The contributors of this book are well known academicians, civil servants, judges, lawyers and social activists. Corruption is so pervasive in India that it has turned public service for many into a kind of criminal enterprise. The human rights based approach with its main elements of linkage to rights, accountability, empowerment and attention to disadvantaged groups, has been developed specifically to address these inequalities and to ensure that the poor and disadvantaged are also equal partners in development.

Book excerpt: Focusing on the gap between democratic ideals and performance, three European academics study the common experience and even more common perception of the corrupt behavior of bureaucrats in post-communist Ukraine, Bulgaria, Slovakia, and the Czech Republic. The authors conducted focus-group studies, one-on-one interviews, and large-scale surveys to reveal plentiful details about the ways ordinary citizens cope in their day-to-day dealings with low-level officials and state employees, whose decisions can have a critically important impact on people's lives. c. Are constitutions simply symbols of the political times at which they were adopted, or do they systematically affect the course of public policy? Are the policy crises of failing democracies the result of bad luck or of fundamental problems associated with the major and minor constitutional reforms adopted during their recent histories? The purpose of the present study is to address these questions using a blend of theory, history, and statistical analysis. The Swedish experience provides a nearly perfect laboratory in which to study the effects of constitutional reform. During the past 200 years, Swedish governance has shifted from a king-dominated system with an unelected four-chamber parliament to a bicameral legislature elected with wealth-weighted voting in 1866, and then to a new electoral system based on proportional representation and universal suffrage in 1920, and finally to a unicameral parliamentary system in 1970. All these radical reorganizations of Swedish governance were accomplished peacefully using formal amendment procedures established by previous constitutions. By focusing on constitutional issues rather than Sweden's political history, this book extends our understanding of constitutional reform and parliamentary democracy in general.

The paper surveys and discusses issues related to the causes, consequences, and scope of corruption, and possible corrective actions. It emphasizes the costs of corruption in terms of economic growth. It also emphasizes that the fight against corruption may not be cheap and cannot be independent from the reform of the state. If certain reforms are not made, corruption is likely to continue to be a problem regardless of actions directly aimed at curtailing it.
