The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store about 77 percent of the PMF prior to embankment overtopping. Consequently the spillway is assessed as being inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included the following: (1) large trees rooted within the downstream embankment face; (2) a damaged and inadequate spillway discharge channel; and (3) a bent gate stem and partially obstructed outlet associated with the blowoff conduit.

It also appears that fill has been placed on the downstream slope, increasing the crest width from the design value of 10 feet to about 30 feet near the center line of the dam and greater than 50 feet near the left abutment. The dam has no functional low level outlet facility.

The original purpose of the impounded water was for ice harvesting and recreation. Additionally, water releases from the impoundment activated a saw mill. Presently, the lake is being used for recreation. The overall appearance of the dam is poor. Location of observed deficiencies are shown on the General Plan. The profile and typical sections of the dam are presented and are based on field survey made on the day of inspection. The survey datum for this inspection is elevation 1527 feet above mean sea level which is stamped on the USGS Bench Mark (No. TT15K, 1931) on the large sandstone slab, upstream of the service spillway. On the inspection date (12/10/1980), the lake was being drawn down for the winter. The lake level was approximately at elevation 1523.6, or 2.8 feet below its normal level. Deficiencies observed during the field inspection are described. Visible features are depicted in photographs.

Since the dam is in the middle of the 'Small' size category according to storage capacity, the 1/2 PMF was selected as the SDF. Hydrologic/hydraulic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers, revealed that the available spillway capacity is much greater than the maximum flow expected during the SDF. Therefore, the dam will not be overtopped during the SDF and the spillways are considered to be 'adequate'.

Book excerpt: Perrins Marsh Dam, which is also known as Brown's Pond Dam or Schoonover's Lake, consists of a six-foot-high stone wall, backed by earth fill on the upstream side. In its present configuration, the dam appears to be about 50 to 60 feet long, with a 28-foot-long segment forming the overflow section of the dam. The overflow section is capped with a six-foot-wide concrete slab which appears to be about one foot thick. The earth fills flanking the overflow section gradually merge into the natural abutments with no discernible embankment-abutment junction. The dam does not appear to have any low level outlet facilities. It appears that this dam was constructed at the outlet of a natural lake to raise the lake level. The dam is classified to be in the significant hazard category. Below the dam, Whitelock Creek flows about 150 feet, falls over a stone wall, then flows under a bridge. A house located downstream of the bridge is considered to be in the floodplain of the creek. The stream flows adjacent to a rural residential area for approximately one mile, and then discharges to an essentially uninhabited valley. It is estimated that a failure of this dam would likely cause damage to the downstream bridges and property in the rural residential area. Loss of a few lives is considered possible.

Book excerpt: Warner Dam is owned by William S. Newlin, Jr., and is classified as a 'Low' hazard - 'Small' size dam. The dam was found to be in fair overall condition at the time of inspection. Hydraulic/hydrologic evaluations revealed that the spillway capacity is less than the peak inflow to the impoundment during the 100-year flood. A spillway design flood (SDF) in the range of the 50- year flood to the 100-year flood is required for Warner Dam. The 100-year flood was chosen as the SDF. The spillway is therefore considered 'Inadequate.' It is recommended that the owner immediately develop remedial measures to provide adequate spillway capacity. The inspection revealed certain items of remedial work which should be performed by the owner without delay. These include: (1) Provide adequate spillway capacity; (2) Repair the spalling on the downstream face of the concrete corewall; (3) Ensure that the outlet works are operable, or develop an emergency drawdown plan; and (4) Cut all trees on the embankment at ground level. All trees with a trunk diameter greater than 3 inches should have their root systems removed. All resultant areas of erosion and cavities should be filled, graded, compacted and seeded. In addition, the following operational measures are recommended to be undertaken by the owner: (1) Develop a detailed emergency operation and warning system; (2) During periods of unusually heavy rainfall, provide around-the-clock surveillance of the dam; and (3) When warning of a storm of major proportions is given by the National Weather Service, activate the emergency operation and warning system.

The existing spillway can pass the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as adequate. There is a slope stability analysis for the embankment, which indicates that the embankment has adequate factors of safety. There is no evidence of significant problems threatening the embankment. A slide and sinkholes have developed in the auxiliary spillway.

Book excerpt: Middle Creek Dam is an earthfill, sheetpile and concrete structure with a total length of about 500 feet. The height of the dam is 18 feet above the streambed with the maximum height of embankment being 10 feet above natural ground. The center half of the structure is a 250 foot long spillway and control structure constructed of two parallel lines of sheetpiling retaining a zoned fill and is capped with concrete. The 15 feet wide control structure is accessible from the left abutment by a walkway. The structure contains a minimum flow sluice gate and a 18-inch by 36-inch drawdown sluice gate. The downstream area, below the vertical drop weir, is protected with an 18-inch thick concrete slab. The spillway is connected with concrete cutoff walls on top of sheetpiles to the earth embankment at the abutments. The top of the dam is 4.0 feet above weir crest.

Book excerpt: Colyer Lake Dam is a zoned earth embankment approximately 38 feet high and 700 feet long. Including the spillway system, the length of the facility is approximately 780 feet. The dam is provided with an ungated concrete rectangular spillway and plunge pool located on the right abutment. The spillway consists of a 69-foot wide trapezoidal weir section aside a 10-foot wide rectangular flume section (inside dimensions), separated by a concrete wall. The outlet works consist of a 4-foot square reinforced concrete outlet connected to a rectangular vertical riser. Discharge through the outlet is controlled by stop logs that are set in grooves within the riser. The visual inspection, operational history, and hydrologic/hydraulic analysis indicate the facility is in good condition. Based on the recommended guidelines, the Spillway Design Flood (SDF) for this facility is the Probable Maximum Flood (PMF). Hydrologic and hydraulic calculations performed for this Phase I study indicate that the discharge/storage capacity of the dam can accommodate a flood of magnitude equal to about 77 percent of the PMF prior to overtopping of the dam. Therefore, the spillway system is considered to be inadequate.
