Book excerpt: The High Flux Reactor (HFR) in Petten, The Netherlands, is a materials testing research reactor with an aluminium alloy (base material: 5154-O) vessel. The vessel wall is exposed to thermal and fast neutrons that induce transmutation and cause displacement damage in the metal lattice, respectively. The resulting effect of neutron bombardment is hardening of the aluminium alloy with a corresponding toughness decrease. Prediction of neutron radiation effects on the HFR vessel wall during its operational life is considered within a dedicated surveillance program SURP (an acronym for SURveillance Program). The surveillance program aims at monitoring the degradation of the vessel material at the most severely irradiated location by measuring the most relevant mechanical properties. In the SURP program, aluminium specimens placed in two specially designed experimental rigs are continuously irradiated. A number of surveillance specimens are periodically extracted and tested to prove fracture toughness of the reactor vessel material remains above the acceptable limit. The present paper outlines the most recent results of the HFR surveillance program, including fracture toughness properties trend as functions of thermal neutron fluences and of silicon content as well as microstructural analysis of changes in reactor vessel material due to neutron radiation.

Book excerpt: The results of surveillance tests on the High Flux Isotope Reactor (HFIR) pressure vessel at the Oak Ridge National Laboratory (ORNL) revealed that a greater than expected embrittlement had taken place after about 17.5 effective full power years of operation, and an operational assessment program was undertaken to fully evaluate the vessel condition and recommend conditions under which operation could be resumed. A research program was undertaken that included irradiating specimens in the Oak Ridge research reactor. Specimens of the A212 grade B vessel shell material were included, along with specimens from a nozzle qualification weld and a submerged arc weld fabricated at ORNL to reproduce the vessel seam weld. The results of the surveillance program and the materials research program performed in support of the evaluation of the HFIR pressure vessel are presented and show the welds to be more radiation resistant than the A212B. An important result that may have implications for power reactors was a higher than expected Charpy V-notch shift for the surveillance materials at relatively low neutron fluences. Moreover, to obtain embrittlement (as measured by either Charpy shift or increase in yield strength) equal to that from the low flux HFIR surveillance program, the neutron fluence (>1 MeV) required in the high flux Oak Ridge Research Reactor is about ten times that experienced by the HFIR surveillance specimens. Results of irradiated tensile and annealing experiments are described as well as a discussion of mechanisms which may be responsible for enhanced hardening at low damage rates.

Book excerpt: The High Flux Isotope Reactor (HFIR) pressure vessel has been in service for 20 years, and during this time, radiation damage was monitored with a vessel-material surveillance program. In mid-November 1986, data from this program indicated that the radiation-induced reduction in fracture toughness was greater than expected. As a result, a reevaluation of vessel integrity was undertaken. Updated methods of fracture-mechanics analysis were applied, and an accelerated irradiations program was conducted using the Oak Ridge Research Reactor. Results of these efforts indicate that (1) the vessel life can be extended 10 years if the reactor power level is reduced 15% and if the vessel is subjected to a hydrostatic proof test each year; (2) during the 10-year life extension, significant radiation damage will be limited to a rather small area around the beam tubes; and (3) the greater-than-expected damage rate is the result of the very low neutron flux in the HFIR vessel relative to that in samples of material irradiated in materials-testing reactors (a factor of approx. 10/sup 4/ less), that is, a rate effect.

They were built under the Army package power reactor (APPR) concept that dictated small pressure vessels and high flux cores to yield a proportionately high power output for a small physical plant. Because these characteristics result in high fluxes at the pressure vessel, the Army reactors have experienced embrittlement at rates considerably in excess of that exhibited by larger, commercial power reactors. The experience of the Army reactor program can be looked upon as being highly compressed, potential projections of the problems that may be faced by commercial power reactors in the future. The lower operating temperatures and the different, radiation-sensitive steels of the Army reactors accentuate their implications to commercial reactors. For these reasons and the fact that one, the PM-2A, was used as a vessel test experiment for failure analysis, the Army surveillance programs are reviewed here in depth.

Book excerpt: The radiation damage of pressure vessel materials in nuclear reactors depends on many different factors, primarily fluence, fluence spectrum, fluence rate, irradiation temperature, and chemistry. These factors and, possibly, others such as heat treatment and type of flux used in weldments must be considered to reliably predict the pressure vessel embrittlement and to assure the safe operation of the reactor. Based on embrittlement predictions, decisions must be made concerning operating parameters, low-leakage fuel management, possible life extension, and the need for annealing of the pressure vessel. Large numbers of data obtained from surveillance capsules and test reactor experiments are needed, comprising many different materials and different irradiation conditions, to develop generally applicable damage prediction models that can be used for industry standards and regulatory guides. The US Nuclear Regulatory Agency has, therefore, sponsored a project to construct an Embrittlement Data Base (EDB) for a comprehensive collection of data concerning changes in material properties of pressure vessel steels due to neutron irradiation. A first version containing data from surveillance capsules of commercial power reactors, the Power Reactor Embrittlement Data Base (PR-EDB) Version 1, has been completed and is available to authorized users from the Radiation Shielding Information Center at the Oak Ridge National Laboratory.
