But the U.S. DIB is considerably smaller today than it was following the Cold War's end. Now the Pentagon confronts a period of shrinking defense budgets at the same time the international security environment is posing new military challenges, such as the emergence of anti-access/area-denial capabilities, the growing threat to space-based systems, and the proliferation of weapons of mass destruction. The Defense Department has never had a coherent, long-term strategy for sustaining the defense industrial base's core competencies. Absent a strategy that proceeds from deciding first what to keep rather than what to cut, the possibility is growing that a day will come when the country's industrial base will no longer possess all the critical design and manufacturing capabilities that the U.S. military needs. This study provides a diagnosis of the military competitions most likely to dominate military relationships between the United States and prospective adversaries over the next decade or two, and the corresponding DIB competencies where the U.S. military will need to sustain advantage.

In a major regional conflict—such as a war with China in the Taiwan Strait—the U.S. use of munitions would likely exceed the current stockpiles of the U.S. Department of Defense. According to the results of a series of CSIS war games, the United States would likely run out of some munitions—such as long-range, precision-guided munitions—in less than one week in a Taiwan Strait conflict. The war in Ukraine has also exposed serious deficiencies in the U.S. defense industrial base and serves as a stark reminder that a protracted conflict is likely to be an industrial war that requires a defense industry able to manufacture enough munitions, weapons systems, and matériel to replace depleted stockpiles. As timelines for a possible conflict in Asia shrink, the goal should be to support the production capacity required to enable the United States and its allies and partners to deter and, if deterrence fails, fight and win at least one major theater war—if not two. “Just in time” and lean manufacturing operations must be balanced with carrying added capacity. The U.S. Department of Defense, in coordination with Congress, should develop a plan now that involves taking steps to streamline and improve production, acquisitions, replenishment, Foreign Military Sales, ITAR, and other policies and procedures. A revitalization of the defense industrial base will not happen overnight for the United States or its allies and partners. It is time to prepare for the era of competition that now exists.

While the percentage of US gross domestic product going to national defense remains low compared to the 1950s and 1960s, there is a growing list of defense programs that have experienced problems with cost, schedule, and, in a few cases, weapon performance. In fairness, the federal government, including the Department of Defense and Congress, is at least as much to blame for many of these programmatic difficulties as US defense firms. Nevertheless, those critical of the defense industry tend to concentrate on these acquisition shortcomings. The main focus of this report is on a larger question. How prepared is the US defense industrial base to meet the needs of the US military Services in coming decades? The Cold War challenge of Soviet power has largely ebbed, but new challenges have emerged. There is the immediate threat of the violence stemming from Salafi- Takfiri and Khomeinist terrorist groups and their state sponsors, that have consumed so much American blood and treasure in Iraq; the longer-term challenge of authoritarian capitalist regimes epitomized by the rise of China and a resurgent Russia; and, not least, the worsening problem of proliferation, particularly of nuclear weapons. In the face of these more complex and varied challenges, it would surely be premature to begin dismantling the US defense industry. From a competitive perspective, therefore, the vital question about the defense industrial base is whether it will be as much a source of long-term advantage in the decades ahead as it has been since the 1950s.

While the dominate component of the overall Defense industrial base is commercial industry, the AOIB maintenance Depots, manufacturing Arsenals, and ammunition plants, are key components of the overall Defense industrial base. The critical role that the AOIB plays in support of our National Security Strategy has never been more apparent over the past decade as Army AOIB facilities successfully surged to sustain war fighting equipment deployed in support of the Iraq and Afghanistan contingency operations. The Army is poised to begin a drawdown from sustained combat operations, which requires that the Army address and manage risks in the AOIB as the Army transitions from a wartime to a peacetime environment. It is critical that the AOIB manage the transition from wartime production levels to peacetime requirements in such a manner that the OIB remains effective, efficient, and capable of meeting future Army contingency requirements. This entails the retention of the critical maintenance and manufacturing skills, and capabilities necessary to meet Army unique needs relating to enduring and future requirements. The Army Organic Industrial Base Strategic Plan (AOIBSP) provides the strategy and management framework needed to ensure the AOIB remains viable, effective, and efficient as the Army draws down from a decade of combat operations. The OIBSP provides a forward looking management framework capable of identifying critical risk areas within area functional groups across the FYDP and establishes a common framework to develop mitigating strategies. The AOIBSP ensures critical AOIB capabilities are sustained, balanced with private sector industrial base requirements, and available to surge to meet future wartime and other emergency operations.
