Book Synopsis Evaluating Child Support Policy Options for Incarcerated Noncustodial Parents by :
Download or read book Evaluating Child Support Policy Options for Incarcerated Noncustodial Parents written by and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The significant number of incarcerated parents in the United States highlights a range of policy issues. This dissertation addresses one specific concern: the ability of incarcerated non-custodial parents to meet their child support obligations during and after prison. Because incarceration substantially reduces the amount of income available from which child support can be paid, leading to the accumulation of arrears, it may affect post-incarceration behavior relating to participation in the formal economy and cooperation with the child support system. This, ultimately, could lead to fewer resources for custodial parents and worse outcomes for children. Based on a natural experiment in Wisconsin, this dissertation provides suggestive evidence that one potential policy response--suspending the child support orders of incarcerated parents--improves several child support outcomes of interest post incarceration. These outcomes include the mechanical effect of a significant decrease in the amount of arrears at the time of release and one year after exit, substantive and significant declines in child support order amounts, a significantly greater likelihood that a child support payment would be made and an increase in the amount paid in the first year following release, and a statistically significant increase in the level of compliance in both the first year and second years following release. No discernible effect on employment outcomes was found. This information fills a gap in the empirical evidence related to the effectiveness of policies to modify child support orders of incarcerated payers. It is an initial step in the effort to disentangle the relationships between child support and incarceration. However, as documented here, there is substantial variation in policy across states in the treatment of the child support orders of incarcerated noncustodial parents. The decision to modify the child support orders of incarcerated parents is complicated, given the need to balance competing interests and perspectives. Given these complexities, and the limitations of the current analysis, more research is needed to test the suggestive findings and explore other outcomes of interest.
Book Synopsis Children’s Contact with Incarcerated Parents by : Julie Poehlmann-Tynan
Download or read book Children’s Contact with Incarcerated Parents written by Julie Poehlmann-Tynan and published by Springer. This book was released on 2015-05-11 with total page 132 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Brief explores the potential effects of parent-child contact during incarceration on child and adult relationships, well-being, and parenting as well as corrections-related issues, such as institutional behavior and recidivism. It presents a literature review on what is currently known about parent-child contact during parental incarceration in addition to several empirical studies, followed by a summary, commentary, and briefing report. The empirical studies focus on contact in both jail and prison settings. Because jails in the United States handle more admissions per year than prisons – and studies of jailed parents and their children are not common in the literature – two of the three studies presented focus on jails. Following the empirical studies, a summary that includes recommendations for policy and intervention is presented, along with a commentary that explores what researchers need to do to make effective policy recommendations. This Brief is an essential resource for policy makers and related professionals, graduate students, and researchers in child and school psychology, family studies, public health, social work, law/criminal justice, and sociology.
Book Synopsis Child Support Issues by : Rene Pellerin
Download or read book Child Support Issues written by Rene Pellerin and published by Nova Science Publishers. This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Child Support Enforcement (CSE) program was signed into law in 1975 as a federal-state program to enhance the well-being of families by making child support a reliable source of income. The CSE program is based on the premise that both parents are financially responsible for their children. The CSE program is operated in all 50 states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands, and by several Indian tribes or tribal organizations. State CSE programs have at their disposal a wide variety of methods by which to obtain child support obligations. In addition, states under their own authority and the authority of their courts can use the threat of incarceration and/or actual incarceration. This book provides an overview on federal policies relating to medical care and incarceration as an enforcement tool in child support cases. Included in this book also are frequently asked questions relating to child custody and support issues.

Available in PDF, EPUB and Kindle. Book excerpt: The second edition of this handbook examines family life, health, and educational issues that often arise for the millions of children in the United States whose parents are in prison or jail. It details how these youth are more likely to exhibit behavior problems such as aggression, substance abuse, learning difficulties, mental health concerns, and physical health issues. It also examines resilience and how children and families thrive even in the face of multiple challenges related to parental incarceration. Chapters integrate diverse; interdisciplinary; and rapidly expanding literature and synthesizes rigorous scholarship to address the needs of children from multiple perspectives, including child welfare; education; health care; mental health; law enforcement; corrections; and law. The handbook concludes with a chapter that explores new directions in research, policy, and practice to improve the life chances of children with incarcerated parents. Topics featured in this handbook include: Findings from the Fragile Families and Child Wellbeing Study. How parental incarceration contributes to racial and ethnic disparities and inequality. Parent-child visits when parents are incarcerated in prison or jail. Approaches to empowering incarcerated parents of color and their families. International advances for incarcerated parents and their children. The second edition of the Handbook on Children with Incarcerated Parents is an essential reference for researchers, professors, clinicians/practitioners, and graduate students across developmental psychology, criminology, sociology, law, psychiatry, social work, public health, human development, and family studies. “This important new volume provides a cutting-edge update of research on the impact of incarceration on family life. The book will be an essential reference for researchers and practitioners working at the intersections of criminal justice, poverty, and child development.” Bruce Western, Ph.D., Columbia University “The comprehensive, interdisciplinary focus of this handbook brilliantly showcases the latest research, interventions, programs, and policies relevant to the well-being of children with incarcerated parents.
