The problem, however, is that most of these changes do not adequately address the role that survivability operations should play across the full spectrum of conflict at the tactical level of warfare. Survivability Operations (SO) are all aspects of protecting personnel, weapons, and supplies while simultaneously deceiving the enemy to include cover, concealment, camouflage, and deception (C3D). Thus, the central research question is: what is the role of survivability operations in the current force? The Training and Doctrine Command's DOTMLP framework was used to answer this question. Doctrine, organization, training, materiel, leadership and education, and personnel all require small or large modifications in order to emphasize or increase the role that SO play across the full spectrum of conflict at the tactical level. Doctrine is incomplete and fragmented. Organizations for SO are either non-existent or too austere. Training does not adequately address or prepare for SO. Materiel is varied but more variety and quantities are required. Leadership and education in formal schooling teaches SO as an embedded subject rather than a stand alone one. Finally, the Military Occupational Specialty (MOS) system does a poor job of delineating responsibility for SO.

In a series of war games conducted between summer 2014 and spring 2015, RAND Arroyo Center examined the shape and probable outcome of a near-term Russian invasion of the Baltic states. The games' findings are unambiguous: As presently postured, NATO cannot successfully defend the territory of its most exposed members. Fortunately, it will not require Herculean effort to avoid such a failure. The discussion compares the abilities of the current engineer force with the protection requirements of the maneuver force. This issue is important because our AirLand Battle doctrine cannot be executed if our forces do not survive the lethality of the modern battleground. This monograph examines survivability concepts and requirements and investigates the best methods for attaining the degree of protection necessary to preserve the combat potential of the fighting force. The discussion begins with a consideration of the theoretical and doctrinal aspects of protection and survivability. The focus of analysis is on the heavy division in middle to high intensity operations. The importance of assessing prudent tactical survivability requirements is supported by a review of unit experiences and lessons learned at the National Training Center. The Soviet Army engineer force and its historically-oriented approach to protection is contrasted with the American combat engineer experience to illustrate the serious deficiency in survivability capability in our army today. The monograph concludes with an assessment of the current and future requirements for tactical protection measures and a recommendation on the best courses of action to pursue. The study suggests that to be effective on the AirLand battlefield, defensive survivability measures must support a decisive transition to offensive operations.

In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. These changes, combined with an understanding of a new, influence a new doctrine-a doctrine for Full Dimensional Operations. While the driving forces behind change will continue to be dynamic, the fundamental character of war and its human dimensions, the moral domain, will remain unchanged. Early entry forces must possess capabilities to deploy rapidly, enter the operational area, secure the lodgement and either immediately have decisive effect or create conditions for the arrival of substantial follow-on forces that then conduct decisive operations. Early entry forces must consist of lethal and survivable units tailored to support or carry out the operational intent of the Joint Force Commander (JFC). Early entry operations is highly situational dependent and may occur across the range of military operations. There are three types of early entry operations: unopposed entry when no combat is taking place, unopposed entry under combat conditions, and forcible entry. Force projection Army requires deployable, lethal, and survivable 'first to fight' forces.

To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
