The findings indicate that only a small proportion of papers on poverty published in Russia in 1992-2006 follow the universally-recognized principles of the scientific method. The utility of policy advice based on such research is questionable. The authors also suggest steps that could, in their view, improve the quality of poverty research in Russia.

Book excerpt: "Rutherford, Tarr, and Shepotylo use a computable general equilibrium comparative static model of the Russian economy to assess the impact of accession to the World Trade Organization (WTO) on income distribution and the poor. Their model is innovative in that they incorporate all 55,000 households from the Russian Household Budget Survey as "real" households in the model. This is accomplished because they develop a new algorithm for solving general equilibrium models with a large number of agents. In addition, they include foreign direct investment and Dixit-Stiglitz endogenous productivity effects in their trade and poverty analysis. In the medium term, the authors find that virtually all households gain from Russian WTO accession, with 99.9 percent of the estimated gains falling within a range between 2 and 25 percent increases in household income. They show that their estimates are decisively affected by liberalization of barriers against foreign direct investment in business services sectors and endogenous productivity effects in business services and goods. The authors use their integrated model to assess the error associated with a 'top down' approach to micro-simulation. They find that approximation errors introduced by failing to account for income effects in the conventional sequential approach are very small. However, data reconciliation between the national accounts and the household budget survey is important to the results. Despite the estimated gains for virtually all households in the medium term, many households may lose in the short term because of the costs of transition. So, safety nets are crucial for the poorest members of society during the transition. In theory, higher income is likely to raise both power and welfare, but heterogeneity in other characteristics and household formation can either strengthen or weaken the relationship. Survey data on Russian adults indicate that higher individual and household incomes raise both self-rated power and welfare. The individual income effect is primarily direct, rather than through higher household income. There are diminishing returns to income, though income inequality emerges as only a minor factor reducing either aggregate power or welfare. At given income, the identified covariates have strikingly similar effects on power and welfare. There are some notable differences between men and women in perceived power. This paper--a product of the Poverty Team, Development Research Group--is part of a larger effort in the group to explore broader measures of well-being. Like other post-soviet countries, in the early 1990s Russia faced a period of sharp decline in real household incomes. Then a gradual growth of population well-being began. However, income inequality was deep throughout this time. The poverty headcount is still over 10% on average and differs a lot among territories and socio-demographic groups. Russian poverty has certain specifics: there is a high risk of poverty for young working families with children. This paper analyses the effectiveness of family benefits from various perspectives. We consider their impact on the poverty of families with children, using the concepts of absolute, relative and subjective poverty. The study is based on pooled and panel household data from the Russia Longitudinal Monitoring Survey - Higher School of Economics (RLMS HSE), 2003-2015. We model the influence of child benefits on the probability of being poor and estimate various econometric models. Other controlled factors influencing recipient household risk of poverty include the type of settlement, family structure, education and employment. The results are robust and show the negative influence of family benefits on household risk for absolute and relative poverty. However, the subjective perception of poverty is positively correlated with benefits. The study also shows leakage and significant gaps in coverage in the system of family benefits. Overall, the study reveals the low effectiveness of family benefits in Russia and indicates a need for improved targeting.

Book excerpt: This paper investigates to what extent Russian households have been able to protect their consumption against income shocks during the transition and whether the ability to smooth consumption is related to poverty. We use the cross-section and panel dimensions of the Russian Longitudinal Monitoring Survey (RLMS) from 1994 to 2004. Empirical analyses of such panels have often been based on differenced data in order to eliminate individual household effects. In this study household expenditures are modeled using an Error Correction Mechanism (ECM) which better exploits the information in the level data. The model makes an explicit distinction between short and long run dynamics of consumption. Generalized Method of Moment (GMM) estimates of the short run income elasticity are significantly positive and less than unity. In other words, we and that households can (only) partially protect themselves against income shocks. Furthermore, income shocks have smaller effects on food consumption than on non-food expenditures. We present some evidence that the population is not homogeneous in terms of consumption smoothing ability and that a low smoothing ability is not necessarily associated with a high poverty risk. For instance households with pensioners, who have a relatively low poverty risk, have a high smoothing ability; but rural households, who have a high poverty risk, also manage to smooth food expenditures quite well, most likely because of own food production opportunities. Nevertheless, the ability of households to smooth non-food expenditures tends to increase as their average expenditures rise above the poverty line. These exploratory results suggest that development and social protection policies not only play a role in terms of poverty reduction but also influence households' abilities to deal with income shocks.
