Available in PDF, EPUB and Kindle. Book excerpt: Foreign Aid as Foreign Policy presents a wide-ranging, thoughtful analysis of the most significant economic-aid program of the 1960s, John F. Kennedy’s Alliance for Progress. Introduced in 1961, the program was a ten-year, multi-billion-dollar foreign-aid commitment to Latin American nations, meant to help promote economic growth and political reform, with the long-term goal of countering Communism in the region. Considering the Alliance for Progress in Chile, Brazil, the Dominican Republic, and Colombia, Jeffrey F. Taffet deftly examines the program’s successes and failures, providing an in-depth discussion of economic aid and foreign policy, showing how policies set in the 1960s are still affecting how the U.S. conducts foreign policy today. This study adds an important chapter to the history of US-Latin American Relations.

Available in PDF, EPUB and Kindle. Book excerpt: Strategically located at the gateway to the South American continent, Colombia has long been a key player in shaping the United States' involvement with its Latin American neighbors. In this book Stephen J. Randall examines the course of U.S.-Colombian relations over two centuries, taking into account the broad spectrum of political, social, cultural, and economic contacts that have figured in the interaction. A leader in the movement for independence from Spain in the early nineteenth century, Colombia shared with the United States the aspiration of becoming a leader for the entire hemisphere. Its early efforts in this direction--notably its initiation in the 1820s of the first Pan-American Conference--soon languished, however, as the unequal growth between the two countries took its toll. By the turn of the century, after years of destructive civil war, Colombia had slipped far behind its northern neighbor militarily, economically, and politically. The United States, meanwhile, had emerged as a great power, and the first major manifestation of the two countries' divergence came with the U.S.-supported secession of Panama in 1903--an event that deeply shocked Colombians and tainted their view of the United States for subsequent generations. During the twentieth century, Randall explains, a tension in Colombian politics and culture has persisted between those who advocate an independent, even antagonistic, stance toward the United States and those who propound a policy of realism that accepts Colombia's place as a middle, regional power within the U.S. orbit. For its part, the United States has continually failed to realize that Colombians, with their European intellectual heritage stretching back four hundred years, do not see themselves as an insignificant Third World nation. The result has been an often strained relationship, which Randall traces through two world wars, economic booms and depressions, the Cold War, and, finally, the present-day guerrilla conflicts and drug trade controversies. Drawing on archival sources in both countries, many previously unused, this book is the first comprehensive overview in more than fifty years of the U.S.-Colombian relationship.

Book excerpt: This volume is concerned with integrated social and economic development in the Third World. It directs special attention to the psychological manipulation of peasants in order to keep them on the land and, where possible, make them more productive. In Part One, Henry Bernstein outlines and illustrates concepts for the analysis of contemporary peasantries. His introduction provides a general, historical framework for understanding the relationship of contemporary peasantries to "modernization." It is followed, in Parts Two and Three, by case studies of programs in Colombia (Rosemary E. Galli), Mexico (Hannes Lorenzen and Ernest Feder), Tanzania (Bruno Musti de Gennaro), and Bangladesh (Elizabeth Hartmann and James K. Boyce). In Part Four, Rosemary Galli offers a concluding essay on "Rural Development and the Contradiction of Capitalist Development." In this book, empirical evidence combines with personal experiences to cut through the rhetoric of those who consider "the underdeveloped nation" as an abstract unit. It reveals the variety of contemporary rural development strategies. From their synthesis emerges a picture of the internal political configuration of underdevelopment—the role of international capital and technology in rural areas and in assessment of the impact upon peasant farmers. This book persuasively argues that international agencies, supporting and supported by national governments and elites, promote development policies inimical to the welfare of rural cultivators.

Available in PDF, EPUB and Kindle. Book excerpt: Under what conditions do the governments of developing countries manage to reform their way out of political and economic instability? When are they instead overwhelmed by the forces of social conflict? What role can great powers play in shaping one outcome or the other? This book is among the first to show in detail how the United States has used foreign economic policy, including foreign aid, as a tool for intervening in the developing world. Specifically, it traces how the United States promoted land reform as a vehicle for producing political stability. By showing where that policy proved stabilizing, and where it failed, a nuanced account is provided of how the local structure of the political economy plays a decisive role in shaping outcomes on the ground.
