Nachhaltige Entwicklung führt im Gegenteil eher zu einer neuen Art der Komplexität. Aus den Köpfen der Menschen werden einfache Lösungen, lineares Denken und Handeln sowie die Flucht in die Größe weichen müssen. Im Mittelpunkt des täglichen Lebens stehen dann auf gegenseitigem Vertrauen beruhende Nahverhältnisse, komplexe Netzwerke und ausgeklügelte Versorgungs- und Verwertungssysteme sowohl auf lokaler als auch auf globaler Ebene. Letztendlich kann gesagt werden, dass nachhaltige Entwicklung die Vergrößerung der Zukunftschancen durch mehr Komplexität bedeutet. Eine spannend – harmonische Entwicklung muss nachhaltige Entwicklung sein. Diese neue Harmonie wird sich sowohl im Umgang mit der Natur als auch im Umgang der Menschen untereinander zeigen. Harmonischer Umgang mit der Natur heißt, mit der Natur in komplexe Wechselwirkung zu treten und die menschlichen Aktivitäten an die Möglichkeiten und an die Tragfähigkeit der Ökosysteme anzupassen. Spannende Harmonie unter den Menschen heißt, ausgeprägte Ungleichgewichte zwischen den Menschen in einem Land und unerträgliche Ungerechtigkeiten unter den Völkern auf verschiedenen Teilen der Erde zu vermeiden. Als eine Vision eines Lebensstils und einer Wirtschaftsweise kann nachhaltige Entwicklung bezeichnet werden, welche eine Lösung für die bestehenden ökologischen, ökonomischen und sozialen Probleme anbietet. Solch eine Vision realisieren zu können, ist keine Frage technischer Machbarkeit oder technischen Könnens. Denn schon längst sind technische Lösungen vorhanden, von der Nutzung nachwachsender Rohstoffe bis zur Solartechnik. Es entsteht nur ein unnötiger Zeitverlust, wenn wir auf die alles lösende Technologie warten, wenn wir nicht selbst an uns arbeiten und etwas in unserer Einstellung verändern. Demzufolge bedeutet nachhaltige Entwicklung eine neue Verantwortung und Möglichkeit der Selbstbestimmung. Ein großes Potenzial an Änderungen birgt eine selbstbewusste Demokratie, die Menschen in den Regionen ihre eigene Zukunft bestimmen lässt. Anderseits werden aber auch Ängste geweckt. Jeder ist gleich wichtig und jeder kann die Entwicklung beeinflussen in einer vernetzten Welt. Alle sind wir zur Aktivität verpflichtet, denn niemand ist zum Zuschauen und Erleiden verdammt. Wir Menschen sind aufgerufen die Wende der nachhaltigen Entwicklung einzuleiten. Nachhaltigkeit stellt sich als Antwort auf die Folgeprobleme der technisch ökonomischen Zivilisation dar. Ein wesentlicher Schwerpunkt liegt heute vor allem in der gegenwärtigen technischen Praxis und ihrer ethischen Vertretbarkeit. Jedoch möchte ich noch einmal darauf hinweisen, dass das Konzept der nachhaltigen Entwicklung kulturell differenziert werden muss. Aus diesem Grund erschien es mir wichtig, in meinen weiteren Ausführungen verstärkt auf die Problematik Übernutzung und Unterentwicklung einzugehen. Um nachhaltige Entwicklung als eine Vision zu verstehen, welche handlungsanleitend sein soll, werde ich in meinem ersten Schwerpunkt auf den Ursprung des Begriffs Nachhaltigkeit zu sprechen kommen.

Durch das von fast allen Staaten der Welt unterzeichnete AbschluBdokument (Agenda 21) der UN-Konferenz für Umwelt und Entwicklung in Rio de Janeiro 1992 erhielt diese Leitvorstellung gesellschaftlicher Entwicklung einen hohen Grad offizieller Verbindlichkeit und ei ne Mobilisierungkraft, die inzwischen auch in Deutschland weit über die umwelt-und entwicklungspolitische Szene hinausreicht. Der seit Mitte der achtziger Jahre auf die ökologische Moder nisierung der Wirtschaft fokussierte Umweldiskurs wird damit systematisch mit sozialen Verteilungsgfragen verknüpft. In ein bislang auf ökonomische und soziale Aspekte fokussiertes Entwicklungsverständnis werden umgekehrt ökologische Aspekte, die systematische Beobachtung und Steuerung der Wechselwirkung zwischen Gesellschaft und Natur, integriert. Das eröffnet ein neues Terrain globaler, gesellschaftlicher Konflikte über das erstrebte Modell von Moderne, über die, angemessene' Art der Verknüpfung von ökologischen, ökonomischen und sozialen Entwicklungsdimensionen. Die Soziologie hat sich dieser Debatte - wie bereits der ökologischen Frage zuvor - bisher wenig angenommen. Dafür gibt es systematische Grün de. Einer davon ist, daB die Thematik quer zum überkommenen, arbeits teiligen Zuschnitt industriegesellschaftlicher wie soziologischer Problembe arbeitung liegt.

The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.
