing with these problems, and guidelines for implementing and operating freeway control systems. The report is based on previous research, actual experience from operating freeway control systems in various parts of the United States, and numerous interviews with individuals having responsibility for those systems. General guidance is provided for the planning and implementation of freeway control projects at the executive and administrative levels.
