Book excerpt: The study builds on lessons from Tanzania's development experience of the past four decades, with emphasis on the period following the 1996 Country Economic Memorandum, which focused on the challenge of reforms, in particular the impact of reforms on growth, incomes, and welfare in the country. The study assesses Tanzania's current development status against the country's ambition, since independence, to rid the nation of three archenemies: poverty, ignorance, and disease. Structural transformation has been extremely limited, with agriculture still dominating the economy, a non-diversified economy that hampers flexibility to withstand shock occurrences. Nonetheless, the country intensified macroeconomic policy reforms, significantly stabilizing the economy, with falling inflation levels, climbing foreign exchange reserves, and an overall fiscal balance. But the main factors identified behind the slow development progress, are primarily inadequate capital accumulation, and productivity growth; poor support for the transformation of agriculture; disrupted progress in building human capital; and, delayed demographic transition. However, the steady progress in reorienting its economy to a market-based operation, is creating space for exploiting the large potential of private sector initiative. We believe that economic instruments can make an important contribution to an environmentally less disruptive path of development. The design of economic instruments is however a fine art and depends among other things on their political acceptability and this acceptability is of course influenced by experience. It is therefore important to provide information on the use of policy instruments in other countries. Policies are currently developing quite fast and thus a book such as this one can inevitably not capture more than a "snapshot" view at a single moment of time. We would hope that the book encourages more experimentation with economic instruments and that countries will make a fuller use of the whole arsenal of economic policy instruments. If the book does succeed in this sense then it will soon become dated as policies change -but that would be a price well worth paying! The book combines a dozen country monographs together with a few international surveys on particular topics (gasoline pricing, vehicle regulations, acid rain, deforestation and global warming). These papers are intended to illustrate the diversity of policy options available. The actual policies adopted depend on economic as well as ecological conditions. The country studies cover two "Western" countries and then concentrate on formerly planned and developing countries. They show that economic instruments are still generally thought of as new and innovative.

Book excerpt: The Tanzania Africa Research in Sustainable Intensification for the Next Generation (Africa RISING) Baseline Evaluation Survey (TARBES) was implemented during February-April 2014 as part of the International Food Policy Research Institute’s Monitoring and Evaluation (M&E) of Africa RISING. The Africa RISING program aims to create—through action research and development partnerships—opportunities for smallholder farmers in Africa south of the Sahara to sustainably intensify their farming systems and to improve their food, nutrition, and income security. Initiated in 2012, the program is supported by the United States Agency for International Development (USAID) as part of the U.S. government’s Feed the Future (FTF) initiative. As part of the program, the International Institute of Tropical Agriculture (IITA) leads a sustainable intensification effort focusing on the cereal-based farming systems in the Guinea Savannah Zone of West Africa (Ghana and Mali) and East and Southern Africa (Malawi, Tanzania, and Zambia) while the International Livestock Research Institute (ILRI) leads the research activities focusing on the crop-livestock systems of the Ethiopian highlands. The International Food Policy Research Institute (IFPRI) has been tasked with M&E of the three projects. Tanzania Africa RISING is being implemented in Babati, Kongwa, and Kiteto districts in Tanzania. The research activities are led by IITA. TARBES collected detailed household- and plot-crop level data addressing various topics: employment (agricultural and non-agricultural); health; agricultural land; crop inputs, harvest, storage, and sale; livestock ownership, feed, and water; agriculture-related challenges and coping strategies; credit and off-farm income sources; housing conditions and ownership of various durable assets; subjective welfare and food security; household-level food consumption; non-food expenditure; agricultural shocks; and child and women anthropometry. The community survey collected data on access to basic services; access to extension services; social organizations, mobility, and village-level shocks; access to natural resources; metric conversion units; and prices of crops and food items. TARBES covered 810 households and 25 communities drawn from the three project districts. Data was collected using structured questionnaires in multiple local languages through Computer Assisted Personal Interviewing (using Surveybe).
