Book excerpt: A collective biography of France's first generation of female secondary schoolteachers, this book examines the conflict between their public and private lives and places their new professional standing wtihin the political culture of the Third Republic. Jo Burr Margadant charts the responses of women who attended the nornmal school of Sevres during the 1880s to their roles as teachers and subordinates in the public school system, their plight as outsiders in the social community, and their gains toward educational reforms. These women emerge as pioneers struggling to forge careers in an elite profession, which was separate and inferior to its male equivalent and also controlled by men. Margadant explains that the first women teacher in girls' colleges and lycees were expected to project an intellectually assertive presence in the classroom while maintaining a maternal solicitude toward students and a modest, self-effacing style with superiors. Many who succeeded progressed to administrative jobs and, in some cases, filled official posts left vacant by men during the First World War. The author shows how these achievements led to the transformations of girls' secondary schools into replicas of those for boys and to equal treatment for women and men in the teaching profession. Jo Burr Margadant is Lecturer in History at Santa Clara University. Originally published in 1990. While this relationship is often described as a history evolving from enmity over reconciliation to friendship, the book uses the concept of diffusion as a complementary analytical perspective to emphasize how political norms and ideas originating in one society have influenced the other, especially in periods of intergovernmental conflict. Established in International Relations to explain transnational normative change in contemporary contexts, the framework of diffusion is heuristically useful to explore how various types of actors have contributed, using analytically different mechanisms, to normative change across the Rhine. The book presents eight case studies featuring various contents and mechanisms of ideational diffusion taken from three contexts of Franco-German history, including the French Revolution, the Franco-Prussian War, and Franco-German rapprochement after 1945. Arguing that phenomena that are often seen as genuinely ‘national’ evolutions, such as German nationalism or the French system of primary education, cannot be understood without taking into account the reception and emulation of norms from across the Rhine, the book should help students and scholars to overcome the limits of methodological nationalism when studying bilateral relationships, in the Franco-German context and elsewhere.

Book excerpt: The push towards greater autonomy is one of the three main trends in every modern educational policy, alongside quality assurance and quality evaluation techniques and the need to devote attention to special — and often disadvantaged — target groups. It is, however, difficult to derive a unified concept of `autonomy’ from the comparative indicators which are published on a regular basis and it has emerged that there are significant differences depending on the specific area and the administrative organisation of education in the country in question. During the discussions of the annual Congress of the European Association for Education Law and Policy (ELA) in Salzburg (1998) it was apparent that autonomy has to be considered in its various applications. Autonomy for school boards is realised through management, administrative mechanisms, management of staff and pedagogical options. Autonomy of administration requires competence, the willingness to establish an autonomous administration and awareness of each party’s responsibility in the educational process. The contents of this Yearbook are an answer to the question of how legislatures are responding to the trend towards greater responsibility, decentralisation and autonomy. It is an overview of the efforts made by the Member States of the European Union to apply the principle of subsidiarity.
