Based on the first and - up till now - only systematic and empirical study to come out of Cuba on this topic, this book examines how the nation successfully headed off its own food crisis after the dissolution of the Soviet Bloc in the early 1990s. The author identifies the policies and practices required for such an achievement under conditions of petroleum-scarcity and in doing so, challenges the mainstream globalized and privatized food systems and food security strategies being driven through in both industrialized and more vulnerable developing regions. Paradoxically, the book dispels the myth that Cuba turned to organic farming nationwide, a myth founded on the success of Cuba's urban organic production systems which visitors to the country are most commonly exposed to. In rural regions, where the author had unique access, industrialized high-input and integrated agriculture is aspired to for the majority of domestic production, despite the ongoing fluctuations in availability of agrochemicals and fuel. By identifying the challenges faced by Cuban institutions and individuals in de-industrializing their food and farming systems, this book provides crucial learning material for the current fledgling attempts at developing energy descent plans and at mainstreaming more organic food systems in industrialized nations. It also informs international policy on sustainable agriculture and food security for less-industrialized countries.

River and lake basins can become a source of tension and conflict due to a complicated mix of environmental, demographic, diplomatic, historical and geopolitical factors. This book, however, specifically focuses on the important, and often under looked, role played by scarcity in generating or exacerbating conflicts in shared river basins. Asserting that transboundary river basins tie states into a web of interdependence, this book raises awareness of how water scarcity, or the depletion of water resources, complicates this relationship as nations are forced to look beyond their own borders to meet the demand for water to satisfy multiple needs. Taking a comparative approach, it examines three shared basins: the Orange-Senqu, the Nile and the Niger River basins. While situated in different regions, all three basins are marked by serious environmental challenges that are detrimental to combustible hydropolitics over such shared water resources and they provide fascinating insights into the links between climate variability and change, water resources, human security, conflict, adaptation and regime capacity. Overall, this book argues that conflict over transboundary resources can be prevented given the establishment of norms, rules, and the role of external actors that help regulate state behaviour and control their impacts. Book excerpt: Increasing population pressure and population density in many African countries are inducing land scarcity and land constraints. These increasing land constraints are expected to trigger various responses and adaptation strategies, including agricultural intensification induced by land scarcity, as postulated by the Boserup hypothesis. However, most empirical evaluations of the Boserup hypothesis come from rainfed agriculture and mostly from Sub-Saharan Africa (SSA), where application of improved agricultural inputs remains historically low. Agricultural intensification practices as well as the relevance of the Boserup hypothesis in irrigated agriculture and in contexts where application of improved inputs is high remains unexplored. Furthermore, while much of the debate on the topic in Africa has focused on how to boost agricultural intensification, there is scant evidence on whether evolving agricultural intensification practices in some parts of Africa are sustainable, yield-enhancing, and optimal. In this paper we investigate the implication of land scarcity on agricultural intensification and the relevance of the Boserup hypothesis in the context of Egypt, where agriculture is dominated by irrigation and input application rates are much higher than SSA. We also examine whether evolving agricultural intensification practices induced by land scarcity are agronomically appropriate and yield-enhancing. We find that land scarcity induces higher application of agricultural inputs, mainly nitrogen fertilizers, sometimes beyond the level that is agronomically recommended. More importantly, land scarcity increases overapplication of nitrogen fertilizer relative to crop-specific agronomic recommendations. This implies that land constraints remain as important challenges for sustainable agricultural intensification. Finally, we find suggestive evidence that such overapplication of nitrogen fertilizers is not yield-enhancing, but, rather, yield-reducing. We also document that land scarcity impedes mechanization of agriculture. Our findings have important implications to inform appropriate farm management and sustainable intensification practices. Furthermore, our results can inform long-term policy responses to land scarcity.
